1 SCOPE
The scope of this specification is to provide the technical requirements for Portable Accuracy
Check (PAC) sets and Stationary Calibration Benches (SCB) and all relevant accessories for
testing and calibrating electromechanical and electronic energy meters of all classes of accuracy.
The Sets to be offered shall be complete in all respects necessary for their effective and trouble-free
operation when connected to the system.
2 APPLICATION FIELD
The portable accuracy check Set should be capable of testing and generating test data for all applicable
ranges of meters being implemented in the network of ADDC/AADC to test accuracy at site.
3 REFERENCE DOCUMENTS
This chapter lists the reference documents.
In case of discrepancy among Documents, the following order of precedence shall apply:
1) TAQA/ADDC/AADC specifications.
2) Applicable reference standards.
3) Other documents.
The Bidder/Contractor shall note that compliance of the manufacturer with the provision of these
specifications do not relieve him from his responsibility to supply the equipment and accessories
of proper design, electrically and mechanically suited to meet the operating guarantees at the
specified service conditions.
3.1 TAQA/ADDC/AADC Specifications

4 SERVICE AND NETWORK CONDITIONS
The specification S-GEN-SER lists the service conditions.
All materials and equipment design shall follow IEC standards for use under the service conditions
stated in the specification S-GEN-SER. The network conditions are specifying in S-GEN-NET.

5 TECHNICAL FEATURES AND RATINGS


5.1 Portable Accuracy Check (PAC) sets
5.1.1 Basic requirements
The PAC set shall be fully automatic with high degree of system integration for testing and
monitoring of energy meter performance.
The set shall be a combined source and reference standard or reference standard only according to
the application.
The PAC system shall be used to test the integrity of energy meters in 3-phase and single-phase AC-
system with continuous current capacity up to 200% of basic current.
The equipment shall be a digital system capable of assessing voltage, current, active, reactive and
apparent power, phase sequence and frequency.
The test equipment shall be of low weight and compact in size. It shall withstand and fully remain
operational under the extreme environmental conditions encountered, including rapid changes of
temperature within a few minutes when moving the equipment between indoor and outdoor
locations. On site tests shall be possible under varying actual loads without disconnection of
consumers.
5.1.2 Display of Measurement Values
The Set shall be capable of measuring, calculating and displaying the following parameters:
• Instantaneous voltage per phase
• Instantaneous current per phase
• Active, reactive and apparent power of all three phases
• Power factor (individual and average 3-phase power factor)
• Total active, reactive and apparent power of all three phases
• Missing voltage
• Missing current
• Phase sequence
• Reverse current
• Percentage error of the meter under test.
5.1.3 Data Storage, Software and Hardware
The Portable Accuracy Check Sets shall be complete with all advanced base software.
The unit shall be capable of checking the accuracy with real load. Percentage error shall be
indicated directly on display. The unit shall have the capability of storing the test data for, at
least 2000 Meters along with test conditions.
The package shall have provision for connecting portable printer through compatible port for
generating data printouts at site.

The Set shall be suitable for direct reading of the errors. It shall also be provided with DAS (Data
Acquisition System). This DAS shall facilitate storage of all type - specific parameters and test
results in order to enable recalling them any time. This central data base system shall be capable
of repeat display of percentage error of specified tests on the Meters.
The Set shall be equipped with an interface for transferring of measured data to a computer or a
data acquisition device.
A label printer shall be provided for attaching on each meter that is field tested, a date stamp for
calibration in barcode as specified in the Technical Data Sheets.
5.1.4 Memory
The calibration set shall have a memory sufficient for 100 test results with test conditions.
5.1.5 Operating Parameters
• Dynamic operation range : Reference voltage -30% to +30 %
• Power factor : Zero lag - unity - zero lead
• Evaluation of results by using tabular and graphical display error curves
• Capture and replay site conditions
• Operation shall be based on the latest microprocessor technology with minimum resolution of 16-bit
or higher
• Signals shall be protected against overload and short circuits and shall be impervious to transients,
voltage dips and other fault signals
• Print outs shall give complete data of the consumer.
5.1.6 Diagnostic Features
The unit shall have indication to show its healthy working condition as soon as the supply is
plugged in.
It shall perform complete self-check at regular intervals.
Any wrong connection or error shall be indicated on the display of the Set.
The Set shall give audible alarm to indicate inadequacy of test duration and also in case of wrong
connections.
5.1.7 Accessories
The Set shall be supplied with case and all accessories.
The Set and its case shall be fully portable, rugged and convenient to commute along with all the
accessories.
The Set shall be preferably used as combined source and reference.
The Set shall be complete with:
• Optical sensors
• Digital voltmeter + selector
• Digital ammeter + selector
• Digital wattmeter + selector
• Clamp-on CTs
• Clamp-on testers
• Leads, connection cables etc.

5.1.8 Marking and Nameplates
Serial number of each set shall be printed or carved in white with black background and is also
required to be printed in barcode form. Every Set shall be marked with the following
information and the marking shall be indelible, distinct and readable from outside the unit:
“TAQA/ADDC/AADC property”.
• Manufacturer’s name, trademark, year and the place of manufacture
• Designation of type
• Nature of current and the number of phases and number of wires for which the set is
• suitable
• Principal units in which the Set performs, displays and records
• Reference voltage
• Currents
• Reference frequency in hertz
• Meter constant
• Operating range
• Class index
• Reference temperature.
Standard symbols will be used as IEC 62053-52.
5.1.9 Software, Manuals and Training
The software, that supports all protocols of the Portable Accuracy Check Sets and inter connectable
with other equipment, shall be supplied by the manufacturer, free of cost, along with operation
manual of the Set, hardware and the software. Training in the use of software shall also be provided
by the manufacturer.
5.1.10 Calibration Certificate
Each Set shall be accompanied by manufacturer's certificate, which has traceability to an
International Laboratory that would be proposed by the Supplier and approved by
TAQA/ADDC/AADC.
5.1.11 Data sheet
A completely filled in Data sheet, D-MET-TEST-PORT, to be submitted during the tender phase
including applicable documents.

5.2 Stationary Calibration Bench
5.2.1 Basic Requirements
The Stationary Calibration Bench shall be a fully equipped suspension rack for testing and
calibration of three-phase and single-phase micro-processor based and electromechanical meters.
The testing and calibration unit shall consist of a console and rack for mounting of at least twenty
energy meters. The testing shall be performed fully automatically. The highest possible precision
is required. The test station may consist of multiple racks in the same location or different
locations.
5.2.2 Testing Arrangement
The electrical values for the meters under test, such as voltages, currents, phase angles and ripple
control signals shall be generated electronically. Power amplifiers shall provide the electrical
values to the meters.
Following signals shall be provided for the meters under test:
• 3-phase voltages
• 3-phase currents
• Phase angle
• Harmonics
• Ripple control signals.
Meters to be tested shall be mounted on a stationary suspension rack. Scanning heads shall be
mounted on supports allowing their exact positioning in front of the meters. A separate control
unit shall contain the power sources for the voltage and current circuits.
The power sources for test signal injection shall be stabilized against fluctuation and harmonics
content in the supply voltage, without any separate measures for power conditioning.
Details for the mentioned components are given in the subsequent clauses.
5.2.3 Meter Suspension Rack
The Meter Suspension Rack shall have test positions for at least twenty energy meters, to be
connected through quick connection devices for current and voltage circuits.
For each test position an input for transmitting contacts shall be provided.
5.2.4 Control Unit, Constant Voltage, Constant Frequency Source
The control unit shall contain the signal generators and amplifiers, as well as stabilization circuits.
It shall be housed in a metal enclosure of a protection class of not less than IP 42. Besides, an
operation control indication, an emergency off push button shall be provided on the front panel.
The heat dissipation and noise emission from the control unit shall be minimal.
5.2.5 Scanning Heads
Scanning heads shall be adjustable in their position such as they can be properly placed in the front
of the electromechanical or microprocessor-based meters mounted on the suspension rack. They
shall be able to detect and count the revolution of discs of mechanical meters as well as the light
pulses from the LEDs of microprocessor-based meters.

5.2.6 Computer, Software and Printer
The Bench arrangement shall include all advanced base software and hardware comprising an
industrial latest technology PC, printer, for calibration data (in barcode) stamping label, as
specified in the Technical Data Sheets and all associated accessories, for online testing, and data
storage of the tested meters. Data storage and evaluation shall be by use of latest technology
running under MS-Windows.
The PC with Windows Operating System and Evaluation Software, controls test sequences and
stores the acquired data. It shall automatically determine the meter accuracy at each test position.
The error shall be displayed on the PC monitor.
A built-in report generator shall allow the generation of configurable reports. A data base system
shall be integrated, in which meter specific data can be stored. Export facilities for export of data
from the database shall be included. The PC to be offered shall have all required serial and parallel
ports for performing the various tasks. All hardware functions shall be controlled from the
Windows based software platform which, shall be user friendly, and easy to learn and apply by the
staff of the utility. The Bench shall be provided with DAS (Data Acquisition System).
This DAS shall facilitate storage of all type - specific parameters and test results for being recalled
any time. This central data base system shall be capable of repeat display of percentage
error of specified tests on the meters without actually repeating the tests.
A label printer shall be provided with the PC System for attaching a calibration date stamp on
each meter that is tested.
The following test sequences shall be automated:
• Meter starting test
• No load test
• Load tests with pre-set values.
5.2.7 Instruments
All instruments (ammeter and voltmeter) used for the calibration bench shall be of the digital
type.
5.2.8 Reference Standard Meter
The reference standard meter shall have a minimum accuracy class of 0.1. The output shall be
displayed on the monitor of the system. The measuring range shall comprise all four quadrants of
the phase angle between voltages and currents and shall reach from 10 mA to 160 A in the current
paths, and from 30 V to 450 V (phase to neutral voltage) in the voltage paths.
5.2.9 Hand Terminal
For each test installation, one alphanumeric hand terminal shall be supplied. The hand terminal
shall be suitable for input of meter data and shall be equipped with a barcode reading facility.
5.2.10 Optical Sensors and Error Display Unit
The Bench shall be equipped with optical sensors and percentage error display units for at least
20 meters to be tested at a time. It shall provide analogue and binary inputs with protections and
preserves the polarity.

5.2.11 Error Curves
Error curves shall be generated in tabular and graphical forms
5.2.12 Output Signals
Output signals shall be provided with protections.
5.2.13 Marking and Nameplates
Every Bench shall be marked with the following information and the marking shall be indelible,
distinct and readable from outside the Bench:
• Manufacturer’s name, trademark, and the place of manufacture
• Designation of type
• Nature of current and the number of phases and number of wires for which the Bench is
• suitable
• Serial number and year of manufacture
• Principal characteristics in which the Bench performs, displays and records
• Reference voltage
• Currents
• Reference frequency in hertz
• Operating range
• Class index
• Reference temperature.
Standard symbols will be used as IEC 62053-52.
5.2.14 Connection Diagrams and Terminal Marking
Every Bench shall be indelibly marked with a connection diagram. This diagram shall also show
the range and class of meters for which it is intended.
5.2.15 Software, Manuals and Training
The software, that supports all protocols of the test station and inter connectable with other
equipment, shall be supplied by the manufacturer, against no additional cost, along with operation
manual of the set, hardware and the software. Training on how to use the software shall also be
provided by the manufacturer.
5.2.16 Calibration Certificate
All applicable calibration certificates shall be provided together with the Bench. This certificate
shall have traceability to an international laboratory that would be proposed by the Supplier and
approved by TAQA/ADDC/AADC.
5.2.17 Data sheet
A completely filled in Data sheet, D-MET-TEST-CAL, to be submitted during the tender phase
including applicable documents.

6 TESTS
6.1 General
All required tests must be in accordance with S-GEN-TEST.
6.2 Sample Tests
Sample Tests shall be performed on all units, comprising as a minimum the following tests:
• Visual checks and measurements of dimensions
• Bench marking as per this specification
• Functional tests

7 EXCEPTIONS
Exceptions to the present prescriptions, concerning the adoption of technical and or manufacturing
aspects different from the ones prescribed in the present specification, is for the evaluation by
TAQA/ADDC/AADC on a case-by-case basis.
In such a case, TAQA/ADDC/AADC will consider the opportunity to require additional tests about
the technical/manufacturing proposed solutions.
Such exceptions are for approval by TAQA/ADDC/AADC.
