It is the purpose of these tests to assure all installed electrical equipment and systems are
operational.
2. APPLICABLE REFERENCES
Comply with industry standards, manufacturer’s specifications and C.U. design standards.
2.1 All inspections and tests should be in accordance with the latest edition of applicable
codes, standards, and specifications. The list of codes, standards and specifications
includes but is not limited to: Institute of Electrical and Electronic Engineers (IEEE),
American National Standards Institute (ANSI), International Electrical Testing
Association (NETA), National Fire Protection Association (NFPA), equipment
manufacturer’s instruction manuals.
All work shall be performed in accordance with the CU Electric T&D Safety
Manual and the CU Electric T&D Grounding Manual.
Proper switching and grounding procedures must be observed!
4. DIVISION OF RESPONSIBILITY
A team made up of representatives of the Engineering and Operations groups shall perform
and document the test and checkout of all equipment. The Engineering representative shall
act as team leader with overall responsibility for the documentation.

2. Prepare appropriate test forms, check lists and protection and control settings
and logic.
4. Fill out appropriate CASCADE equipment forms and ensure that data is entered
correctly in the CASCADE database.

2. Accuracy of metering in test equipment should be appropriate for the test being
performed.
1. The testing documentation shall include but not be limited to the following:

2. Test and Checkout Team shall furnish a copy or copies of the testing
documentation less final As-Built drawings to CU Management for review and
filing.
4. Test all electrical and mechanical interlock systems for proper operation
and sequencing.

1. Perform a turns-ratio test between windings at all no-load and load tap
changing taps.
3. Perform individual excitation current tests on each phase and all taps.
6. Perform Power Factor, dielectric, color and acidity tests on oil (both main
tank and LTC).

1. Inspect for physical damage and compare nameplate data with plans
and specifications.

1. Verify that all maintenance devices are available for servicing and
operating the breaker.

3. Perform Power Factor test with breaker in both the open and
closed position 69 kV equipment.

and each phase with the breaker closed.

5. Verify relay logic per relay settings and associated logic drawings.
3. Perform insulation resistance test, ensuring that test voltage does not
exceed the rating of the winding. (Completed at no more than 500V)

NOTE: This table has recommended minimum insulation values identical to those in the NETA
Acceptance Testing Specification for new equipment. Well maintained insulation in favorable ambient
conditions should continue to provide these values.
