Changes to NOAs must be reported as soon as practicable but no less than 24 hours (12 hours for barges) prior to entering port. Changes
to NODs must be reported prior to a vessel's departure. When reporting changes, submitters only need report the information that is being
added, deleted or altered. A complete resubmission of all information is not necessary. Submitters only need to report changes in a
vessel's arrival or departure time if the previously-reported date changes, or if a previously-reported time changes by six hours or more. For
