FITREP 101

First Things First


 RS’s must COUNSEL MRO WITHIN 30 DAYS of establishing
the relationship.

 Counseling should cover:


 Billet Description (duties & responsibilities)
 General Expectations
 Grading/Attribute Marking Philosophy

 The RS SHOULD DISCUSS HIS OR HER MARKING


PHILOSOPHY and comments with the MRO prior to routing
the report to the RO (Pg. 4-45).

 Follow-up counseling @ min. every 90 days (NAVMC 2795).


FITREP 101
Section I Comments
 Document essential & critical information in a simple &
direct manner.

 P4: Performance, Professional Character and Qualities,


Potential & Promotion.
 Performance: MOS Credibility, Handles any tasks, Impact on Unit/Mission,
Force Multiplier.
 Professional Character and Qualities: Leadership traits and principles.
 Potential: Assign to billets of increased responsibilities, would be an asset
to any command at any level, retention is a must.
 Promotion: No recommendation=not recommended, with peers or retain
and promote=nothing or average at best, PROMOTE AHEAD OF PEERS, AT
FIRST OPPORTUNITY, PROMOTE NOW, A MUST FOR PROMOTION TO STAFF
SERGEANT, ETC.
FITREP 101
Chapter 4 of the PES MCO 1610.7
 Mandatory, Directed & Additional Comments (Ch.4)

 Should not include Comments identifying minor limitations,


shortcomings, occasional lapses, or weakness in an otherwise
overall positive performance. (pg.4-45)

 RO should amplify Comparative Assessment, evaluate MRO’s


potential for Promotion, Command Assignment, PME and
Retention (Ch. 4)

 Evaluate Marines based off of their performance and not your


profile & “Welcome Aboard Reports or Room to Grow”
(pg. 4-21)

 If it is not something that you would want read in your


report then it is probably adverse!!!
FITREP 101
Trends/Recommendations
 Recommending PME for Enlisted Marines is often seen as negative…
THERE ARE NO ENLISTED PME BOARDS.
 No need to talk HT/WT or how good a Marine looks in uniform… IT IS
EXPECTED.
 Do not restate billet accomplishments.
 Say more with less is a two-way street: Just hitting the wickets
(Mandatory, Additional, Directed Comments) can have a negative
view. Something simple as “BRIEF THIS MARINE AS A SIX” speaks
volume.
 If it is warranted…use an addendum page but don’t fluff.
 Write as if you are speaking in front of the board. The only
people who may ever see the FITREPS are the MARINE, MRO &
PROMOTION/RETENTION BOARDS.
 DO NOT USE RANKING COMMENTS even if they are thought to be
good. This is what the performance anchored rating scales are far.

Trends/Recommendations
 Use Senior Enlisted as Command Reviewers.

 H or Non-observed in attributes such as courage with weak


justification.

 Understand the connection between RV (marks) and comments:


Don’t have to match but must not conflict with or obscure.

 Don’t be misleading with comments… RV 86.66 and below =


Bottom 1/3.

 No need to try close the coffin on a Marine who you marked low (RV)
by hammering them (Velvet Daggers) on the comments. Trying to do
so may give them grounds to have the report removed!!!
