“An Assessment on the Anger Management of Selected PNP Officials in Echague, Isabela

and Its Relationship to Maximum Tolerance”

Based from the presented literatures and studies, the researcher was motivated to pursue a

study which emphasizes or highlights the causal relationship between anger management and

maximum tolerance which are expected to be manifested by law enforcers. Specifically, this

research endeavor intends to generate an assessment result on the anger management of PNP

officials which can serve as a determining factor on their maximum tolerance. On a broader

perspective of the study, the target respondents will be profiled in terms of their sex; age; civil

status; rank and; length of service. Moreover, the study will investigate if the respondents differ

in terms of their anger management and maximum tolerance when the assessment is compared

according to profile variables. It will also analyze if causal relationship between anger

management and maximum tolerance exist. Lastly, the study is hopeful to surface possible

interventions or measures on how to have optimum level of tolerance among the respondents

which the researcher believes to be an imperative way of settling disputes and factions between

citizens and law enforcers.

Controversies on police anger management and maximum tolerance in Philippines

How does the Philippine National Police deal with personnel implicated in torture of

criminal suspects? Reassignment and anger management training. That’s the lesson of an

incident last month exposed in a cellphone video that has since gone viral that shows a police

officer in Metro Manila’s Mandaluyong City repeatedly striking with a rattan stick a man

detained for violating curfew. Another police officer stands by without intervening while his

colleague beats the seated suspect inside a police station (Conde, 2017). Instead of investigating
and prosecuting the two officers, Eastern Police District officials reassigned them to the conflict

zone in Marawi City, where fighting between government forces and Islamist rebels has raged

for more than six weeks. The Eastern Police District also ordered anger and stress management

training for some of its patrolmen (Conde, 2017). President Rodrigo Duterte’s murderous “war

on drugs” has only deepened the lack of accountability for police abuses by providing not

only encouragement of serious abuses, but the promise of official protection for murder and

other crimes. Human Rights Watch has documented numerous recent instances in which

police extrajudicially executed alleged drug users and dealers and then planted evidence or

falsified reports to cover up the killings. In April, the Commission on Human Rights raided the

Manila District Police Station 1 and found at least a dozen people in a cell hidden behind a

bookshelf, suffering in grossly overcrowded conditions. The detainees said the police had

arrested them on purported drug charges and held them in the secret cell for a week without

notifying their families or lawyers (Conde, 2017).

Anger management of policemen

Law enforcement personnel experience conflictive police-citizen encounters and criminal

acts that may be anger-provoking and that may lead to maladaptive reactions by police officers.

(Abernethy & Cox, 2016) The goal of anger management is to reduce both your emotional

feelings and the physiological arousal that anger causes. You can't get rid of, or avoid, the things

or the people that enrage you, nor can you change them, but you can learn to control your

reactions (Clifford, 2015).

Maximum tolerance of policemen


"Maximum tolerance" means the highest degree of restraint that the military, police and

other peace keeping authorities shall observe during a public assembly or in the dispersal of the

same (Robles, 2019).

Ways to improve anger management and maximum tolerance of policemen

Method

This part of the research proposal gives an overview on the research respondents as well

as with the other techniques which will be applied by the researcher as she go through with the

study.

Participants

The target respondents of the study are PNP officials in Echague, Isabela. They are

persons whose anger management and maximum tolerance must be assessed with the fact that

they are the ones who has face to face interaction with law violators and also responds to

environments or situations where peace and order is adverse. Here in the Philippines policemen

are faced with so many issues pertaining to their tolerance especially at present where war on

drugs campaign is at its peak. Years ago, alleged police brutality has also been reported when
policemen tried to pacify rallies and other chaos in streets particularly in the metropolitan areas

in the country.

In terms of sampling method, random sampling will be applied. On this type of sampling,

any person from a target population has fair chances of participating in the study. Policemen who

can serve as research respondents are those who gave their consent and those who are present

during the data gathering phase.

The total number of respondents will be identified after having an accurate information

on the number of policemen within the research locale.

Research Design

The study will be approached by employing the comparative-correlational research

designs. These research designs are appropriate in the study for the reason that the assessment on

the anger management and maximum tolerance will be compared according to profile variables.

Correlational research design on the other hand will be employed to investigate if relationship

exists between anger management and maximum tolerance which are the main variables of the

study.

Measures

In order to collect the data which are needed to answer the research queries, the

researcher will administer a survey questionnaire composed of three parts. The first part will be a

personal data sheet which will be used to profile the respondents. The second part will be the

anger management assessment sheet. It will be an a modified version of the Anger Management

Screening derived from the book: Brief Counseling in Schools. This instrument is composed of
10 item anger indicator which will be rated using the following ratings: 0-Never, 1-Hardly

Never, 2-Sometimes, 3-Mostly, 4- All the time. Meanwhile, the last part of the research

instrument will be the maximum tolerance assessment sheet. This part will contain maximum

tolerance guidelines lifted from the PNP Guidebook on Human Rights-Based Policing.

Specifically, the questions which will be constructed will be deduced on this part of the

guidebook: PROTOCOLS IN CITIZEN CONTACT As the old saying goes, “First impressions

last.” Police citizen contacts are not only the means for you to provide police service to people. It

is also an opportunity to create a positive impression on the citizen about the entire police

organization. In all situations (when engaged in patrols, checkpoints, investigation, traffic stop,

etc.) that require police officers to speak to people, always follow these guidelines: a. Always

maintain courtesy when speaking to people. When an individual becomes uncooperative or

exhibits resisting speech or behavior, continue to use polite yet firm language. Maintain eye

contact and try to calm down a nervous or hysterical person. b. Avoid shouting. Only use clear,

firm instructions to make a person or group more cooperative or compliant. If necessary, use a

megaphone especially when addressing a group or large crowd. c. Exhibit professional behavior.

Never use foul language or invectives even when an individual or group is unruly,

uncooperative, or resisting d. Never un-holster or touch your service firearm when speaking to an

unarmed and cooperative individual. e. In a pat-down search, officers are permitted only to feel

the outer clothing of the suspect. Officers may not place their hands in pockets unless they feel

an object that could possibly be a weapon such as a firearm, knife, blunt instrument or any other

item that can be used to inflict harm. f. In conducting a pat-down search, as much as possible,

only female police officers should be allowed to frisk a female adult or minor. g. During the

conduct of a pat-down, a full-custody search is only allowed when a police officer discovers that
a person has possession of illegal weapons, illegal drugs or narcotics, and other prohibited items.

The police officer must fully inform the arrested person about his/her “Miranda Rights”. h. When

an individual or group is uncooperative or resisting, apply the principles on the use of force.

Immediately de-escalate situations when people are showing anger or disorderly behavior. See

the Use of Force matrix included as an annex.

Procedures

Prior to the data gathering phase, the researcher will first present the research instrument

to the research adviser for tool validation to ensure that all items contained in it corresponds to

the objectives of the study. It will also be presented to the Chief of Police of Echague to verify if

the items/ questions are suitable to be incorporated to the questionnaire. Presenting the research

instrument to the adviser and Chief of Police is needed in order to know if modifications or

revisions should be made. Pilot testing will be conducted if deemed necessary. It is the trial

administration of the questionnaire to assess if it can elicit responses from the respondents. After

doing such procedures, permission to conduct the survey will be asked through a letter which

explains the purpose of the study. Once permission is given, a survey will be scheduled

depending on the availability of the target respondents. During the actual survey, consent from

the respondents will be asked before distributing copies of the questionnaire. Final instructions

on how to answer the said instrument will be given but without influencing their views.

Questionnaires will just be retrieved when completely answered. The identity of the respondents

will not be disclosed and assessment result will be kept confidential and will just be used for

research purposes.

Statistical Tool
With the fact that data needed in the study are numerical in nature, quantitative analysis

will be done by using statistical treatments through the aid of Statistical Program for Social

Sciences (SPSS). Frequency and percentage counts will be used to determine the distribution of

the respondents in terms of sex, age, civil status, rank and length of service. Weighted means will

be the standard basis in describing the anger management and maximum tolerance of the

respondents. To analyze if there are significant differences on the anger management and

maximum tolerance of the respondents, T-test will be used. Lastly, Spearman Correlation will be

employed to investigate if there is a significant relationship between anger management and

maximum tolerance.
