NOESA Award and Judging Criteria
The National Eagle Scout Association (NESA) Outstanding Eagle Scout
Award (NOESA) was introduced in 2010, Scouting’s Centennial year. The
award honors Eagle Scouts who have excelled on a local, state, or regional
level and is a counterpart to Scouting’s national-level Distinguished Eagle
Scout Award (DESA).
The NOESA does not require recipients to be registered members of
the Boy Scouts of America. They are Eagle Scouts who have achieved
extraordinary success in professional and civic life, and they serve as
Scouting’s finest examples of good men.
National Capital Area Council (NCAC) seeks nominees for each year’s
NOESA Class. Preliminary selection of NOESA recipients is at the local
level; selections are then carefully reviewed and awarded as national
recognitions from BSA.
NCAC’s NOESA judges select honorees based on the following judging
criteria:
• Great weight is given to achievements outside Scouting, long-term
impact, prominence at the state or regional level, and the criteria of
“peak of their notoriety” and “cornerstones of the community.”
• State and regional professional achievement at the top of a
candidate’s field along with significant “avocational distinction,”
which in some cases, but not all, involves Scouting service.
• Younger candidates are especially welcome, specifically those
who elevate the stature of Eagle Scouts in the public’s eye.
• Eligibility for NOESA is described at www.NCACBSA.org/NOESA.
• Neither self-nominations nor nominations by parents are selected.
• Judges select only those Eagle Scouts whom they believe meet
all of the criteria and celebrate the outstanding professional and
civic achievement of exemplary men.
They are Scouting’s, and America’s, best.
This year we lost two Eagle Scouts who were also members of
NCAC’s executive board and integral parts of our recent growth and
successes. John Graham was recognized as a Distinguished Eagle
Scout in 2013, and our 2016 honorees as NESA Outstanding Eagle
Scouts were named the “John Graham Class” in his honor. Chris
Lucander was recognized by NCAC as an Outstanding Eagle Scout
in 2018. Their contributions to Scouting on the local and national
level made an impact that will last for generations to come.
