WHEREAS, as stated in Article XIV, Section 5.2 of the 1987 Philippine Constitution, “Academic freedom
shall be enjoyed in all institutions of higher learning.”;
WHEREAS, it is the duty and responsibility of the University Student Government (USG) of each campus
to represent the students in all policy and decision-making in the university, take part in the formulation,
implementation, and evaluation of the University policies with the higher University authorities on matters
affecting the students and the University as a whole;
WHEREAS, there are instances that professors/instructors are abusing their academic freedom to oppress
the students by implementing unjust and unreasonable conditions in taking their examinations;
WHEREAS, that the academic freedom of the students has always been overlooked in matters of academic
affairs;
NOW THEREFORE, in view of the foregoing premises, the undersigned officers and members of the
Technological University of the Philippines – Federation of Student Governments (TUP-FSG) resolve the
following:
RESOLVED, that the rights and welfare of the students shall be upheld.
RESOLVED, that the Implementing Rules and Regulations (IRR) of this resolution shall be as stated in
Annex A.

ANNEX A
SECTION 1. Purpose – This manual seeks to establish a uniform policy for all the campuses of the
Technological University of the Philippines (TUP) that will serve as guidelines in implementing a just and
reasonable examination policy for the students and faculty members of this institution.
SECTION 2. Scope of Application – This policy and guidelines shall be observed by all the campuses of
the TUP System unless otherwise stated in the provisions of this IRR. The campuses of the TUP System
constitute the Manila, Taguig, Cavite, and Visayas Campuses, and Batangas, Cuenca, and Sagay Extension
Campuses.
SECTION 3. Definition of Terms – The following terms are hereby defined in accordance with its
operational meaning, as follows:
a) Examinations – refers to the academic requirements which students are required to accomplish
within a given period of time during class hours.
b) Periodic Examinations – refers to examinations that are given multiple times for the entire span
of the semester/term.
c) Onetime Examinations – refers to examinations that can only be given once for the entire span
of the semester/term.
SECTION 4. Examination materials – sufficient materials and resources shall be allowed for use to the
students, including but not limited to:
a) Erasers
b) Calculators
c) Scratch papers
d) Personal Computers
SECTION 5. Examination Separation – Exams of different nature must not be combined into one. The
different kinds of examinations per campus shall be as follows:
a) For TUP-Manila

Onetime Examinations

SECTION 6. Number of Examinations – there must be given at least three instances for each of the
aforementioned Periodic Examinations.
a) Special Examinations for Onetime Examinations shall be given to students who were not able
to take their exam provided that there must be a valid reason for their absence. The Guidance
Office must issue an excuse form to the student to be presented to the respective
professor/instructor.
b) The professor/instructor can add but not exclude examinations from the aforementioned list if
he/she implies that it is necessary in order provide an optimal learning experience for the
students.
SECTION 8. Separability Clause – If, for any reason or reasons, any part or provision of this IRR shall be
declared unconstitutional or invalid, other parts or provisions not affected thereby shall continue to be in full
force and effect.
SECTION 10. Effectivity Clause – upon approval of this resolution, effectivity shall immediately follow.
