Security Constrained Economic Dispatch
• NLDC proposed the concept of SCED vide their notice dated 28.09.2018
• CERC in its order date 31.01.2019 has adopted this concept and has asked
for pilot study from 01.04.2019.
• Salient features:
1) Objective is to optimize the System Cost (total power procurement
cost) – through a centralised merit order based scheduling process,
considering technical and transmission constraints.
2) Will include all thermal ISGS that are regional entities and for whom
tariff is determined or adopted by Commission (~55000 MW capacity)

• Salient features:
3) Existing scheduling process and Billing methodology will remain the
same.
4) There will be increase or decrease in schedule of stations due to
optimization to lower the cost, as directed by NLDC.
5) Optimization will be done to minimize the system cost based on
merit order of the stations
6) Will utilize the surplus capacity available in cheaper stations
7) Will consider constraints such as technical minimum level, ramp rate,
transmission congestion etc.

• Salient features:
8) After Optimization, for any increase in generation of cheaper
stations, generators will be paid at the rate of variable charge.
9) No mark-up, as in the case of RRAS
10) For any decrease in generation, station will refund at the rate of the
variable charge.
11) No incentive for additional generation through this mechanism
12) National Pool Account (SCED) will be opened; payment to and from
this Account

• Salient features:
13) Pilot will be for a period of six months
14) Sharing of savings – in principle agreed, decision after the pilot
study
15) NLDC will submit a operating procedure within one month
16) Feedback report will be submitted after six months

1 In this way for all stations calculations are done to arrive at arrive at the total savings
2 It may be noted that part load compensation dues because of SCED down are cleared first.
3 After clearing the due for part load compensation,Net savings are to distributed amongs the SCED participants in the ratio of 50% each to generator and Beneficiaries.
4 Generator during SCED up gets 60% and during SCED down gets 40%

SCED Effect: ≈ 1000 MW re-scheduling and reduction in cost of generation is
≈ ₹ 2.59 Cr. per day in first 10 days.
