TO
Alderman-Common Council President Cavalier Johnson
City of Milwaukee – Legislative Branch

FROM
MARY GLASS – Chair-CEO-Chief Visionary Officer

RE
City of Milwaukee Public Policies
Common Council Accountability & Public Confidence

Greetings!

MARY GLASS, MPA-LLC Chair-Chief Visionary Officer here.

Congratulations on your selection to the No. 1 position of

our Common Council.

INSTITUTIONAL RACISIM

The Common Council for the

City of Milwaukee 2020-2024
MUST PROVIDE
the leadership for the
Removal of Segregation,
Discrimination and
Enduring Concentrated Poverty for
The city of Milwaukee.

1
My office takes your individual District 2 and composite
common council leadership tied to your Oath of Office as a
Charter officer for the city of Milwaukee for compliance and
enforcement of our Legislative branch.

Milwaukeeans-The Electorate have been disrespected by both

the Executive and Legislative Branches. Consequently, high-
rollers have come to our city and STOLE from our coffers
without our permission without ROI – RETURN ON INVESTMENT.

MURDERED BY POLICE
In the media today - Mr. George Floyd was murdered on
Memorial Day, May 25, 2020 - He had the knee of a paid
Minneapolis police on his neck for 9 minutes. He died after
repeated pleas of not being able to breathe.

We have recently had two (2) other African Americans, Ahmaud

Arbery - murdered Jogger and Breonna Taylor murdered while in
her bed.

Failed Citizen Confidence

I mention this to you because we would like for you to speak to
the public policy and accountability of Milwaukee Police for
"excessive force".

To define "excessive force" and what is in place for this policy

and discipline of the city of Milwaukee police.

We also want to have the responsibility -

culpability of police using "resisting arrest of an

3
officer". What does that mean in Milwaukee –
on or off duty?

What about the death of Joel Acevedo?

https://www.cbs58.com/news/milwaukee-police-officer-charged-in-25-year-old-man-s-death
===============================

How many cases do we have with "resisting

arrest 2018-present? We want the number.

How much money has the city of Milwaukee

paid the last four (4) years in suits, OVERTIME,
and annual Police salaries?

++++++++++++++++++++++++++++++++
BAD OPTICS
1. In a recent Health & Safety Committee, the
police department was present to speak up
regarding the death/murder of Joel Acevedo
by Michael Mattioli - Milwaukee Police. It was minus the
Chief of Police. Why?

2. There were 2 Requests from the Milwaukee Police

Department for funding on the Agenda, but they were not
appropriately prepared - absent to defend the request. The
amount, what it was for, for how long and who would
benefit was not given.
7. 191946 Resolution authorizing acceptance and funding of a 2019-2020 WI Human
Trafficking Task Force agreement. Sponsors: THE CHAIR
8. 191950 Resolution authorizing acceptance and funding of a 2020 Joint Law
Enforcement Operations Task Force agreement. Sponsors: THE CHAIR

4
3.Parking Control regard the districts of Ald. Nik Kovac and Ald. Mark Borkowski.
4. 191876 A substitute ordinance relating to parking controls. Sponsors: THE CHAIR
5. 191877 A substitute ordinance relating to traffic controls. Sponsors: THE CHAIR
6. 191868 Appointment of Deborah Pierce Black to the Milwaukee Commission on
City of Milwaukee Domestic Violence and Sexual Assault by the Mayor. (12th
Aldermanic District) Sponsors: THE CHAIR
We have deep concern about the way individuals are automatically added to the over 100
committees but are NOT reviewed and remain endless years.

The Safety & Health Committee, led by the INAPPROPRIATE

quickness of Chantia Lewis, Alderwoman, District 9 was glaring
and troublesome. Alderwoman Lewis pre-maturely gave an
authoritative lead agreement for funding (.7. 191946 & 8. 191950) This
was INAPPROPRIATE.
This sends the wrong signal to the Electorate and the Police
Department about Standard Operating Procedures - process and
procedure by the Charter Legislators of Milwaukee.

The Request should have been HELD OVER with cause or

DISMISSED. Scott Spiker, Alderman, District 13 provided
admonition to Terrance Gordon, Police Department, for the
future to the police department.

No one is exempt.
We find it egregious for our Legislators to compromise public
policy and spend our money without deliberation.

What is the role and responsibility of the Fire

and Police Commission?

MOVE THE NEEDLE - POVERTY & COVID-N19

The public policy firm that I lead calls for IMMEDIATE CHANGE
for African Americans, People of Color, Work Challenged, and
the Elderly.

5
Our 10-year (2010-2020) ALL HANDS ON DECK Initiative is at a
transition and ACTION mode.

It calls for MOVING THE NEEDLE FOR "EQUITY INCLUSION" and

STOMPING OUT RACISM. Which brings me to my original reason
for contacting your office for public policy information – Crises
within an endemic-epidemic-pandemic.
