Legal Basis
Section 9.2 of the Revised Procedural Manual for DENR Administrative
Order No. 30, Series of 2003 or the Implementing Rules and
Regulations (IRR) for the Philippine Environmental Impact Statement
(EIS) System.
The proponent shall also conduct regular self-monitoring of specific
parameters, indicated in the EMP through its environmental unit. The
proponent’s environmental unit shall submit a semi-annual monitoring
report within January and July of each year.
Legal Basis
• MC 2016-001 issued on January 18, 2016 Requiring Online
Submission of Compliance Monitoring Report under the Philippine
Environmental Impact Statement System for Environmentally
Critical Projects (ECPs)

• MC 2018 – 004 issued on November 26, 2018 Amending Section 1 of

MC 2016-001 to include non-Environmentally Critical Projects (non
ECPs)

head for approval

Step 9. Managing head will receive the link to

the system and one time password to the
system (OTP)

EMB/Evaluator Side
1. The application is now in the default receiver of
the region if managing head approved the
application (Default Receiver will be designate by
region)
- The default receiver will evaluate the application
or assign it to the designate evaluator.
2. Evaluator will review the application.
3. Evaluator will forward the application to the Section Chief
4. Section Chief will forward the application to the EMED Chief
5. EMED chief will forward the application to Regional Director
for Approval.
6. Regional Director will approve or disapproved the application
• If Approved - A certification letter will be generated by the
system and receive by the proponent in their account
• If Disapproved - Application will be returned to the proponent
for additional compliance
