1. SCOPE
This specification defines the minimum technical requirements for the design, engineering, and installation of electrical
equipment for the HPAL Project.
This specification shall be read in conjunction with the documents referred here.

Units shall be in accordance with the ‘Systems International’ (SI). Metric units shall be used for all design work and shall be
shown on all drawings and calculations as defined in ISO/IEC 80000-2009 unless otherwise stated.
Electrical power shall be generated/ sourced and distributed at the voltages nominated in Table below.

The standard design fault levels are to be used as a guideline only, actual fault levels shall be checked according to the system
study results and equipment configuration.
Voltage drop between the point of supply and any point in the electrical installation does not exceed 5% (TBC) of the nominal
voltage at the point of supply when the conductors are carrying the rated current (not including motor starting demands).
Where the actual volt drop within a vendor package is less than the assumed value listed in table 6.4, a higher volt drop
allowance on the feed to the vendor package is permissible given that the 4% overall volt drop from the supply is maintained.

5.1 General
All PCS inputs/outputs required from field mounted control and monitoring devices shall be wired directly to a smart interface
module located in the individual starters inside the MCCs. Those devices that do not directly form part of the motor drive shall
be wired to I/O marshalling cubicles inside substations and from there wired directly to the PCS.
Personnel safety devices such as emergency stop buttons, conveyor pull wire switches etc. shall be “hard wired” into the
respective drive control circuit via fail safe relay circuitry with a relay contact input into the PCS.
The MCCs smart interface module on each starter shall interface directly with the PCS via the site standard communications
protocol ensuring all drives are controllable from the control room.
Power monitors on the 6.6 kV and LV switchboards and Motor Control Centres shall interface via the site standard
communications protocol to the Power Management System (PMS) depending on the selection of the power monitor.
5.2 8.2.2 Process Control Systems
A PCS suitable for operation in an industrial environment will be used to perform logic functions for the control of drives and
used to perform supervisory control of the process.
The PCS shall generally be housed in standalone cubicles and shall interface with the various supplier packages control
systems and field devices and will have the capability to be linked via data highways and communicate with other proprietary
software packages and management systems.
PCS equipment located inside the substation shall be segregated from other electrical equipment particularly VSDs and soft
starters to prevent Electromagnetic Interference problem.
5.3 8.2.3 Power Management System
Control, monitoring, and data acquisition functions associated with electrical equipment shall be performed by the Power
Management System (PMS). The PMS shall be operated/monitored at a stand-alone workstation in the central control room or
designated electrical control room.
The PMS shall include a load shedding system that shall protect the electrical power system against failure or instability. In
general, electrical power system control shall be controlled by the PMS, and process related control shall be controlled by PCS.
The specification, details, and interfaces between PMS and PCS will be detailed in separate equipment specifications.
5.4 8.2.4 Marshalling Panels
Marshalling panels shall be part of the PCS cabinet suite and shall be used to interface with the following:
