1. GENERAL SCOPE

It is the purpose of these tests to assure all installed electrical equipment and systems are
operational.

2. APPLICABLE REFERENCES

Comply with industry standards, manufacturer’s specifications and C.U. design standards.

2.1 All inspections and tests should be in accordance with the latest edition of applicable
codes, standards, and specifications. The list of codes, standards and specifications
includes but is not limited to: Institute of Electrical and Electronic Engineers (IEEE),
American National Standards Institute (ANSI), International Electrical Testing
Association (NETA), National Fire Protection Association (NFPA), equipment
manufacturer’s instruction manuals.

3. SAFETY AND PRECAUTIONS

All work shall be performed in accordance with the CU Electric T&D Safety
Manual and the CU Electric T&D Grounding Manual.
Proper switching and grounding procedures must be observed!

4. DIVISION OF RESPONSIBILITY

A team made up of representatives of the Engineering and Operations groups shall perform
and document the test and checkout of all equipment. The Engineering representative shall
act as team leader with overall responsibility for the documentation.

4.1 Engineering

1. Prepare set of test and checkout drawings.

2. Prepare appropriate test forms, check lists and protection and control settings
and logic.

3. Observe (as appropriate) and confirm tests as a team member.

4. Fill out appropriate CASCADE equipment forms and ensure that data is entered
correctly in the CASCADE database.

4.2 Operations

5. GENERAL

5.1 Test Equipment

1. All test equipment should be in good mechanical and electrical condition.

2. Accuracy of metering in test equipment should be appropriate for the test being
performed.

5.2 Test Documents

1. The testing documentation shall include but not be limited to the following:

1. Test forms.

2. Transformer Turns Ratio (TTR) test forms.

3. Final “as-left” Protection and Control settings and logic.

4. Highlighted (yellow lined) AC and DC schematic drawings and other


drawing mark-ups as needed to produce final “As-Built” drawings. The
Final As-Built drawings will serve as the drawing documentation of the
commissioning effort.

5. Current excitation test forms.

6. Battery test forms.

2. Test and Checkout Team shall furnish a copy or copies of the testing
documentation less final As-Built drawings to CU Management for review and
filing.

6. INSPECTION AND TEST PROCEDURES

6.1 Switchgear and Switchboard Assemblies

1. Visual and Mechanical Inspection

1. Inspect for physical, electrical, and mechanical condition.

2. Compare equipment nameplate information with latest one-line diagram


when available.

3. Check for proper anchorage, required area clearances, physical damage,


and proper alignment.

4. Test all electrical and mechanical interlock systems for proper operation
and sequencing.

1. Closure attempt should be made on locked-open devices. Opening


attempt should be made on locked-closed devices.

2. Test Kirk-Key devices for correct operation and key exchange.

5. Clean switchgear.

6. Inspect accessible insulators for evidence of physical damage or


contaminated surfaces.

7. Verify proper barrier and shutter installation and operation.

8. Verify appropriate lubrication on moving and sliding surfaces.

9. Exercise all active components.

10. Inspect all mechanical indicating devices for proper operation.

11. Verify proper operation of switchgear/switchboard heaters.

13. Verify proper operation of transformer withdrawal mechanism (tip out)


and grounding operation when applicable.

2. Electrical Tests

3. Perform control wiring performance test to verify satisfactory


performance of each control feature.

4. Perform the following tests on control power transformers.

1. Inspect for physical damage, cracked insulation, broken leads,


tightness of connections, defective wiring, and overall general
condition.

2. Verify that primary and secondary fuse ratings or circuit breakers


match drawings.

3. Perform insulation resistance testing.

4. After energizing, verify proper voltages are present.

6.2 Transformers: Liquid-Filled

1. Visual and Mechanical Inspection

1. Inspect for physical damage, cracked bushings, leaks, tightness of


connections, and general mechanical and electrical conditions.

2. Check tightness of bolted connections and/or cable connections by


calibrated torque-wrench method in accordance with manufacturer's
published data or Table 9.4.

3. Verify proper liquid level in all tanks and bushings.

4. Perform specific inspections and mechanical tests as recommended by


manufacturer.

5. Verify proper equipment grounding.

2. Electrical Tests

1. Perform a turns-ratio test between windings at all no-load and load tap
changing taps.

2. Perform Power Factor tests on all windings and bushings.

3. Perform individual excitation current tests on each phase and all taps.

4. Perform tests on fan and pump controls and alarm functions.

5. Verify proper core grounding if accessible.

6. Perform Power Factor, dielectric, color and acidity tests on oil (both main
tank and LTC).

7. After energizing, verify proper voltages are present.

6.6 CIRCUIT BREAKERS

1. Verify that all maintenance devices are available for servicing and
operating the breaker.

2. Inspect for physical damage. Use manufacturer's inspection and


checkout procedures.

3. Inspect anchorage, alignment, and grounding. Inspect arc chutes.


Inspect moving and stationary contacts for condition, wear, and
alignment.

4. Verify that primary and secondary contact wipe and other


dimensions vital to satisfactory operation of the breaker are
correct.

5. Perform all mechanical operator and contact alignment tests on


both the breaker and its operating mechanism.

6. Check tightness of bolted connections by calibrated torque-


wrench method. Refer to manufacturer's instructions or Table 9.4
for proper torque levels.

7. Check racking mechanism if applicable.

8. Record as-found and as-left operation-counter readings.

9. Inspect puffer operation if applicable.

2. Electrical Tests

1. Perform Digital Low Resistance Ohmmeter (DLRO) tests.

2. Test control functionality of the breaker:

6. Record as-found and as-left counter operations.

2. Electrical Tests

1. Perform a contact-resistance test.

2. Verify trip, close, trip-free, and anti-pump function.

3. Trip circuit breaker by operation of each protective device and
verify reclosing scheme if applicable.

4. Perform vacuum bottle integrity test across each vacuum bottle


with the breaker in the open position in strict accordance with
manufacturer's instructions. Do not exceed maximum voltage
stipulated for this test. Provide adequate barriers and protection
against x-radiation during this test. Do not perform this test unless
the contact displacement of each interrupter is within
manufacturer's tolerance. (Be aware that some dc high-potential
test sets are half-wave rectified and may produce peak voltages in
excess of the breaker manufacturer's recommended maximum.)

5. Perform Power Factor tests on each pole with the breaker open
and each phase with the breaker closed.

6. Test trip circuit at reduced control voltages (60% of nominal), if


applicable.

7. Perform time/travel analysis.

8. Perform insulation resistance testing.

3. Circuit Breakers: Medium Voltage (1000V-69kV), SF 6

1. Visual and Mechanical Inspection

1. Inspect for broken bushings and other physical damage.

2. Inspect anchorage and grounding.

3. Inspect and check adjustments of mechanism per manufacturer's


instructions.

4. Inspect air compressor per manufacturer's instructions.

5. Perform leak rate test per manufacturer's instructions.

2. Electrical Tests

1. Perform the following tests on the nominal settings.

1. Pickup parameters on each operating element.

2. Timing tests at two (2) or more points on time-current curve as


provided by Substation Engineering.

3. Pickup target and seal-in units.

4. Special tests as required to check operation of restraint,


directional, impedance, differential and other elements per
manufacturer's instruction manual.

2. Conduct tests to verify satisfactory performance of each control


feature.

1. Verify / check multifunction microprocessor relay communication


baud rates, internal jumpers, and DC operating voltage.

2. Verify / check multifunction microprocessor relay inputs and


outputs.

3. Verify / check relay elements programmed in microprocessor


relays.

4. Verify operation per schematic drawings.

5. Verify relay logic per relay settings and associated logic drawings.

6. Verify internal and/or external triggering of event reports and


ensure proper voltage and current phasor relationships.

7. Verify relay displayed metering values and confirm matching


values with Power System Control if applicable.

8. Perform satellite synchronized end-to-end testing of piloted


communication schemes. Use current and associated angle test
parameters as provided by Substation Engineering.

9. Clear memory in relay after downloading triggered event.

6.8 Instrument Transformers

1. Visual and Mechanical Inspection

1. Inspect for physical damage.

2. Verify proper connection of transformers with system requirements.

3. Verify tightness of all bolted connections and assure that adequate


clearances exist between primary circuits to secondary circuit wiring.

4. Verify that all required grounding and shorting connections provide


good contact.

2. Electrical Tests - Current Transformers

1. Electrically confirm that CT secondary circuits are intact.

2. Perform a ratio verification test of each current transformer. This


should performed using the voltage method or current method in
accordance with ANSI C57.13.1 (IEEE Guide for Field Testing of
Relaying Current Transformers)

3. Perform insulation resistance test, ensuring that test voltage does not
exceed the rating of the winding. (Completed at no more than 500V)

4. Perform primary current injection tests. Verify proper phase


relationship and magnitude at all relays and meters.

3. Electrical Tests - Voltage Transformers

1. Electrically confirm proper secondary voltage after energization.

2. Perform power factor test

3. Perform turns ratio test (if possible)

4. Perform insulation resistance test, ensuring that test voltage does not
exceed the rating of the secondary winding.

1. Inspect ground system for compliance with drawings.

2. Electrical Tests

1. Perform point-to point test to verify appropriate resistance between


the main grounding system and all major electrical equipment frames,
system neutral, and/or derived neutral points.

6.10 Direct-Current Systems, Batteries

1. Visual and Mechanical Inspection

1. Inspect for physical damage and evidence of corrosion.

2. Check tightness of bolted connections and/or cable connections by


calibrated torque-wrench method in accordance with manufacturer's
published data or Table 9.4.

3. Measure electrolyte specific gravity and visually check fill level.

4. Verify presence of flame arresters (if applicable).

5. Check for proper battery support racks, mounting, anchorage, and


clearances to conform to local codes.

2. Electrical Tests - Refer to ANSI/IEEE Standard 450 or ANSI/IEEE


Standard 1106.

1. Set charger output voltage float and equalizing to manufacturer's


published data.

2. Measure all voltages and total battery voltage with charge energized
and in float mode of operation.

3. Measure inter-cell connection resistances.

4. Perform a capacity load test in accordance with manufacturer's
specifications.

9.4 for proper torque levels.

5. Check ground lead on each device for individual attachment to


ground bus or ground electrode.

7.1 General

1. Perform system function tests upon completion of equipment tests as defined in


Section 6. It is the purpose of system function tests to prove the proper
interaction of all sensing, processing, and action devices.

8. ENERGIZATION PLAN
8.1 Plan Development

1. Before energization of any equipment a plan will be developed to include at


least items such as final physical walkthrough, removal of all grounds,
appropriate relaying configuration, cabinet/enclosure doors secured, and
phasing each open breaker/switch depending on the application.

2. Plan may be developed in conjunction with a switching schedule as needed.
