INTRODUCTION:
Poverty is a global problem. Philippines is not exempted on the challenge faced by many
countries. What is poverty? Poverty is the state of one who lacks a usual or socially amount of
money or material possessions. Poverty exists when people lack the means to satisfy their basic
needs. To lessen if not eradicate extreme poverty in the Philippines a project proposal has been
made.
This project proposal is designed to eradicate extreme poverty in the Philippine as aligned in
the Millennium Development Goals (MDG ) by the World Bank Group. To start with, poor families in
the municipalities in Region I, Region II and Region III are the target beneficiaries of the project. If the
project will be a success, we will pursue the project to other regions in the country.

II. RATIONALE
Workers in the informal sector account for 65% of the country’s workforce. Over the
years, informal sector workers continue to grow. Alongside with this are the increasing
concerns for their welfare and protection.
Of the categories of workers in the informal sector are the ambulant vendors. They are
self-employed workers who operate subsistence livelihood and without paid employees.
They operate their businesses outside government regulations and are not covered by
social protection schemes normally provided to workers in the informal sector.
Helping their businesses grow is essential because these are the major source of
income and livelihood to their families.
The Department of Labor and Employment conceptualized the NEGOKART Project to
make the businesses of the ambulant vendors grow and to improve their socio-economic
well-being, thus contributing to the government’s national goal of reducing poverty.
III. OBJECTIVE
NEGO-KART or NEGOSYO SA KARITON is a project for ambulant vendors in major
cities/municipalities in the country. The project will assist the ambulant vendors in making
their existing livelihood undertakings grow into profitable and sustainable business: thus,
making their income level par with that of the minimum wage earners, at the least.
IV. TARGET BENEFICIARIES
The NEGO-KART project will cater to twenty (20) ambulant vendors of legal age per
Municipalities who sell their goods or services without the necessary business permits.
Target beneficiaries are 6,940 ambulant vendors in the provinces/municipalities of
Region I, ll and Region Ill.
V. SERVICES/INTERVENTIONS:
The NEGOKART Project will provide the ambulant vendors with services, assistance
that will enable them to increase, upgrade and /or diversify their products or services and
market these greater number of buyers or costumers
These services are the following:
Acquisition of vending cart and necessary livelihood tools.
Provision of working capital for procurement or production of marketable
goods or services
Training on production skills, entrepreneurship, and business management
and
Business permit to operate in designated area.
The ambulant vendors will also be assisted in forming their organization that will
promote mutual aid and protection such as collective savings mobilization for social
protection coverage under SSS/PHILHEALTH and other common concerns.
VI. GEOGRAPHICAL COVERAGE
The geographical coverage of the proposed project will be in the Provinces of Region 1,
2 and 3.

REMARKS:
The identification of poor people will be the first step in conducting this project after all the
proposal have been made in order to select who will benefited in the project. This process of
selecting the beneficiaries will be determined in each municipality in the provinces in the three
Regions where the project will be conducted, Region I, Region II and Region III. Each municipality
will receive more or less 20 NEGOKART depending on the population and extreme poverty in the
area. The Project should be implemented after 6 weeks in every Municipalities. And it will be
monitored by designated contact person in the provinces down to the municipalities for a successful
project.
