INTRODUCING THE METHODS OF RESPONSIBLE POULTRY AND LIVESTOCK


FARMING FOR PROPER OPERATION TO THE OWNERS OF
POULTRY AND LIVESTOCK OF BARANGAY
VILLA ARCAYA, GUMACA, QUEZON

II. PROJECT BENIFICIARIES

This project will support poultry and livestock farmers, including the small
households who owns poultry or livestock in their backyard to become a responsible
farmers of their poultry and livestock business or farms. The residence will benefit as
well in avoiding possible contamination that leads to sickness. The barangay itself
will be a beneficiary of this project for the development of the poultry farms and
livestock that can be the primary source of the barangay’s income. Most importantly,
the business owners and other residences in the barangay will learn the proper
sanitation and proper operation of their farms.

III. GEOGRAPHICAL LOCATION

Barangay Villa Arcaya is more or less than 5 kilometers from the center of the
town, Maharlika high way. It is surrounded by the following nearby barangays:

North – Barangay Lamon Bay


South – Barangay Inagbuhan
East – Barangay Villabota
West – Barangay Inaclagan

Total land area: 207.47 hectares

Residential area: 25 hectares


Agricultural area: 127 hectares

IV. PROJECT RATIONALE

In the Philippines, especially in rural areas, majority of the household’s


primary source of income is farming, it includes planting crops and vegetables,
poultry farming and livestock. One barangay in the town of Gumaca, province of
Quezon, is Barangay Villa Arcaya. This barangay is not too far away from the town
proper, it is a developing barangay where most of the residence are farmers
because of a large scope of arable land. The residence of Barangay Villa Arcaya
has growing numbers of poultry including chickens, quail, and ducks, and livestock
business like swine, goat, horse and cow. Like other poultry and livestock farms, this
barangay is not exempted from being a source of contamination and livestock and
poultry diseases. The problem has become a major dilemmas in other parts of the
world and of the Philippines.

Having a poultry and livestock business, the first priority of the owners should
be the proper sanitation of the farms. These poultry and livestock owners are
operating its business without enough knowledge on taking care of their farms. From
poor sanitation, diseases like salmonella, e. coli infections, influenza and etc. are
possible to spread from poultry and worst this can affect humans. This problem is
not yet existing in the barangay but the proponent is proposing this project to prevent
this kind of outbreak. In order for the Barangay to avoid possible diseases coming
from irresponsible farming of poultry and livestock, the proponent is proposing a
project where the owners of the business are supposed to be learning the methods
of becoming a responsible farmers of the barangay for proper hygiene and sanitation
of their poultry and livestock farms.

V. PROJECT OBJECTIVES

At the end of the implementation of this project, the poultry and livestock owners will:

1. Learn the methods of responsible poultry and livestock farming
2. Exhibit proper sanitation in their own farms
3. Show responsibility in farming poultry and livestock
4. Understand the importance of proper sanitation in poultry and livestock farms.

The barangay will:

1. Know the importance of monitoring poultry and livestock business


2. Learn how to increase its income by developing poultry and livestock in the
barangay.
3. Learn the proper way of engaging its farmers to be a responsible farmers of the
barangay.

As stated in the Philippine Constitution, the state shall practice democracy or
the right of every individual to choose their leaders or official. It is held through
voting. The officials of Brgy. Villa Arcaya are voted and therefore be the leaders
of the Barangay, the secretary and the treasurer are the position appointed by
the barangay captain.

d. Cultural
Brgy. Villa Arcaya never failed conducting the Patronal Barangay Fiesta of
Mother Mary every year on May 9 and Flores de Mayo every May, 31. The highlight
of both events is the Santacruzan with beautiful and handsome king and queen and
constantine, the barangay officials and the residences give efforts in conducting
these events. Also, the traditional “Sayawan” never gets old, a 3-minute fireworks is
being showed in the Barangay sky. There are events for children like games, clowns
and mascots. Old citizen of the barangay is always conducting their prayer at the
barangay chapel, a priest is invited once in a month at Sundays for having a Catholic
mass.

Most of the households in the barangay is practicing catholic religion. Here is the

2. BRIEF DISCUSSION
a. Social
Overall, the total population of the Barangay is 2169 people. They are
not crowded for a 207 hectares. There are 544 total families and 533 households, it
means that there are more than one families inside one house, but the number of
households compare to the number of families are not far from each other. Base
from observation, the people of the barangay are contented with thier living, social
conflicts are minimal and cooperation from the residences of the barangay is not a
problem.

b. Political

Democratic way of choosing leaders is being practiced in this barangay.


The barangay captain is the head leader of the barangay while he has a help from
his council. The main function of the barangay captain is to identify the problems of
the barangay and proposed a solution or it can be democratic way as well, when the
barangay captain precedes the meeting and ask suggestion from the people. The
barangay officials are responsible for the budget and the allocation of the budget.

c. Economic

Because of a large hectare of arable land in the barangay, most of the


residences in the barangay are farmers, also the barangay is blessed for having
coastal area with healthy fishes. Also, a large almost all houses in the barangay has
small poultry or livestock at their backyard, some of them have large poultry farm.

The household produces income from their farms. The most common poultry is
chickens and the most common livestock is swine and there is a large quail farm.
These chicken, swine and quail are near residences and unfortunately creates bad
odor, and possibly creates poultry and livestock diseases that may affect people.
The owners throw their waste down the river and now polluted.

d. Cultural

The culture of the people of the barangay is not fading even already
tested of time. Until now, the traditional “santacruzan” is still the highlight of the
patronal barangay fiesta. A lady must complete the rank of the queens until she
finishes the highest rank.

e. Spiritual

This barangay is a Christian barangay, particularly, Roman Catholic.


There is a Catholic church at the venter of the barangay that is open every day. The
people are free to visit and do their prayer there. A priest is invited once in a month
to hold a mass, the space of the church is not enough to occupy all the Catholic.
Also, there are other religions such as Iglesia ni Cristo, Muslim, and other. But the
people are united spiritually, they respect one’s religion.

f. Technology

Almost of the residences in the barangay is technology oriented, they


have cellphones and other gadgets but the service of connection is poor. 99% of the
households has electricity connection. This barangay can be reached via tricycle,
jeepney and bus.

SWOT ANALYSIS

Strengths

 Barangay Villa Arcaya is rich in fresh fishes, vegetable, root crops, poultry and
livestock farms that is a source of income for families and the barangay itself.
 Barangay Villa Arcaya is not over populated.

 The barangay is located near the center of the town and accessible by any
vehicles.
 The residence of the barangay are industrious and resourceful.
 The barangay is complete with natural resources such as arable land, sea, and
rivers.

Weaknesses

 The owners of the poultry and livestock farms are not responsible enough for the
operation of their farms.
 The waste and carcasses from the farms are thrown at the river and sea
therefore making it polluted.
 The farms, especially poultry and livestock are producing bad odor and flies are
reproducing rapidly.
 The barangay is not complaining about the operation of these poulty and
livestock.

Opportunities

 The barangay has 127 hectares of agricultural area


 The barangay officials can allocate the highest budget for agriculture.
 The barangay has many resources to be used.
 The residences of the barangay show willingness for the development of it.

Threats

 The owners of the poultry and livestock farms are not knowlegeable enough to
operate these farms.
 Diseases may ooccur if not properly prevented.
 Flies and blowflies will continue to reproduce.
 The income will deficit.

3. IDENTIFY THE SPECIFIC PROBLEMS AND ISSUES

a. The owners of small and big poultry or livestock farms are not knowledgeable
enough in operating their farms.
b. The waste and carcasses are disposed in the bodies of water.
c. Large farms are located in the residential areas.
d. Bad odor and flies are everywhere the residential areas.

4. SOCIAL MOBILIZATION ACTIVITIES

The community development framework is a continuous process that aims
to develop a plan of producing a responsible poultry and livestock farmers in
Barangay Villa Arcaya. The framework follows a certain phases.

Phase 1: Checking of poultry and livestock farms

The first phase is to check the poultry and livestock farms to identify the
problems that is existing in the farms. Possible problems are poor sanitation,
improper handling of farms, foul odor, improper disposal of poultry carcasses,
disposal of waste in the rivers, and increasing number of flies.

Phase 2: Creating a local committee

A local committee is created in the second phase, it is responsible for the
development of the plans and actions to be implemented, also it deals with the
budgetary matters, and allocation of the budget. A local committee may be
created through appointment by the head of the Barangay. This committee will
be called “Poultry and Livestock Development Committee”. The committee will be
having 3 appointed persons in the positions of (1) Head for Planning (2) Head for
Budget Management (3) Head for Monitoring and other purposes. This phase is
necessary to continue with the next phases.

Phase 3: Determining Strengths and Weaknesses

This phase is about conducting a SWOT Analysis or (Strength, Weaknesses,


Opportunities and Threats Analysis). By conducting this, the committee will
identify the strengths and weaknesses of the poultry and livestock farms, as well
as the opportunities and threats it has. This analysis will enable the committee to
develop a solid strategic plan for the proper operation of poultry and livestock
farms.

Phase 4: Developing an Action Plan

Developing an action plan is necessary to achieve the goal of this


community project. This includes the sequence of events and the activities
involved in proper farming operations, as well as the strategies that is best suited
to disseminate the information of this project, the venue, the budget plan and the
audiences and other people involve. This action plan is created prior to the
SWOT analysis.

Phase 5: Implementation of Plans


This is the stage where the plan is being put into action, the written
document is being put into reality. This is the phase where the whole community
especially, the target audiences are participating and giving their time and effort
to learn for the development of their community.

Phase 6: Evaluating
This is important for every project that are implemented. Evaluation is
determining whether the plan is properly implemented and the goals and
objective is achieved. It is knowing what are the learnings and achievement of
the participants. Also, it determines the performance of the working committee
and the effectiveness of the action plan.
This Framework is a cyclic process. Evaluation can be a source of the
next action plan to be developed. After evaluation, the committee will monitor and
conduct checking of poultry and livestock farms if the farmers are utilizing their
learnings and if there are changes in the community after the implementation of
the project.
5. IDENTIFY PROJECT SOLIDARITY IN ACTION

a. Dissemination of information
Posting of advertisement in the vicinity of the barangay. Including the date
of orientation, the target audiences, the speaker and other information. This
should be posted one week before. The project will he held for 7 days, every
Saturday starting 23th day of June until 4 th day of August. The first day is for
orientation, the next three days is for poultry farming and the last three days for
livestock farming.
b. Orientation (first day)

The project orientation will be took place on Saturday, 23 th day of June,


2018 at 8:00 am in the barangay hall of Villa Arcaya, Gumaca, Quezon. The
orientation includes the specific guidelines, the objectives of the project the
rationale, the problems and proposed solution.
