Bidders have to upload bid documents as normal tenders after availing preferential
bidding option.
2.4 Bid Summary if bidder avails the preferential benefits
Bidders who wish to avail the preference benefits can do so by updating profile details
accordingly as explained earlier in Step 1 and proceed for bid submission.
2.7 Bidders for whom preferential benefits are not applicable can directly proceed for
bid submission. In such cases, the bid summary will not include any preference category
details for such bidders as shown below:
Overall BOQ Comparative Statement
After price bid opening, when price comparative chart is generated, an additional sheet will be
generated in price comparative statement which will show the details of preferential bidders along
with their quotes and difference with L1 price in terms of value as well as percentage vis-à-vis the
tolerance percentage as per his respective preference category as shown below:
In case of Item-Wise BOQ, the comparison shall be “Item Wise” as shown below:
Impact of preferential bidding on Reverse Auction
In case of tenders with preferential bidding and if there are more than three (3) techno-commercially
acceptable bidders:
a. H1 Bidder will be eliminated if he is a non-preferential bidder
b. In case if H1 bidder is a preferential bidder, H1 bidder will be eliminated if his quote is beyond
the defined tolerance limit of L1 price as per his preference category
In case of more than one H1 bidders (H1 tie), latest bid received (bidder whose bid is received at last)
out of all H1 bidders will be rejected as per above provisions.
For illustration:
For illustration purposes in below example, Category 1 has been taken as PPLC, Category 2 as MSME
and Category 3 as DMEP with respective category tolerance limit.
H1 bid in each of the auction listed above has been highlighted in “Red”. However bids that are
eliminated from participation in respective auction are highlighted in ‘ ’ coloured cells.
No H1 elimination would happen in auctions 1, 2 as H1 Bids are received from preferential bidders
and quoted value is within tolerance limit for their respective preference category.
However, H1 bid will be eliminated in all of the remaining auctions as H1 bid is beyond the tolerance
limit for their respective tolerance limit.
Special Cases:
In auction 5, two bidders (3 & 5) have submitted H1 quote in BOQ which in both cases is beyond the
tolerance limit for their respective preferential categories. In such case, the bid which was submitted
later (3) than the other one (5) will be eliminated.
Similarly in auctions 7 & 8, two bidders have submitted H1 quote and the one which had submitted
later than the other will be treated as H1 and checked for Preferential tolerance from L1 quote.
