MEASURE Evaluation September 2019

Improving GEND_GBV Data Quality to

Enhance PEPFAR Program Performance

WHY?
Gender-Based Violence (GBV) is a Key Driver of the HIV Epidemic
Preventing and responding to GBV is essential to meeting PEPFAR’s 95-95-95 goals.
High-quality GBV data are vital to decision making to improve GBV and HIV
programs.

HOW?
Use the GEND_GBV Rapid Data Quality Review Tool
The GEND_GBV Rapid Data Quality Review Tool identifies gaps and areas for
improvement in reporting GEND_GBV. Find the tool here: https://bit.ly/2L2PSp5

Provide the Minimum Package: Don’t report GEND_GBV if all

services are not in place
A client does not need to receive all services in the minimum package to be
counted, but the services must be available. For more information on the minimum
package, visit https://bit.ly/30N39Yo.

Have a Plan in Case of Stockouts: Don’t report GEND_GBV

during stockouts
Create a mechanism to ensure GEND_GBV is not reported if commodities are
stocked out, even if the client is referred elsewhere for the service. For more
information, visit https://bit.ly/2ZqVbr6.

Document Additional Services: Consider developing custom

indicators to capture work outside GEND_GBV
Custom indicators can be reported in DATIM through narratives. Discuss ideas
with your USAID mission gender advisor or the headquarters gender team.
