Concept/Digest

To be an effective employee, manager, client, or consultant, it is essential to communicate effectively


with others. Having ideas, knowledge, or opinions is useless unless you can communicate those concepts to
others. In this module, the most common communication in the organization will be discussed: upward,
downward, vertical, and informal communication.

Organizational Communication

The consideration and analysis of the role of communication in organizational context which
aims to inform, persuade and promote goodwill. This would include careful consideration of the type
or method used and its effectiveness.
Aims to have an easy communication to all employees in the organization. It is usually referred
to the pattern or chain of communication in the organization.

TYPES OF ORGANIZATIONAL COMMUNICATION

1. Upward Communication
Is a communication of subordinates to supervisor or employees to manager. An important
factor in employee job satisfaction is establishing “OPEN DOOR” policy environment

Employees can directly speak up to their heads.


A problem with this mechanism is the number of different people communicating with the top
executives. To minimize this, organizations use Serial Communication.

Message is relayed from an employee to


supervisor, then from supervisor to the top
management and so on.
Example: Subordinate  supervisor  manager  top management
Disadvantages of SERIAL COMMUNICATION

 The message content and tone changes as it moves from person to person.
 Bad news and complaints are seldom relayed, instead use of MINIMIZE UNPLEASENT MESSAGE
(MUM) to keep information from reaching the upper levels.
 Less effective the farther away two people are from one another – proximity.

Methods Used for Upward Communication

a. ATTITUDE SURVEY
Usually conducted annually by an outside consultant who administers a questionnaire asking
employees to rate their opinions on factors such as satisfaction with pay, working conditions and
supervisors.
b. SUGGESTION BOX/COMPLAINT BOX
Allow employees to immediately communicate their feelings. Management may respond
through bulletin boards, etc.
c. LIAISON/ OMBUDSPERSON
A neutral person who works for a solution that is acceptable to both employees and
management. Taking employee complaints and suggestions and settle with both parties. For example,
the Union vs. top management, the Mediator comes in.

2. Downward Communication
Supervisor to subordinates or management to employees.

Methods Used for Downward Communication


a. MEMORANDUM or MEMO
Providing detailed information to a large number of people in a short period of time.

b. TELEPHONE CALLS

c. VOICE MAIL and EMAIL


Reduction in the use and filing of paper and time saved by avoiding “small talk” when
communicating a short message.

d. BULLETIN BOARD

e. COMPANY MANUAL
Placed for posting important changes in policy or procedure. Contains all rules under which
employees must operate. Types are: policy manual and employees handbook.

f. INTRANET
This is an inter-company communication used by organization. They usually use domains
in the local host of the organization. For example, cjc.edu.ph email and chat.

Re: Revised HR Policy #2D-0106 – Cellular Phones and Smart Phones

Date: October 12, 2016

Effective February 7, 2011, the Cellular Phones and Smart Phones policy has been revised. The method
by which cell phone stipends are requested has been changed from a paper form to the web-based
OLG/DCRT Mobile Communications Device Justification/Authorization form, which is the method
already used to make requests for State-issued devices.

The revised policy may be accessed on Channel Z under Human Resources Policies. The OLG/DCRT
Mobile Communications Device Justification/Authorization form is accessible on Channel Z under E-
Forms.

Please ensure that this information is made available to all OLG/DCRT employees.
