Post Falls Downtown Improvement Design Progress Report


PURPOSE OF REPORT

The purpose of this report is to update the City Manager of Post Falls, Idaho on the progress of the design activities
for the Post Falls, downtown improvement project. We started this project on January 3, 2019 and just advertised
the project for bids. This report was written on May 15, 2019.

WORK ACCOMPLISHED

JANUARY
 Design report was completed on January 22.
 Contacted Avista, ATT, Sprint, and City of Post Falls Water and Sewer and ordered the soils report.

FEBRUARY
 Informational meeting was well attended. Businesses had concerns about shutting down Spokane
Street and shutting off utilities during construction. Many favored the landscaping at the park.

MARCH
 Land survey was completed by March 7.
 Road, utility, railroad crossing, and landscape design was ongoing in March.

APRIL
 Completed the road, utility, railroad crossing, and landscape design.
 PSE completed on April 25

MAY
 Plan review was completed on May 8.
 Project advertised on May 15

PROBLEMS ENCOUNTERED

 Working with the railroad was difficult until the City of Post Falls found an agreement with the
railroad stating that it would pay for the railroad crossing.
 The City of Post Falls had incomplete as-builts for the sewer line which lead to some confusion.

WORK REMAINING

MAY
 Do project walk through and issue addendums if necessary
 Award to lowest bidder and Notice to Proceed

JUNE
 Conduct Bid Opening
 Award project with a notice to proceed

CONCLUSION

 This project was fast tracked due to the delay obtaining the project funding. A different consultant
was used to apply for the Community Development Block Grant. We were able to stay on schedule
however there was a considerable amount of overtime used to meet the deadlines. We were
fortunate to include park parking lot paving and landscaping within the project.

RECOMMENDATIONS

 I recommend to start the funding request sooner so we have more time to design the project.
