1. INTRODUCTION:
Disability is defined as a lack of ability to perform an activity in the manner considered
normal for a human being. It is estimated that 4% population (approx) suffer from one or
other form of disability. Malnutrition, lack of hygiene, inadequate/delay in medical
services, infectious diseases, accidents, etc. may cause impairment leading to disability. For
rehabilitation of such persons, the appropriate services need to be widely available.

The number of recognized disability conditions has been increased from 7 to 21 in the
RPWD Act 2016 as follows:.

3. Leprosy Cured persons
4. Hearing Impairment (deaf and hard of hearing)
5. Locomotor Disability
6. Dwarfism
7. Intellectual Disability
8. Mental Illness
9. Autism Spectrum Disorder
10. Cerebral Palsy
11. Muscular Dystrophy
12. Chronic Neurological conditions
13. Specific Learning Disabilities
14. Multiple Sclerosis
15. Speech and Language disability
16. Thalassemia
17. Hemophilia
18. Sickle Cell disease
19. Multiple Disabilities including deaf-blindness
20. Acid Attack victim
21. Parkinson’s disease

The Government, NGOs and civil society institutions have been providing services to the
persons with disabilities since long, but these efforts have gained momentum since 1970’s
when the decade was marked by a new approach to disability with the concept of “Rights
for Disabled Persons”. The United Nations took the lead and issued declarations relating to
Rights to the Disabled Persons (1975). The decade 1983-92 was declared as the “Decade of
the Disabled Persons”. This was followed by the “Asia and Pacific Decade of Disabled
Persons” (1993-2002). The standard rules for the equalization of opportunities for persons
with disabilities were adopted by the UN General Assembly in 1993.

Since 1970, Ministry of Social Justice and Empowerment, Govt. of India has established
several Institutions to train professionals/manpower in the field of rehabilitation. There
are Nine National Institutes:

(i) Swami Vivekanand National Institute of the Rehabilitation Training and Research
(SVNIRTAR), Cuttack
(ii) National Institute for Locomotor Disabilities (NILD), Kolkata
(iii) National Institute for Empowerment of Persons with Multiple Disabilities (NIEPMD),
Chennai
(iv) Pt. Deendayal Upadhyaya National Institute for Persons with Physical Disabilities
(PDUNIPPD), Delhi
(v) Ali Yavar Jung National Institute of Speech and Hearing Disabilities (AYJNISHD),
Mumbai
(vi) National Institute for the Empowerment of Persons with Visual Disabilities (NIEPVD),
Dehradun
(vii) National Institute for the Empowerment of Persons with Intellectual
Disabilities (NIEPID), Secunderabad
(viii) Indian Sign Language Research & Training Centre (ISLRTC), New Delhi
(ix) National Institute of Mental Health and Rehabilitation (NIMHR), Sehore, Madhya
Pradesh

These Institutes are conducting training programs at Degree and Postgraduate level in
their respective disciplines. The Institutes also carry out research; develop models of
rehabilitation services, manpower development, and clinical & therapeutic services. They
also have extensive outreach programs so that services are available in a decentralized
manner. Over the years, the Institutes have trained thousands of professionals who are
working all over the Country and abroad. In addition to the above, the Ministry has also
established Composite Regional Centres, District Disability Rehabilitation Centres,
supporting to voluntary action programs and National Program of Rehabilitation of
Persons with Disabilities under state sector scheme. For further information website:

2. THE INSTITUTE: -
SVNIRTAR was established as an Autonomous Body under DEPwDs (DIVYANGJAN),
Ministry of Social Justice & Empowerment, Govt. of India in early eighties with the
following aims and objectives.
 Human resource development in the field of rehabilitation.
 Developing model service delivery system for people with disability.
 Undertaking research and development in the field of rehabilitation.
 Undertaking Clinical and therapeutic services.
 Undertaking extension & outreach programs.
2.1. SVNIRTAR is located at Olatpur, PO-Bairoi, in the District of Cuttack, Odisha 30 kms
from Cuttack and Bhubaneswar. It has well-developed departments in Physical
Medicine and Rehabilitation, Physiotherapy, Occupational Therapy and Prosthetics
and Orthotics. It has 100 bedded hospital where surgeries are performed for
correction of deformities, contractures, clubfoot and Hansen’s disease and has made
a name for itself in limb lengthening surgeries through Illizarov method. The
Institution is strong in research and has a fair amount of published work. The
faculties are of National and International repute. The Institute is running Bachelors
Degree programs in Physiotherapy, Occupational Therapy and Prosthetics &
Orthotics courses. SVNIRTAR also conducts Postgraduate courses like Diploma
National Board (DNB) in Physical Medicine and Rehabilitation, Master of
Physiotherapy, Master of Occupational Therapy and Master in Prosthetics &

2.1.1 Degree courses (Affiliated to Utkal university):-
The regular Long-term courses conducted by SVNIRTAR are as follows:
i. Bachelor of Physiotherapy (4years + 6 Months Internship)
ii. Bachelor of Occupational Therapy (4 years + 6 Months Internship)
iii. Bachelor in Prosthetics and Orthotics (4 years + 6 Months Internship )

2.1.2.3. Master in Prosthetics and Orthotics (MPO) - 2 years duration


3. ELIGIBILITY
The minimum qualification for admission into:
i. MPT Courses - Pass in a full time regular BPT/B.Sc. (PT) course from any
recognized University with completion of all requirements of the degree
course including completion of Internship by 28.09.2020.
ii. MOT Courses - Pass in a full time, regular BOT/B.Sc. (OT) course from any
recognized University with completion of all requirements of the Degree
course including completion of internship by 28.09.2020.
iii. MPO Courses - BPO/ B. Sc (P&O) degree or equivalent from any recognized
University in India with minimum 50% marks.
3. SEATS AVAILABLE AT SVNIRTAR.
Master of Physiotherapy: – 15 seats
Master of Occupational Therapy: – 15 seats
Master in Prosthetics and Orthotics: – 10 seats
5. RESERVATION
5.1 Vertical Reservation: Reservation will be made as per the Central Govt. norms
i.e. SC (15%), ST (7.5%) and OBC (27%) are kept vertically subject to production
of Original Caste Certificate. However, the candidates must appear in PG
Entrance Test -2020 and qualify according to the minimum norms applicable to
them.
5.2 Horizontal Reservation: 4% Seats for Persons with Disabilities (PwDs)
(Divyangjan) and 01 Seat for North East (NE) States candidates in each course
i.e. MPT/MOT/MPO course is reserved horizontally from respective categories
(Gen, SC, ST & OBC).
5.2.1 PwDs Reservation: 4% Seats in each course i.e. MPT, MOT & MPO are
reserved for PwDs/PH (Divyangjan) candidates subject to production of
Original PwD/PH (Divyangjan) certificate issued from competent
Authority. The meritorious PwD/PH (Divyangjan) candidate from
PwD/PH (Divyangjan) rank will get the chance and the seat will be
deducted from the candidate’s category (Gen/SC/ST/OBC).
5.2.2 NE State Reservation: One seat in each course i.e. MPT, MOT & MPO is
reserved for candidates from North Eastern State to the meritorious NE

candidate from NE rank on production of original


Domicile/Nativity/Residence Certificate issued from the Competent
Authority and the seat will be deducted from the candidate’s category
(Gen/SC/ST/OBC).
Reservation will be made as per the Central Govt. norms. However, the candidates
must appear in PG Entrance Test -2020 and qualify according to the minimum
norms applicable to them.
The SC/ST candidates are required to submit certificate from appropriate
authorities on the basis of which reservation is claimed. In case of non-availability of
qualified candidates under one category (SC/ST) the vacant seats, will be
interchanged from the other category (SC/ST), in order of merit.
No SEBC certificate will be accepted. OBC certificate (Non Creamy layer) issued
in Govt. of India format only within one year before as on date of counseling
will be accepted. Similarly in case of non-availability of qualified OBC candidates,
the vacant seats will be filled-up by General Category candidates in order of merit.

Reservation for SC, ST & OBC are based upon vertical reservation, however reservation
for PH and NE candidates are based on horizontal reservation.
6. POST GRADUATE ENTRANCE TEST-2020
All the above seats shall be filled through Post Graduate Entrance Test (PGET-2020)
conducted by the Institute. Indian nationals residing in India or abroad /Foreign
Nationals particularly from neighboring South East Asian Countries seeking
admission as per eligibility are required to appear the POST
GRADUATEENTRANCE TEST, PGET-2020. The test will carry 100 marks. Duration
of the test will be 90 minutes.
7. INSTRUCTIONS FOR COMPLETION & SUBMISSION OF APPLICATION
FORM
7.1. General Instructions:-

i) Log in to http://svnirtar.nic.in and click on Post Graduate Entrance Test .


ii) The candidates are required to apply only online as per the procedure detailed
below:
a. Candidates can apply for PGET - 2020 only through “Online”.
b. Information Brochure can be downloaded from the website
http://svnirtar.nic.in

c. Online submission of Application Form may be made by accessing PGET-

d. Instructions for Online submission of Application Form are available in
Information Brochure and on the website http://svnirtar.nic.in
e. Candidates must follow the instructions strictly as given in the Information
Brochure available on the website (http://svnirtar.nic.in). Candidates not
complying with the instructions shall summarily be disqualified
f. Candidates must retain the following documents with them as reference for
future correspondence. ).
i. Printouts of the computer generated Confirmation Page of the
Application Form.
ii. Proof of fee payment.
g. The fee can be remitted through any of the following methods :
i. By Debit Card/ credit card (VISA / MASTER / Maestro cards/ internet
banking).
h. The candidates should provide all the authentic details while filling up the
online form. On submission of details, a Registration Number shall be
generated.
i. Candidate has to fill the particulars online and also upload the following
documents during filling up the online form:
i.Recent passport size photograph,
ii.Signature,
iii.Left Thumb Impression,
iv. Caste Certificate (For Candidates seeking Category Reservation)
v. PH (Divyangjan) Certificate (For Candidates seeking Reservation
under PH Category).
vi. Residence/Domicile/Nativity certificate (For Candidates seeking
Reservation under NE Category)
Due to the above procedure, it is not necessary to send the hard copy of the
application i.e. confirmation page to the SVNIRTAR office.
j. However, the candidates are advised to retain a hard copy of the application
i.e. confirmation page along with proof of money transfer for future reference
or correspondence, if any.
k. Applicant must quote the registration number/ Application number
generated after submission of all his/her required personal data as a
reference in all his/her future correspondence with SVNIRTAR regarding
PGET-2020.
l. Application must be completed in all respect. Incomplete/ unsuccessful
submission of application will lead to outright rejection. Completed
application means:
i. Completion of Registration.
ii. Uploading of scanned copy of photograph, signature and left hand
thumb impression.
iii. Payment of the required fee.

v. Options such as Category and vertical Reservation & horizontal
reservation category once given by the applicant in the application
form cannot be changed afterwards under any circumstances.Options
for Entrance Test Centres once filled cannot be changed by the
candidate. However, in unavoidable circumstances the Examination
centre may be changed by Chairman, PGET-2020, Cum-Director
vi. Please note that name, father’s name and date of birth should be as
recorded in the 10th class or equivalent certificate. Any deviation may
lead to cancellation of your candidature, whenever noticed.
vii. Applicant should give options only with respect to category GC
(General Caste), OBC (Other Backward Caste), SC (Schedule Caste), ST
(Scheduled Tribe), PH (Physically Handicapped) (Divyangjan) and NE
(North Eastern States). The candidate can substantiate the same with
documentary evidences during document verification/ counselling.
viii. Candidates are allowed to submit only one application form. Multiple
applications for a particular stream or in multiple streams of a
candidate are liable to be rejected.
ix. Application fee once paid or paid multiple times is non-refundable.
x. Candidates may check the status of their application on PGET -2020
website by giving the registration number/ application number
(Chosen User ID) and Password that is created during registration.
xi. Any dispute arising out of PGET-2020 shall only be settled and
decided under the jurisdiction of Hon’ble High Court of Odisha.
xii. Claim for admission will be rejected if the candidate cannot submit
the original certificates, mark sheets, other necessary documents at
the time of document verification/Counseling or if one has filled the
form wrongly.
xiii. Admission may be cancelled at any time, if certificates/ mark sheets/
other documents are found to be forged or manipulated. A candidate
will not be considered for admission if he/she fails to substantiate the
claim with respect to reservation, category, nativity, date of birth,
qualification etc.
xiv. Facility of submission of application form and online payment will be
ceased at 05.00 PM on the last day of filling up online-application form
submission. Hence, candidates are required to complete the process
within the prescribed duration.
xv. PLEASE FOLLOW THE INSTRUCTIONS GIVEN BELOW BEFORE
SUBMITTING THE ON-LINE APPLICATION FORM: -
i. Follow all the instructions in filling up the form and you should
have gone through the important notes carefully.
ii. You have to retain a printout of the CONFIRMATION PAGE.
iii. Once duly filled in application form is submitted, no further
change will be entertained under any circumstances.

b. The information desired to be filled in the online application may be kept

c. Before submission of application form, make the following preparations:
i. Decide the mode of payment of fee
ii. Through Debit Card/ credit card (VISA/ MASTER/ Maestro cards/
internet banking)/ using on-line gateway payment facility. Bill Desk
gateway available for online transaction.
iii. If decided to pay fee through Debit card/ credit card (VISA/ MASTER/
Maestro cards/ internet banking) check the validity of the Card and
keep it ready with you while logging on to website for submitting
application form and generation of Confirmation Page. Final print out
of confirmation page will be available after 2 working days of fee
payment. If you are facing any problem, please contact PGET-2020

iv. Fee Details for submission of Application Form are as follows:

vi. NOTE:
THE CANDIDATES MUST NOTE THAT AFTER SUBMISSION OF THE
APPLICATION FORM IT CANNOT BE WITHDRAWN. CLAIMS FOR
REFUND OF APPLICATION FEE WILL NOT BE ENTERTAINED
UNDER ANY CIRCUMSTANCES

IMPORTANCE AND REQUIREMENT OF NATIVITY/ RESIDENTIAL


CERTIFICATE:

i. Post Graduate Entrance Test-2020 will be held on Sunday, 2nd August

iii. For any future correspondence, the Registration Number/Application
number generated after online form fill-up should be mentioned. This
is also required to be mentioned while paying the examination fee.
This number is your User ID to login.
iv. All the Admit cards will be available at SVNIRTAR website by
17.07.2020. The candidate has to download and take printout of the
admit card from the SVNIRTAR website which must be endorsed by
the Invigilator of the examination centre for allowing the candidate to
appear in the examination.
a. If an applicant fails to take print out of Admit Card from the
SVNIRTAR website for the PGET-2020 by 17.07.2020 or desires
to change any information printed on the Admit card, then he/
she may contact DEPARTMENT OF ACADEMICS, SVNIRTAR
office immediately by email & mobile numbers available in
cover page.

b. Both the downloaded copies of the admit cards should be


signed by the invigilator during examination. Office copy must
be submitted at the examination hall and Student Copy should
be retained by the candidate. However, the submitted admit
card may be examined at a later stage to validate the
authenticity.

c. THE CANDIDATE HAS TO KEEP THE ADMIT CARD DULY


SIGNED BY INVIGILATOR TILL HE/SHE TAKES FINAL
ADMISSION IN THE INSTITUTION.

7.2. Specific Instructions:-


i. Choice of Centre Codes
Select three convenient centre Name & codes out of the list of centres given
in the application form and information brochure and enter them in the
order of your preference. Efforts will be made to allot nearest centre, but it
may change at the discretion of the Chairman, PGET-2020, Cum-Director.
ii. Name of the candidate
Write your name in capital letters as given in your 10th class or equivalent
certificate.

iii. Name of Parent/Guardian of the Candidate.


Write your Parent’s name, Profession and annual income at appropriate
boxes.

iv. Date of Birth


Enter the date, month and year of your birth as per the English calendar and

OBJECTION” certificate from the employer along with the application form.

xii. Qualifications

In the qualifications Column candidates are required to fill up the details of


Qualifications i.e 10th pass onwards.

The candidate must write the payment details in the specific box.
xv. Declaration

The candidate must sign the declaration given at the end of application form,
without which the application will be summarily rejected.

i) The candidates offered admission would have to deposit Caution
Money (One time only during admission).The Caution Money is
refundable after recovering the losses/ damages in hostel/ Institute, if
any on the successful completion of the course.
ii) However, if a student discontinues on his/her own reason before
completion of the course, the course fees paid by the candidate will
forfeited however, the caution money deposited by the candidate, will
be refundable after recovering the losses/ damages in hostel/
Institute, if any.

9. SELECTION PROCEDURE FOR COUNSELLING AND ADMISSION


The admission to the above courses will be made strictly on the basis of rank based
upon the marks obtained in PGET-2020.
In case of two or more candidates obtaining equal marks in the PGET-2020, the
inter- se-merit of candidates will be determined according to the following criteria:-
i. The candidates getting higher marks in Final year/7th + 8th Semester/Part-IV in
BPT/B.Sc.(PT)/BOT/B.Sc.(OT)/BPO/ B.Sc.(P&O) shall rank higher in the merit
list.
ii. In case of tie in (i) above, the candidates securing total higher marks in
BPT/B.Sc.(PT)/BOT/B.Sc.(OT)/ BPO/ B.Sc.(P&O) shall rank higher in the merit
list.
iii. In case of tie in (i& ii) above, the candidate elder in age shall rank higher.
Separate merit lists will be drawn for each course MPT, MOT & MPO. As per
the order of merit list, candidates will be asked to report for the document
verification & counseling at SVNIRTAR if Registration and choice locking made
by the candidate, without which the candidate will not be allowed for
attending Counseling.
10. HOSTEL ACCOMODATION
Separate hostel facilities for boys and girls are available in the premises. The hostel
accommodation will be provided to outstation candidates preferably on their
written request on Rank basis, subject to availability of seats. Hostel allocation will
be reviewed year-to year basis. However, hostel facility will not be available beyond
the course duration irrespective of reasons.

11. PREVENTION OF RAGGING


RAGGING IN ANY FORM WITHIN AND OUTSIDE THE CAMPUS IS STRICTLY
PROHIBITED. If any incidence of ragging comes to the notice of the Authority
concerned, the accused student will be given an opportunity to explain and if
his/her explanation is found not satisfactory, the Authority would expel him/her
from the Institution, as well as hostel, if he/she is a boarder. Cases against the
accused student will be initiated as per rule.

i) Candidates should be of Indian/ Foreign Nationals particularly from


neighboring South East Asian Countries Nationality.
ii) Medium of Entrance Examination will be English only.
iii) The candidate once admitted in the course will have to deposit the course fee
and Caution money as prescribed by the Institute.

iv) In the event of the candidate withdrawing himself/herself from the course
the entire course fee deposited will be forfeited and caution money deposited
at the time of admission will be refunded during the time of leaving the
course, duly recovering the losses/damages to the Institutes if any and any
sums spent by the Institute in training the candidate as per the rules of the
Institute.

v) Stipend will be paid as per the rules of the Institute on submission of


undertaking.

vi) The Institute reserves the right to reject the application/admission of


candidate at any stage, if his/her application is found to be incomplete or
incorrect and false information was furnished by the candidate.

vii) The candidates should bring their original certificates with two sets of
attested photocopies of the certificates at the time of counseling/admission.
Failure to produce these will lead to forfeiture of chance of admission.

viii) No correspondence (Hardcopy) in connection with the Entrance Examination


will be entertained by the Institute.

ix) Canvassing to influence the result in any form will lead to disqualification.

x) The candidate should preserve the Admit card till the time of admission.
xi) The candidates should scrupulously follow the rules of discipline and code of
conduct as per the rules framed by the Institute from time to time.
xii) Limited hostel seats are available. The candidates will be given preference in
hostel admission at the discretion of the Chairman-cum –Director. The
candidates admitted to hostel will have to follow the hostel rules framed
from time to time and shall maintain utmost discipline, decency and decorum
in their behavior with the staff, co-workers, co-students etc. In case a
candidate cannot be provided hostel accommodation in the Institute, he/she
will be required to make his/her own arrangement.
xiii) Students must attend classes regularly. Unauthorized/willful absence from
classes for one month continuously will lead to the expulsion of the candidate
from the course.
xiv) The Utkal university rules regarding the percentage of attendance will be
applicable.

xv) No student is allowed to stay in the hostel beyond the duration of the course

he/she is enrolled for.


xvi) Admitted candidates will have to follow the rules & regulations (in force and
amended from time to time) of the Institute and University. If a candidate is
found guilty of any misconduct, the candidate shall be liable for punishment
as deemed fit by the Institute authority.
xvii) The verification of document will be done during the time of Counseling. Any
deficiency in the required document may lead to rejection for admission into
the courses.
xviii) All legal matters will be within the jurisdiction of High Court of Odisha.

12. GUIDELINES FOR ADMISSION


Candidates seeking admission in any of the courses mentioned above should apply
online. The prescribed application form is available in Institute website. The
applicant must fulfill all the prescribed requirements as required in the application
form. If any applicant is found not eligible at a later date or even after admission,
his/her admission will be cancelled. All admissions will be subject to verification
of facts from the original certificates/documents of the applicant during the
time of counseling only. The decision of the Chairman PGET-2020 -Cum-Director
regarding eligibility shall be final.
