SALARY RANGE: $76,421.80 TO $84,630.00 PER ANNUM (UNDER REVIEW)

AREA OF RESPONSIBILITY:
Reporting directly to the Manager, Corporate Asset Management, this individual is responsible for leading the
delivery and ongoing management of an effective departmental asset management plan for various operating
departments which includes a diverse group of assets. Interact on a regular basis through formal and informal
meetings with departmental management to thoroughly understand ongoing operating and capital business needs,
while providing exceptional leadership, customer service, communication and strategic insight. Provide
recommendations on the prioritization of the City's infrastructure replacement needs given the City's available
financial resources and new infrastructure funding supported by optimized evidence based decision making. Liaise
with other senior business partners from Human Resources, Information Technology, Internal Audit, Service
Innovation and Corporate Performance, Strategic Communications, and Corporate Finance/Client Services to
discuss and address current and changing business needs by analyzing, recommending and implementing
corporate performance solutions and process enhancements as they relate to the effective use, management and
replacement of the City's infrastructure assets and delivering on Councils approved program service levels. Promote

Corporate Asset Management will play an active part in the development and shaping of the following functional key
roles as carried through the Corporate Asset Management Office.
Key Roles:

Policy development
Strategy development
Asset management planning
Implement asset management plans
Asset management capability development
Risk management and performance improvement
Asset knowledge management

Ensures adherence to Departmental Policies and Procedures, Corporate Policies & Procedures, Generally
Accepted Accounting Principles, provincial/federal regulations, and municipal By-Laws; interprets laws, regulations,
guidelines, and policies for financial implications and/or compliance for non-routine or complex situations. Support
the coordination and leading of corporate asset management improvement initiatives. Organize and lead the
implementation (Corporate Asset Management network team) of project plans, business cases, and business
process improvements through research, analysis and monitoring of relevant factors such as staffing, technological
and organizational resources to meet corporate service standards, budget, timelines, policies and guidelines in
alignment with City’s overall corporate asset management policy. Provide training to staff at varying levels within the
organization on concepts and systems to foster an improved understanding of corporate asset management and
develop capacity building within the organization.

KEY ACCOUNTABILITIES:

Policy and Strategy Development

Collaborate with senior leaders on the management, investment approaches for asset management.
Present and recommend priorities for tangible capital assets while ensuring Council established municipal
service levels are maintained.

Asset Management Planning

Provide leadership and direct the development, implementation and management of the Departmental Asset
Management plans
Lead the development of asset management plans, working with internal and external resources to build
capacity for asset management planning and develop a strong internal knowledge base
Provide training to staff at varying levels within the organization on concepts and systems to foster an
improved understanding of corporate asset management and develop capacity building within the
organization. Assess, design, deliver and coach others to create awareness and understanding to support
and sustain business changes.
Provide pro-active strategic advice on critical issues, risk mitigation opportunities and recommend
contingency plans.
Work with CAM Network, CAM Steering Team, Project Leads- Asset Management and senior leadership to
develop prioritized asset lifecycle management models to ensure optimized evidence based decision making.
Prepare, lead and manage Requests for Proposals (RFP’s) and relevant contract documents on the
acquisition of professional services and/or solutions, including the evaluation processes.

Implement Asset Management Plans

Develop options and recommendations for decision-makers to maintain the state of good repair program of
The City of Brampton’s infrastructure.
Report directly to the Manager of Corporate Asset Management to provide timely and relevant information to
assess City priorities, negotiate resources, communicate progress and deliverables
Liaise, coordinate and collaborate regularly with all the CAM Network, Steering Team members, operations
and maintenance staff across the City.
Negotiate, persuade and facilitate staff and Department Management toward resolution and direction on
issues of infrastructure needs, asset management methodologies, and proposed directions
Continuously review project direction and progress to provide subject matter expertise, well developed
reporting and communication to key stakeholders and senior management.

Asset Management Capacity Building

Develop service area Departmental asset management plans and support the development and integration
with the Corporate Asset Management Plan with Program stakeholders that will be used to guide the
Programs’ short term operational and long term capital plans.
Apply an extensive understanding of risk management, engineering, infrastructure, operations and program
services to undertake risk assessments and determine asset criteria (asset levels of service) to support
Program service delivery
Apply expertise gained over years of experience to analyse and resolve unique, complex and non-recurring
issues
Identify and establish networks and relationships with relevant associations, other municipal asset
management staff and upper tier peers etc., to effectively leverage the work of others
Enhance departmental stewardship through ongoing education and building awareness by providing training
and advice to the Department about the Corporate Asset Management Strategy.
Encourage role model client-oriented innovative solutions to meet Program and organizational needs
Effectively apply project management methodology and implement project strategies by researching,
analysing, and evaluating existing methods, procedure and protocols to ensure overall business needs have
been addressed.

Risk Management and Performance Management

Lead and guide direct and non-direct reports throughout the department; all of whom are dedicated to the
ongoing implementation of both corporate and departmental Asset Management Plans.
Cultivate direct reports to build strong and lasting partnerships with clients and colleagues; ensuring that staff
understands the customers’ perspective is the driving force behind all activities role modelling customer
orientation to lead staff.
Recruit, coach, motivate, train and evaluate direct reports while ensuring efficient and effective utilization of
resources, recommends disciplinary action when necessary
Provide guidance on technical and human resource issues

Asset Knowledge Management

SELECTION CRITERIA:

University degree in Engineering, Planning, Policy or other relevant discipline is required


Master's degree in Business or other relevant discipline is an asset
3 years of progressive experience preferably in asset and portfolio management
2 years of supervisory experience an asset
Master's degree or AAM designations is an asset
Member of Canadian Network of Asset Managers (CNAM) preferred
Institute of Asset Management - Certificate in Asset Management or equivalent
PROSCI- Change Management Certification or equivalent
Thorough knowledge in the principles and application of asset management concepts and practices specific
to the municipal environment
Thorough knowledge of asset management.
Thorough understanding of municipal infrastructure, engineering, operations, municipal finance and risk
management including Municipal Maintenance Standards and applicable Legislation associated with
inspection requirements.
Understanding of the Municipal Act and other federal/provincial/municipal regulations and legislation is
considered an asset
Highly effective interpersonal skills to develop effective partnerships with operational and corporate staff.
Excellent research skills using evidence informed decision making best practices, exercising a high degree of
sound independent judgment and decision making with no clear guidance or precedent
Excellent negotiation, facilitation and conflict resolution skills
Excellent people management skills
Excellent verbal and oral communication skills in order to articulate abstract concepts and ideas to senior
management, program staff and other government agencies
Ability to develop and make council presentations.
Ability to build and lead teams with different expertise and interests toward common asset management
objectives
