REFLECTION PAPER

The Philippines is a country with high vulnerability to natural

hazards. According to an international report, the Philippines ranked third out
of 173 countries vulnerable to disaster risks. This evaluation was based on
the potential of a natural hazard to cause heavy human casualties, damage to
properties and infrastructures, and decline of human welfare such as health
status and livelihoods. Aside from the impact of disaster risks, the country is
also vulnerable to the effects of climate change. (Mamon, M. 2017).

The Disaster Risk Reduction and Climate Change Adaptation

(DRR CCA) is one of the 5 sectors in HNRDA that was organized to articulate
our national priorities and to conduct more studies that will raise the country's
research and development priorities to create inventions that could help the
socio-economic growth of our country, the prevention and navigation of
natural disasters, to improve health care facilities and etcetera that could help
for the betterment of every Filipinos in the Philippines. I'll focus on the DRR
CCA sector for my proposed invention that I believe it can help the Philippines
in nation building.

My proposed invention can help for a quick and easy search and
rescue operation that will be conducted in times of disastrous natural
phenomena that may hit our country such as earthquakes, typhoons, flash
floods, and etcetera that may caused fatal and extent damage to our
countrymen. I called this invention as a "Mini Bracelet Track Device" or
MBTD. It is made up of a strong metal so that it won't be easy to break and it
is designed like a bracelet. This device was installed with a GPS access that
could locate where the person who's wearing this bracelet. A messaging
application is also installed to this device so that every Filipinos that are
wearing this bracelet can receive a message from the NDRRMC if there is an
upcoming typhoon that may hit on a particular place in the Philippines and to
keep also updated if there is a possible storm surge that will arise in that said
typhoon. This device is connected to the main system or I called it as a "Data
Base" where all the information of every MBTD that Filipinos are wearing
was presented in the system and the government is the in charge to take and
rule all the data that was in this system. All the data that was presented in the
system is confidential to the public for the privacy of the people that are
wearing this device. Only authorized people can see the information that the
system has. This MBTD is waterproof device so that it could be long lasting
and it don't need to remove when taking a bath but the government is the
authorized one and has the capacity to remove this bracelet to the person
who's wearing this bracelet because there is another device to be used in
order to withdraw this bracelet. Annually, the battery of this device must be
upgraded by he government. The data base will be located in Manila buy
every region in the Philippines must have its own system so that it would not
take a long period of time to process if there are datas' that are needed in
some other regions.

Instead of installing a warning and communication of information in

web-based and mobile phone-based warning and information, this device is
essential and practical to use because it generates important informations that
are needed when natural disasters will occur. It also caters all citizens in the
Philippines because it must be free to everyone and every Filipino needs to
have MBTD because there is no exemption even if you are working in the
government, rich or poor, young and old or even the president of our country
must have this device.

My purpose on inventing this device is to make easy and to have a

quick response for a search and rescue operation that might be conducted by
our rescue team. For instance, somewhere in the Philippines hit by a strong
earthquake and people are being covered by crumbling buildings and houses,
they would be rescued abruptly since this device has a GPS access that could
be very easy to locate them and it has a high percentage that some people, if
not all, will be rescued alive. Another example is when a super typhoon will hit
some place in the Philippines, people in that particular region would have an
information that there is an upcoming typhoon that will strike in their place
because NDRRMC will take their part. This device is not made only for the
natural disaster prevention because it can lower the criminality rate as well in
our country. Because for instance, a child is being kidnapped and bring
him/her to the hideout of the kidnappers. Police officers can locate the kid
where he/she is and kidnappers would be easily to caught.

This invention is very necessary right now because we've been

experiencing strong and disastrous natural phenomena due to the climate
change and same as well to the geographical location of the Philippines. If all
Filipinos were wearing this Mini Bracelet Track Device, it would become easy
to take an action to the unforeseen events that will occur in our country. This
device can make changes for the lives of every citizens of our country and
nation building will be harmonized.
