I. SCOPE
This specification covers the basic requirements for the design, fabrication, testing,
delivering, and constructing of 115/13.8 kV Substation Hardware to be installed for the
COMPANY.

Drawing List related to the Specification and Contract Scope of Work is shown in
Datasheet of this Specification
In case of any conflict among the above documents, the following priority shall govern:
• 1st Data Sheet

• 3rd Other Specification
• 4th Codes and Standards
However, Vendor shall confirm CONTRACTOR of the conflict to get confirmation of
resolving by COMPANY.
C. EXTERNAL REFERENCES
The equipment shall comply fully with the latest revision of all applicable standards
listed below, except where they conflict with the additional requirements of this
Specification. Where the standards differ among these authorities, the most rigid shall be
applied.

1. COMPANY reserves the right to conduct performance tests of any equipment and/or
systems furnished hereunder to insure compliance with this Specification.

3. COMPANY will review equipment and shop drawings, and prospectus as submitted,
make such changes as required and return one copy to the CONTRACTOR in three
(3) weeks after receiving the drawings.
4. Successive issues of equipment and shop drawings, and prospectus (3 copies each)
shall be resubmitted by the CONTRACTOR until final release is granted by
COMPANY at which time three (3) additional copies plus one soft file in MicroStation
format of the final documents shall be forwarded to COMPANY, prior to shipment of
the equipment.
5. Three (3) copies of manufacturers standard data sheets (as required) marked to
adapt to this project and certified for construction shall be furnished to COMPANY,
prior to shipment of the equipment.
6. Three (3) copies of equipment and system instruction books for installation,
operation and maintenance shall be furnished to COMPANY. In addition to these
three (3) copies of instruction books to be furnished to the Engineer, one (1) copy of
any instructions pertaining to equipment erection (the entire instruction book if
necessary) shall be packed in one of the shipping crates or boxes containing the
equipment items to be shipped to the Plant Site. Such packed instructions shall be
suitably protected from water or oil damage by enclosing in a plastic bag and shall
also be noted as one of the items on the bill of lading or packing list so it can be
easily located in the field.
7. COMPANY's drawing release must be obtained before equipment is purchased or
material fabricated. The release all be general and shall in no way relieve the
CONTRACTOR from responsibility for any work required of him under the Purchase
Order.
8. All drawings, instruction books, name plate data, etc. shall be in English language.
X. SCOPE OF WORK
This specification is intended to outline specific requirement for the design, fabrication,
procurement, and delivery of all materials, supplies and equipment to erect and put into
service of new substation of two 115/13.8 kV transformer, which will be called simply as
STATION. The CONTRACTOR is required to provide:
1. A complete design package including all electrical, structural, mechanical, and civil
design within the guidelines set forth by this specification.
2. Equipment and materials necessary to construct a completely integrated electrical
station 115 / 13.8 kV, including lighting system for the switchyard.
3. The scope of design and material to be provided by CONTRACTOR are mainly
grouped as follows:
a. 115 kV bus conductor 1½ ‘’ IPS and ACSR conductor 336.4 MCM, terminals,
connectors, insulators, etc.
b. Ground & Disconnect Switch 121 kV, 1200 A, 550 kVBIL, 3 pole single throw (3
PST), 61,000 A momentary.
c. Disconnect Switch 121 kV, 1200 A, 550 kVBIL, 3 pole single throw (3 PST),
61,000 A momentary.
d. Circuit Switcher or Circuit Breaker complete with its pedestal as described in
Specification PHE-SPE-ELE-351.
e. 115 kV Gas Circuit Breaker as described in Specification PHE-SPE-ELE-351.
f. Power Transformer, as described in Specification PHE-SPE-ELE-310.
g. Voltage Regulator 13.2 kV 2.8 MVA.
h. Coupling Capacitor Potential Device, 115 kV, 115/66.4 volt, 550 kV BIL primary,
with potential ground switch.
i. 115 kV Line Current Transformer, ring type with supported insulator, outdoor,
300 - 1,200 / 5 Ampere, multi ratio, relay accuracy C-800.
j. Lightning Arresters, Station type 98 kV single pole, zinc oxide, gapless, to be
used for the 115 kV incoming line and power transformer protection.
k. Grounding Resistor, 20 Ohm, 400 A, for 13.8 kV neutral of Power Transformer,
as described in Specification PHE-SPE-ELE-411.
l. Single phase Recloser 13,8 kV, 200 Amps min.
m. 13.8 and 115 kV Structures and Hard wares.
n. 13.8 kV aluminum bus 2 ½‘’ IPS, bus supports, connectors, switches for Voltage
Regulator bypass and 13.8 kV outgoing feeders.

B. MATERIAL
The material used shall be suitable for the strength required of the outdoor structure
with reference to load, deflections, and stresses, and shall also be of uniform quality
and without defects which would affect the strength and service of the structure.

Structural steel shall be hot-dipped galvanized after fabrication, and shall conform to
the following Standards:

C. LOADING
Structures shall be designed to withstand loads defined in the latest edition of NEMA
Standard, Publication SG6 Part 36. Where discrepancies exist between this
Specification and above NEC Standard, the provisions of this Specification shall
govern the structure design. The following loading shall be considered:
1. Loads caused by short circuit stress.
2. Wind load 125 miles per hour (62.5 lb. per square foot on flat surface).
3. Impact load force of operating gang switches.
4. Live loads imposed by internal buses and connections between structure and
ground-mounted equipment.
5. Earthquake loads: Zone I seismic disturbances ("Uniform Building Code").
D. DEFLECTIONS
1. For apparatus loads and dead loads, vertical deflections of structural members
shall be limited to a maximum of 1/300 of the span and horizontal deflections to
1/200 of the span, except these limits shall be reduced where required for proper
performance of equipment.
2. The vertical supporting structures shall be so designed that, under maximum
loading conditions, they will not deflect more than 1/200 of the height- from the top

1. The allowable stresses for structural members shall be based on a factor of safety
of at least 1.65 on minimum yield point of structural steel as recommended in the
latest edition of the "Specification for the Design, Fabrication, and Erection of
Structural Steel for Buildings" and "Manual of Steel Construction" of the American
Institute of Steel Construction.
2. Allowable stresses shall be calculated according to the methods outlined in the
"Manual of Steel Construction.
F. STRAIGHTENING
All members which are bent or out of line after fabrication shall be carefully
straightened without mutilating the material or its finish. H-beam and similar members
should have distortions limited to 1/200 of their length, and chord angles and similar
members should have distortions limited to 1/100 of their length.
G. ERECTION MARKS
All members shall be clearly mark-stamped into metal with not less than 3/8" high
characters before galvanizing, to provide easy identification in the field.
H. STEEL STRUCTURES
The 13.8 / ll5 kV structure shall be of low profile post construction, utilizing wide flange
steel sections and bracing insofar as possible.
1. All structural members, including columns, beams, braces, column base plates or
anchoring pieces, gusset plates, connection, anchor and erection bolts, insulator
mounting posts, mounting racks, lightning arrester bases, shield wire extensions
and all required miscellaneous pieces of steel for a complete structure shall be
furnished by CONTRACTOR.
2. Mounting holes shall be provided for all equipment specified herein or indicated on
the drawings as required for the complete switchyards. The switches and other
electrical equipment shall be securely attached by bolting as recommended by the
switch or equipment manufacturer. The necessary holes shall be sized and located
during fabrication so that no reaming will be required for field erection.
3. When steel is in contact with aluminum, and fastened to aluminum, the aluminum
surface shall be given one coat of zinc chromate primer in accordance with Federal
Specification TT-P-645 or the equivalent, and one coat of suitable non-hardening
joint compound which is capable of excluding moisture from the joint during

12. Distance from the center of a bolt hole to a rolled or sheared edge shall be not less
than that in the following table:
The CONTRACTOR shall furnish all hardware, bolts and fittings and shield wire
necessary for the installation of the overhead shield "grid" addition as noted. All drilling
on the switchyard structure for all structure mounted shield hardware is to be included
by the Switchyard CONTRACTOR. Shield wire shall be 3/8" H.S.S. static.

All buses and other electrical conductors shall be fabricated of aluminum, and shall be
of the type and rating as indicated below. All cuttings and bending of each type
conductor will be done on the job site by others, but conductor shall be furnished in
lengths such as to keep the number of splices in tubular bus to a minimum. Within
practical limits the conductor shall be free of nicks and abrasions. Buses shall be
designed to permit expansion resulting from load current and ambient temperature
variations from 500 F to 1200 F, and shall have suitable expansion, slide type bus
support fittings and flexible connections installed, as required to relieve strain from
equipment bushings and insulators due to expansion or differential settlement.
1. Each section of the bus shall be tubular and shall have expansion joints in
accordance with good design practice.
2. Damper wire shall be installed in all horizontal tubular bus 20 feet or longer in length
to eliminate wind induced vibration (4/0- 7 strand aluminum conductor threaded
loosely inside of bus).
3. 115 kV buses shall be of 1-1/2" nominal IPS aluminum bus size. 13.8 kV buses
shall be capable of carrying 1,200 A continuously, bus size shall be 2-1/2” nominal
IPS aluminum bus size, 0.216" wall thickness. All bus shall be Schedule 40, 6063-
T6S5 aluminum tubing.
4. Connectors shall be furnished as required to completely erect the substation and
connect all equipment installed therein, and shall be of proper sizes and design to
assure permanent, secure, low resistance connections.
5. Connectors for all tubing and conductors shall be clamp type; Anderson/Burndy
Manufacturer and no welded connections will be acceptable.
6. All current carrying connectors connected to aluminum buses shall be clamp type.
7. 4-hole flat pad connectors with NEMA drilling shall be provided for connecting to
disconnect switches. Flat pad connectors shall be furnished with durium or
stainless steel bolts, nuts, and lock washers. No aluminum-copper
connector/terminals is allowed to be used to connect aluminum conductor to
copper terminals and vice versa. All connectors / terminals shall be all-aluminum,
or all-copper. For aluminum to copper connection refer to point 6.1011.
8. Durium bolts and nuts shall be used to connect all connectors / terminals.
9. All tubular buses shall have end fittings, to prevent water entry, and minimize
corona effect and shall be filled by ACSR 336.4 conductor to reduce the vibration
on the bus.
10. Notation shall be placed by the CONTRACTOR on appropriate shop drawings to :
"Field drill three 1/8" round holes at bottom of all horizontal tubular buses halfway
between bus supports, on 6" centers, for drainage.

11. All aluminum to copper connection between flat NEMA drilled tongues and bars
shall be made using transition plates (refer to Anderson catalog, type TP, class
3780). The transition plates should be formed from sheets of 80% Al / 20% Cu,
which are molecularly bonded. Always position the aluminum conductor above the
copper conductor.
K. GROUNDING
1. The substation grounding system shall meet “IEEE Guide for Safety in AC
Substation Grounding – ANSI/IEEE Std 80 “ latest version.
2. Suitable grounding connections shall be bolted to each column in the 115 kV, and
13.8 kV switchyard for attachment of cable taps to the ground grid system.
3. Each column of the switchyard, bus or equipment rack shall also be provided with
grounding connectors. Connectors shall be 2-hole (NEMA drilling) bolted type with
copper alloy clamps and bolts, suitable for 4/0 AWG stranded copper cable.
Connection to columns and racks shall be approximately 10 inches above the
foundation. Connectors shall be of alloy compatible for steel-copper junction.
4. Ground risers of 4/0 stranded copper shall be furnished to run up every structure
column for connection of lightning arresters, etc.
5. The copper ground risers shall be supported on the steel columns at not greater
than 4-foot intervals, with suitable clamps to prevent galvanic action. The risers
shall be furnished with necessary connectors, for connection to equipment above
and ground pad at base of columns.
6. The copper ground riser shall be covered with angle iron on the steel columns, the
iron angle directly weld to the steel columns then painted with aluminum paint for
theft preventative purpose.
L. INSULATORS
1. Insulators shall be of wet process porcelain type for outdoor use, and shall be of
homogeneous structure, free from cavities or other flaws affecting mechanical or
dielectric strength. Each assembled insulator shall be capable of withstanding
without injury, a sudden change in temperature, and overall ambient temperature
range of 50 deg F to 120 deg F.
2. Minimum ratings for mechanical strength and electrical characteristics for all
insulators shall be based on latest issue of NEMA Standard Publication SG6 and
ANSI Standard C29.1 for Insulator Tests, for 550 kV and 110 kV BIL, unless
otherwise noted on a particular equipment.
3. All disconnect switches (115 kV, and 13.8 kV) shall be equipped with their
insulators (115 kV, or 25 kV), standard strength, post type, per NEMA Standard
SG6, Technical Reference No. 286.

4. Bus support insulators shall be per NEMA Standard SG6, Standard strength, post
type, Technical Reference No. 286.
5. Stacks shall be supplied with proper base, base adapter and bus clamps as
required.
6. Switch and bus support insulators shall be carefully boxed or crated to adequately
protect them against damage in handling and transportation. Where feasible, each
unit shall be shipped complete. All containers shall be marked with "Type of Switch"
or "Type of Bus Support," together with a designation of the parts within the
container.
7. Provision must be made for terminating overhead shield wires with suitable strain
clamps, anchor shackles and end links compatible with steel structure and shield
wires. Necessary hardware shall be furnished by this CONTRACTOR.
1. All air disconnect switches, except otherwise noted, shall be three pole, group
operated single throw, outdoor, vertical break, rotating insulator type, arranged for
mounting on insulators as shown on the Plans. The blades shall be
counterbalanced to prevent them from failing closed or open in the event of failure
of any part of the operating mechanism. Center break switches are not acceptable.
2. Ratings shall apply to the air disconnect switches as follows:
a. Switch voltage 115 kV and 25 kV
b. Insulators : voltage class 115 kV and 25 kV
BIL 550 kV and 150 kV
c. Momentary rating 61,000 amps, unless otherwise noted.
3. Air disconnect switches shall be provided with self-aligning, high pressure contacts,
designed for the release of contact pressure prior to any movement of the blade in
the opening direction and for the application of additional contact pressure after the
blade has made full travel in the closing direction. All contacts shall be ample size
to carry full rated current continuously without exceeding the allowable temperature
rise.
4. Contact pressure shall not exceed the safe working value of the materials in contact
and shall not cause excessive abrasion or scarring of the contacts. There shall be
sufficient wiping action to make the contacts self-cleaning.
Blades for all disconnecting switches shall be adequate to withstand all torsional
or bending stresses caused by switch operation. They shall be designed so as to
reduce corona discharge losses to a minimum. Points and sharp angles on both
blades and clips shall be avoided or adequately shielded against corona discharge.
Provision shall be made for padlocking all operating handles in either the open or
closed position.

5. Each switch shall be complete with group operating mechanism with necessary
bell cranks, inter-phase operating connections, self-lubricating bearings, supports,
linkages, lubricating pressure fittings and vertical operating pipe. Switches shall be
lever operated; hand-crank operators will not be acceptable.
6. Each switch operating mechanism shall have bolted type ground connector
suitable for 4/0 stranded copper connection to ground grid and shall have a flexible
type grounding jumper between operating handle and mechanism.
7. A galvanized steel checker plate or grating type ground pad shall be furnished for
each switch with two bolted connectors suitable for 4/0 stranded copper cable
mounted at opposite corners under the pad.
Each ground pad shall be provided with a galvanized threaded pipe flange welded
at two opposite corners under the pad, and supplied with two 1-1/4" pipe "legs" 2
feet long, connectable in the field. The legs will be for the purpose of preventing
the pads from sliding on the final crushed rock grade.
8. Each switch shall have a semaphore to give positive indication of closed or open
position of switch.
9. Clamp type terminals complete with non-ferrous bolts and nuts shall be supplied
for each switch terminal.
10. Arcing horns shall be provided on every switch.
11. All disconnecting switches shall comply with the latest revision of NEMA Standard
Publication, SG6 and ANSI C37.32.
1. An auxiliary switch with position indicator actuated by the group operating vertical
pipe shall be supplied for each air break switch, conveniently mounted near the
switch lever operator for easy access from ground level.
2. Auxiliary switch shall be in NEMA 4 water tight enclosure.
3. Auxiliary switch shall be springless of the two position rotary cam operated type,
with silver to silver wiping action. Contacts in auxiliary switch shall be rated for 600
volt, ac or dc, 20 amperes continuous, 250 amperes three seconds.
4. Auxiliary switch contact interrupting rating shall be 2.5 amperes at 125 volt AC and
DC non inductive circuit and 2 amperes inductive circuit. Al 5 Volt AC, interrupting
rating shall be 40 amperes non inductive circuit and 24 amperes inductive circuit.
5. Auxiliary switch shall have two "a" and two "b" contacts, with all contacts electrically
independent.
6. Each auxiliary switch shall have engraved stainless steel nameplate, showing open
close position and identification number of associated 115kV air disconnect switch.
7. Switches shall be furnished with screw terminals suitable for ring type compression
lugs for COMPANY’s No 12 AWG wire.

O. POWER FUSE
1. All Power Fuse shall be outdoor, disconnect (180 degree opening) vertical styles
and operated by using a hook stick or a universal pole equipped with a variety of
fuse handling fitting.
2. Power Fuse unit shall have capability of fast, positive fault interruption and positive
dropout action, after the fusible element melts.
3. Power Fuse shall consist of two basic components, a complete mounting and a
replaceable fuse unit. The mounting shall include base, insulators, latch-and-
upper-contact assembly, and hinge-and-lower-contact assembly. Replaceable
fuse unit shall include reusable upper and lower fuse unit end fittings and fuse unit.
4. The fuse unit shall securely latch when it is in close position such that it could not
dropout due to vibration, shock, or high pressure washing of the insulators.
5. The CONTRACTOR shall provide a quantity of 25% extra/spare fuse links of every
fuse unit rating, each package to be marked to identify its contents and marked
SPARE.
CONTRACTOR shall furnish switch number plates for each air break switch. Plates
shall be of such design to permit insertion and removal of individual letters and
numbers so that any combination of 10-digits or letters can be made. Individual letter
and number plates shall be porcelanized finish with black letters on white background,
with letters and numbers. approximately 3" high by 1-U2" wide. Plate holder shall be
mountable to appropriate device by means of non-corroding screws or straps.
Q. TERMINAL CONNECTORS
Disconnect Switches Terminal connector, NEMA 4-bolt flat to copper wire No.
2 to 350 MCM, complete with durium bolts and nuts.
Shield wires Universal strain clamp, OB Co. Cat #78500 or equal
Lightning Arrester Cable to stud connectors as required for line connection,
clamp type for cable range of No. 2 to 350 MCM. Furnish
clamp type ground connector for 4/0 copper ground
conductor
1. The Station Service Transformer shall be sealed tank type construction, 50 kVA,
single phase, oil immersed, self-cooled, suitable for service in outdoor environment
with ambient temperature range 16-38 degrees C and relative humidity 60-90
percent.
2. Two (2) – 2½ percent taps above and two (2) – 2 ½ percent below fully rated voltage
shall be provided at high voltage winding which could be externally operated from
an operating handle of a tap changer located on the wall of the tank. The tap changer
shall be designed for de-energized operations.
• Thirteen (13) pieces - Open Fused Cutout, type XS, 25 kV, 100 A-Continuous
current, S&C Catalog No. #189132 R9-D, complete with its required fuse
links. Six (6) pieces for Potential Transformer, four (4) pcs for Station service
transformer, and two (2) pieces for spare.
• One (1) lot Aluminum Bus complete with connectors *, couplings, post
insulators, and bus supports, in order to connect power transformer, voltage
regulator, and bus to 13.8 kV structure etc. The bus should be IPS aluminum
size 2-1/2 inches, schedule 40, shall be used from Power transformer L.V.
bushings up to and including the 13.8 kV bus on structure. The connectors
shall be enough to connect also the Bus to the outgoing feeders.
• One (1) lot of connectors *), shoulder eye bolts, etc. required to install socket-
ball type suspension insulators for the outgoing feeders.
• Two (2) pieces - Station Service Transformer, 14,400 / 120 & 240 Volt, 1
phase, 60 Hz, 50 kVA, with five (5) of load tap changer 2 - 2.5 % above and
2 – 2.5 % below rated voltage at high voltage winding, externally operated.
• Two (2) pieces – Main Breaker, single phase, two pole, 600 Volt, 225 Ampere
complete with NEMA 3R rain tight enclosure with external handle, SQ-D
Catalog No. KA225AWK, to be used for secondary side of service station
transformer.
• One (1) piece – Automatic Transfer Switch, single phase, two pole, 600 Volt,
225 Ampere complete with NEMA 3R equipped with indicator lamp.
• One (1) set of Load Break Switch, 14.4 kV, 1200 A, 61 kA, 110 kVBIL and
S&C type.
*) : The connector shall be compressed type.
5. Contractor shall also provide the following items :
• Switch operator plates, standard galvanized grating type, size 3’ x 4’ with
accessories as required.
• Six (6) units of Substation Dual Luminaries, complete with up and down light,
with lamps 150 Watt minimum per bulb. Holophane catalog, complete with
mounting and bracket. This shall also include a lighting contactor complete
with main breaker for protection, for the luminaries, and photocell for lighting
control.
• One (1) lot of grounding materials, such as ground rods, bare copper wire,
connectors, etc.
• One (1) lot of Heavy wall rigid conduits as required for potential transformers,
current transformers, lighting material, etc.
• One (1) lot of fencing materials, including gravel to be spread in the station
yard.

XIII. GUARANTEES
1. The manufacturer shall specify the terms and conditions for the warranty of the
quoted equipment. The manufacturer shall also, on optional basis, quote the
supervisory service fee for the condition where the installation works and tests of the
equipment are performed under the manufacturer’s supplied technical direction.
2. All materials furnished by the CONTRACTOR shall be brand new, unused and
undamaged and shall be proven by factory certificate.
3. CONTRACTOR guarantees that the work, including methods, material and
equipment, will be of the best quality and satisfactory to the COMPANY in every
particular, and CONTRACTOR agrees to promptly and at his own expense remedy
any part of the work which during the first year of actual use in service proves
defective or otherwise unsuitable for the purpose required by this Specification, or
to replace such part of the work by furnishing at CONTRACTOR's expense a new
part under the same terms as herein specified for the shipment of the original part.

Two waterproof envelopes shall be attached to each box, crate or bundle. Each
envelope shall contain one copy of the packing list, listing the contents of the container.
Each box or crate must bear the identical markings as to purchase order number,
shipping address and other marking as specified in the Job Specification.
