1. Two reasons for the popularity of Democracy
1) In a democracy, the people have the power to choose their leaders
2) Democracy is the best form of government that gives priority to the people’s
interest. The elected representative’s work for the welfare of the people.

2. Differences between Democracy and Monarchy:


DEMOCRACY:
1) Democracy is a form of government headed by the elected representatives
2) It could be direct or indirect.
3) Here, people choose their government at the end of a fixed tenure.
4) The representatives are accountable and answerable to the people.
5) Citizens have the freedom to criticize the government policies
MONARCHY:
1) Monarchy is a form of government where a state is headed by a monarch(king/
queen/ emperor)
2) It could be absolute or constitutional.
3) The crown/ power is passed from one generation to another in the family.
4) Here, the king is not answerable to the people.
5) The decision of the king is final and it cannot be questioned.
3. The three events that paved the way for modern democracy are:
1) Introduction of the Magna Carta.
2) Adoption of a democratic constitution in1787 and the adoption of the Bill of
Rights.
3) French Revolution-1789, transfer of power from the kings to the nobles.

4. Need of Constitution
1) The Constitution is a book of laws. It is the basic requirement to run a democracy.
2) 2) Constitution decides the way a government shall function and it also gives
certain rights to the common people which ensures that the government does not
misuse its powers.

5. RULE OF LAW
The Indian Constitution states that the law shall be applied equally to all in the same
manner, irrespective of caste, sex, race and religion. The RULE OF LAW means that
every person in the country, from the president to a farmer, bound by the same laws
and given the same treatment.

D. Answer the questions in about 80-100 words :


1. Two events that shaped modern democracy
a) Introduction to the Magna Carta- This was written in the 13th century by a group of
nobles to protect their rights and property against the monarchy.
b) French Revolution- This revolution transferred power from the kings and nobles to the
common people. The French Republic was established bsed on the principles of liberty,
equality and fraternity.
2. Other forms of government
A. DICTATORSHIP
a) A form of government in which the power remains with the single figure known as a
dictator. There is absolute rule by a single person.
b) Citizens are ruled by force and the government does not have to explain its policies to
the people

c) Examples: Adolf Hitler (Germany) Benito Mussolini (Itlay)


Kim Jong Yun- North Korea (PRESENT) Paul Kagame- Rwanda
B. COMMUNIST GOVERNMENT
a) A form of government which is ruled by a single government.

b) The party follows communist ideas and want to create a classless society, where there is
no rich or poor.

c) Examples: China, Vietnam, Cuba

3. Features of the Constitution


a) Our Constitution is the lengthiest written constitution in the world.
b) Constitution provides rights to the citizens which cannot be taken by any law made by
the states and Directive principles which the government keeps in mind while making laws.
c) Our constitution believes equality and the rule of law.

4. Democracy is a form of government in which the representatives are chosen by the


people. Earlier, direct democracy was prevalent as the population and the units of
administration were small. Today, indirect democracy is more prevalent because of their
large size and population. We chose our leaders and they in turn work for us.

6. Constitutional Provisions for equality


a) Art 15 prohibits discrimination on grounds of religion, race, caste and place of
birth.
b) Art 16 provides equality of opportunity in employment etc
c) Art 17 declares untouchability and its practice as forbidden and punishable under
law
d) Persons with disabilities have been granted equal rights under the Disabilities Act
of 1955.
e) Various schemes and programmes have been implemented for the under
privileged:
1. Mid-day meal scheme- for more enrolment of poor people in schools.
2. Cheap housing schemes.
3. NREGA provides employment to the poor.
