ParticipantEnrollment HDL is only working for already STARTED Life Events.

However the spreadsheet - Benefits Enrollment does the whole process as below

Document References
1. Initiates the Life Event
2. Evaluates the Life Event No References available for this
3. Does enrollments on started life events (This is where the HDL starts) document.
4. Closes the Life Event (if specified) (HDL will handle this as well.

As for the spreadsheet loader though it does allow to set the flag to assign and run the life event but it was always recommended to run the New HDL ParticipantEnrollment
life event before the spreadsheet loader and then use the spreadsheet loader just for enrollments. Not Working As Expected

You can use the Batch process - Assign corrective life event to assign the life event to the employees.

Run the batch process to run the Participant life event.
