1 GENERAL

This specification provides the general technical requirements and particular to be considered in designing, manufacturing, testing,
assembly and supply switches Power isolated SF6 live tank and dead tank, with monopolar drive 500 / 220kV and tripolar drive to 154 /
110 / 66kV, components and accessories for new substations that will be connected in different segments of the transmission system.
The provisions of this specification shall be considered by the applicant at the time of the acquisition of equipment, installation, testing
and operation of the switch.

The values ​given in this document are minimum requirements the Supplier must comply with the provision, if any discrepancies, the
Supplier shall expressly indicate failure to do so will mean that there is full agreement with the document and therefore full compliance is
required .

2 Normative

Below they are indicated the main rules must be applied for design, manufacturing, testing, assembly and supply of power switches:

other national standards of the country of origin may be used as long as the requirements in these regulations are equivalent or greater
than those indicated in this document.

The SUPPLIER shall clearly indicate under which standards are designing, building and testing equipment.

Should discrepancies arise between the provisions of some of the rules to be applied, you must select the most restrictive condition.

3 CONSTRUCTIVE GENERAL REQUIREMENTS

The switches shall be of the type isolated in sulfur hexafluoride (SF6), suitable for outdoor use, may have one or more breaking unit
according to the project requirements, designed in accordance with the characteristics and nominal values ​may be the alive or dead
tank type tank as needed depending on your application. The power switches models proposed by the individual must have a record of
service in other locations since at least three (3) years.

The switch should include the support structure to the floor and all equipment, elements, components and accessories that are required
for installation, testing, commissioning, operation, maintenance and repair switch.

The support structure as entire hardware such as bolts, washers, etc., shall be galvanized steel.

Switch design must have heaters to prevent condensation in areas where this could affect the normal operation of equipment, such as
in panels, cabinets, etc.

The switch contacts to have sufficient capacity to withstand the thermal conditions arising during any of its regular operations. They will
be designed and built according to the requirements of this specification.

When applying and based on studies for each respective electrical work should consider implementing pre-insertion resistors in the
power switches.

The switches are intended for maneuvering transformers, auto-transformers, reactors and capacitor banks must incorporate
synchronized control relays for opening and closing, provided that the corresponding study justifies its application.

To ensure reliable operation of the switch with synchronized control, the time switch must have stable and predictable operations. The
synchronized command must feed back information from previous operations for each new controlled operation and allow operation of
the switch to fault currents.

It also switches power shall comply with the general, electrical, construction, and operational tests in the HEMPEL guaranteed
characteristics for each of the levels above voltage (HCTG-023-B-001, HCTG-023 H-001, HCTG-023-H-

002, HCTG-023-J-001, J-023-HCTG-001 and-023 HCTG-K-001).

4 SEISMIC DESIGN

The switches shall comply with the provisions of this section and Section 3-3 of Technical Standard Safety and Quality of Service
(NTSyCS) of the National Energy Commission (CNE), in its latest version.

Provider chosen by the individual will be responsible for the mechanical characteristics (dimensions and quality, etc.) of the bolts
securing the equipment to the supporting structure, satisfying the mechanical requirements demanded above.

5 INSULATION

Isolation between open contacts established must be adequate to support the switch voltages in opposition (180 degrees) between its
terminals. This criterion must be fulfilled both internally and externally.

The mechanical rigidity and physical characteristics of the insulating elements shall be adequate to withstand the impacts caused by
switch operations (within the rated capacity), the voltages of the connecting conductors, seismic conditions, temperature variations and
humidity specified.

Should have been incorporated into the switch, current transformers and / or potential, they should not affect the level stipulated
isolation.

Elements or devices external insulation or isolators accepted from polymeric type or porcelain (epoxy or silicone are not acceptable),
manufactured in one piece and be provided with minimum creepage distance as indicated in the data sheets guaranteed characteristics
( HCTG) and according to the project site, to improve its performance in areas of high air pollution.

The color of the polymer insulators or porcelain is gray or brown.

The insulators are designed and tested in accordance with IEC 60273 international standard IEEE or equivalent.

6 OPERATING MECHANISM

engine operating mechanism type spring is suitable to be operated electrically in locally or remotely. This mechanism may be loaded
manually by a handle, in which case the power engine loading mechanism automatically shuts off. The design should ensure that if an
operator to perform a local closing low failure, of a capacity equal to that specified, is completely protected from the expansive forces
occurring.

Each mechanism will have an auxiliary switch with ten (10) NO contacts and ten (10) NC contacts as a reserve. Contacts should be not
less thermal capacity of 10 A, according to IEC 60947-4-

Each mechanism will have (if applicable) means for slow opening and closing operations, maintenance purposes.

The team must come from the factory with the ability to generate trigger, alarm and locking gas SF6, if you apply this scheme this must

second stage.

failure.

The control system will have an anti-pumping relay, to give priority to the opening.

The operating mechanism will be acquired with two (02) coils release plus one (01) closing coil except switching elements that are used
for the series compensation, where the nature of the operation, the switches must have two (02) and closing coils (01) release coil.
Coils, opening and closing of the switch will be fed with direct voltage.

The range of the control voltage for an effective operation of the coils must ensure follows:

Closing coil: 0.8 to 1.1 Vn Coils opening:


0.7 to 1.1 Vn

The operating mechanism will be actuated by a spring-loaded motor switch being closed and armed mechanism will be possible, without
the aid of the engine, an operation sequence OPEN - CLOSE - OPEN breaking at full capacity.

With the switch open and armed mechanism will be possible without the aid of the engine, an operating sequence OPEN close-
breaking at full capacity.

Overall operating mechanism shall be designed in accordance with IEC 62271-100 standard. If you switch having more than one
quenching chamber, where appropriate should be considered pre-insertion resistors and capacitors gradients, which should be
designed and justified system characteristics.

The mechanism must have two (02) LED bulbs types, if the switch is unpowered should be green and while it is energized will be red.
The characteristic of the LED must be 110 VDC, the brightness should be high enough to be seen under daylight.

7 SUPPORT STRUCTURE

Supply switch include the floor support structure, mounting according to the detailed engineering; It said structure, should be high
enough by the national legislation in force, at least 2.5 meters from the ground to the base insulator, so that the bases of the insulators
and live parts of the switch remain at least at the height minimum security and privacy. The minimum distances between live parts and
earth, as well as the gaps between phases, must comply with the standards and recommendations as described in the memory
corresponding calculation of the project.

The design and calculation of the structure must ensure the physical integrity and operation of this switch under the seismic established
for the site. As well as the necessary structural elements for control cabinet installation and / or energy storage system.

8 CONTROL PANEL AND OPERATING SYSTEM

All control devices switch or other embedded equipment must be designed to withstand mechanical impacts during transport, handling
and operation of the switch to the rated short-circuit capacity. The control panel and junction box must have at least a degree of
protection IP 54.

The sequence of operation will be "A - 0.3 sec. - CA - 3 min. - CA "in accordance with IEC 62271-100 and HCTG of each switch.

All control cables must be brought and connected to power strips.

All metal parts of the devices and accessories will be highly resistant to corrosion.

All control wiring will be designed for minimum operating voltage of 600 V. The size of the conductors used will be suitable for the
current requirements of the devices selected control, in any case will be less than No. 12 AWG.

All terminations of control conductors must be clearly identified. The physical arrangement of all the terminal blocks will be identical to
each other for such switches and provide at least a 20% reserve points.

The control cabinet will have the necessary facilities for the proper grounding of the electrical elements and housing.

9 SPECIFIC REQUIREMENTS FOR SWITCHES TANK


DEAD

Such switches must be provided with current transformers toroidal type designed low requirements of IEC 61869-1 and NTSyCS / 2.

They must be equipped with at least four (04) protection cores and two (02) measuring windings per phase, meeting the demands of
NTSyCS technical specification of current transformers (ET-037-K-001) and respective sheets guaranteed technical characteristics
(HCTG).

For cases topology switch and middle switches to dead tank they must be equipped with ten (10) cores, six (06) of protection (P) and
four (04) cores as (M) for type each phase, prepared as follows PPPMM-X-MMPPP, where X represents the power switch.

10 SF6 GAS AND ACCESSORIES FOR CONTROL

The switch will have at least the following accessories for gas control:

Means for filling gas service; Manometers and


hydrometers;
Alarms to indicate pressure loss;
Contacts controlling the interlocking relays gas monitoring blocking level. desiccants recovery and decomposition products
of gas filters.

12 OPERATING CAPACITY MAINTENANCE

Power switches must meet the following conditions:

Nominal voltage 200 kV Below:


M1 class (in accordance with IEC 62271-100 + AMD1 + AMD2).
10 breaks the rated breaking capacity (rated current 40 kA) and accordingly as indicated in the data sheet equipment.

Three (3) years in the open or closed position without being driven. Nominal voltage
exceeding 200 kV:
M2 class (in accordance with IEC 62271-100 + AMD1 + AMD2).
10 breaks the rated breaking capacity (rated current 40 kA) and accordingly as indicated in the data sheet equipment.

Three (3) years in the open or closed position without being driven.

If the person concerned guarantees in its engineering cumulative current (kA) resisting equipment maintenance, it must indicate the
current distribution to be considered for the calculation, so that it is possible to verify compliance with specified conditions.

13 TESTS

Each switch must be fully assembled at the factory and subjected to routine tests specified in IEC Publication 62271-100: 2008, also
considering the following:

13.1 INSULATING TESTS IN COLUMNS

Must verify compliance with the minimum creepage distance IEC 60815-1 TS: 2008. The manufacturer must provide test
protocols breakdown of insulating columns (including setting) substantiating the value (r-2s) guaranteed rupture and memory
used in seismic analysis. In the absence of these protocols is the responsibility of the interested party making the relevant
tests.

13.2 AUXILIARY ELEMENTS

Tests resisted voltage 2 kV, 50 Hz, one minute.


Wiring checks, checks and calibrations required to ensure proper operation of all elements and devices included in the supply.

13.3 MECHANICAL OPERATION TESTS

They should be carried out subsequent cycles of operation with the switch to nominal SF6 gas pressure. Cycles or procedures
other than specified should be indicated in the test program for the revision of INTERESTED:

Ten (10) closing-opening operations to the maximum voltage and maximum working pressure, where applicable latter
condition; five (5) with each opening coil for alternating current.

Ten (10) lock-opening to the minimum operating voltage and minimum operating pressure, where applicable latter
condition; five (5) with each opening coil for alternating current.

Six (6) closing-opening operations with the firing mechanism energized by the closing of the main contacts, rated
voltage and pressure, where applicable latter condition; three with each opening coil for alternating current. Six (6)
reconnection operations at rated voltage and pressure last condition is when applicable; three with each opening coil
for alternating current addition to registering the operating times in each closing and opening should be taken
oscillograms in the first and last of the operations of each specified cycle, to graphically determine all operating times.

Tests close switches for capacitor bank switching and reactors.

Shall not exceed the times guaranteed by the manufacturer for any of the series of operations so that the specified time interruption is

specifications.

13.4 PRESSURE TESTING COMPONENTS SF6

Pressure tests should be carried out in compressors, tanks, piping and auxiliary equipment, must be carried out in accordance with
current international standards.

13.5 LEAK DETECTION IN FULL SWITCH OR SWITCH POLO

Or complete pole switch will be subjected to the maximum working pressure for a minimum of 4 hours, after mechanical testing
operation. There must be no undue loss of pressure gas supply disconnected. It should be measured leak rate of SF6 gas all seams
and welds using a method with adequate sensitivity. The measured leak rate must be less than 1% annually for the complete switch.

Additionally, resistance testing should contact power, according to indicated in IEC 62271-100.

14 QUALITY REQUIREMENTS

The supplier must demonstrate implemented and running at its factory system quality assurance programs and procedures documented
in manuals, complying with the following standard:

ISO 9001-2000: Quality systems - Model for quality assurance in design, production, installation and service.

In addition, you must have the following environmental management certification:

ISO 14001: Environmental Management Systems - Model of continuous improvement and prevention of pollution, compliance with
environmental regulations.
