1.0 Introduction

These procedures are to enable POMTEC LABU to be prepared for the various
emergency situations, including environmental emergency, that have been identified at
the Mill.

The procedure provide preventive action, including monitoring procedures (where


applicable), and corrective action for the identified emergency incident.

The procedures form the basis for emergency response training of the Emergency
Response Team Members and the Mill Personnel.

3.0 Emergency Situation Evacuation

3.1 Objective

To provide the Mill with procedure for evacuation of all personnel to a safe assembly point
during an emergency situation.

3.2 Evacuation when Mill not in Operation – Working Period of Day.

1. Emergency Alarm is activated.


2. Mill gates are shut and entry of vehicles and visitors into the Mill area is prohibited.
3. All personnel to stop any work they are doing immediately.
4. Mill personnel inform non-mill personnel (visitors, transporters, suppliers, etc.) of
need to gather at Emergency Assembly Area (EAA). If needed Mill personnel to
request Non-mill personnel to follow them to the EAA.
5. Tools that employees were using to be placed on the platform / floor away from the
walk path.
6. All to walk briskly, (no running) to the EAA using the shortest path from their present
location.
7. On reaching EAA, each employee is to participate in the head count that shall be
conducted by the staff-in-charge of the respective section / department.
8. Employees are to inform their respective Supervisor should they not see any person
that they know to have been in the Mill at the EAA, this includes non-mill persons that
they know to be in the mill at the time evacuation began.
9. All not involved in combating the emergency situation to remain calm at the EAA until
the emergency situation is declared to be over by the Emergency Commander. They
are only to carry out tasks as requested by management during the emergency
period.

3.3 Evacuation when Mill in Operation – Working Period of Day.

The Emergency Response Evacuation – Steps to be followed during Mill Operation as


listed in Appendix 3.1 is to be followed by each of the mill personnel when there is an
emergency situation during Mill Operation.

3.4 Evacuation of Personnel at ETP

The personnel at ETP may not be involved with most of the Oil Mill, and Workshop
emergencies. They shall follow the evacuation procedure as per Appendix 3.1 steps
No.40 and No.41 should there be a need for evacuation during an emergency at ETP.

4.2.2 Procedure for Crude Palm Oil Control Pumping.

4.2.2.1 Objective
A) To facilitate the Mill Management with the status of day to day CPO storage tank
monitoring (temperature, stock, quality, leakages and spillages).

CPO storage tank / tanks used.

4.2.3 Procedure to Ensure Diluted Crude Oil (DCO) and Recovered Sludge Oil (RSO)

4.2.3.2 Work Instruction

4.3 Corrective Action

4.3.1 Minor Spillage or Overflow

4.3.1.1 Definition

Spilled or overflowed CPO has been contained within the mill compound / fencing and
has not entered the estate drains is defined as a minor spillage or overflow.
4.3.1.2 Notification

The person who first observes a minor spill or overflow should notify the senior
management present in the mill. If the senior management is not present on site, then the
immediate supervisor should be informed.

If the emergency occurs during non-processing hours, then the Security Guard (AP)
should notify the Manager or the Assistant. The notification may be made verbally or by
telephone.

Notification to external Authorities shall be done by Mill Management according to


procedure in ENVIRONMENTAL MANAGEMENT PROCEDURE MANUAL, Section 12,
Sub-section 12.6.4.

4.3.1.3 Control of Situation

1. Stop pumps that are feeding CPO to the vessel concerned.


2. Use fibre-shell mixture to make a bund and enclose the spillage on the floor.
3. Block all drains that can convey the spilled CPO to the storm drains and or drains that
lead to the estate drains.

4.3.1.4 Cleanup of the Spill

1. Recycle all CPO that has spilled into the drains (Refer Appendix 4.1 – Method for
Clean up of Spillage from Mill Drain).

2. Recycle all CPO that has spilled into the effluent pit (Refer Appendix 4.2 – Method for
Clean up of Spillage from Effluent Pit).

3. Any balance CPO in the drain is cleared by spraying water.

4. Ensure the water and CPO mixture is directed into the Effluent Pit.

5. Ensure there are no traces on CPO in the drain.

4.3.2 Major Spills or Overflows

4.3.2.1 Definition

Spilled or overflowed CPO has entered the estate drains and / or the river near by is
defined as a major spillage or overflow.

4.3.2.2 Notification

The person who first observes a major spill or overflow should notify the senior

4.3.2.3 Control of Situation

3. Use earth to make a bund and enclose the spillage. Earth and earth bags to be made
available at the site of spillage. Use the Manitou / Case Loader as needed.
4. Block all drains that can convey the spilled CPO to the storm drains and or drains that
lead to the estate drains.
5. Block all estate drains affected to prevent spill from further entering the river near by.
6. Use oil boom (floating boom), obtainable from Dusun Durian Oil Mill, to contain any
CPO that has reached the river.

4.3.2.4 Cleanup of the Spill

1. Recycle all CPO that has spilled into the drains (Refer Appendix 4.1 – Method for
Clean up of Spillage from Mill Drain).

2. Recycle all CPO that has spilled into the effluent pit (Refer Appendix 4.2 – Method for
Clean up of Spillage from Effluent Pit).

3. Recycle all CPO that has spilled into the estate drains (Refer Appendix 4.3 – Method
for Clean up of Spillage from Estate Drain & River (Water Course).

4. Any traces of CPO on the surface of the water are removed using paper to “blot up”
the oil. The paper with CPO is collected and the CPO squeezed out before the paper
is burnt in the boiler.

5. Any balance CPO in the mill drain is cleared by spraying water.

6. Ensure the water and CPO mixture is directed into the Effluent Pit.

7. Ensure there are no traces on CPO in the drains or around the CPO Storage tank
area.

Method of Cleanup

Method of Cleanup

Step No. What is to be done


1 Determine the thickness of CPO in the Effluent Pit using the scoop as follows: Holding
the scoop as shown in Figure 1 draw the scoop upwards. Should there be only CPO in
the scoop when the contents are poured into the pail then use a Submersible pump
method, if not (there is some sludge at the tail end of pouring out the contents) use the
scoop method to collect the CPO.
2 When the submersible pump is used the oil is pumped directly to the Recovery Oil tank
for recycling.
3 When the scoop method is used the oil is drummed before being recycled via the
Recovered Sludge Oil Tank. Ensure no spillage occurs during the drumming process or
the transfer of drum process. Cap the full drums before transfer.
4 It might be easier to pour the scooped material into a pail / container before it is
transferred into the drum. If this is done ensure that the pail / container is not over filled
so as not to spill CPO during the drumming process.
5 Recycling is continued until all CPO has been recovered from the Effluent Pit.

Method of Cleanup

1 Check to ensure the CPO has not entered the river (Water Course). If it has entered the
river (Water Course) do Step 8 immediately after Step 2 below.
2 Close the tide gate, if it is open, to prevent any or more CPO entering the river (Water
Course).
3 Use the scoop to collect the CPO from the drain into the pail / container.
4 Transfer the collected oil from the pail / container into drums. Ensure no spillage occurs
during this transfer. Cap the full drums before transfer.
5 Repeat above two steps till all the CPO in the drain is removed.
6 Transfer the drummed CPO using the Case Loader or Manitou to the Mill.
7 Oil collected in the drums is to be recycled via the Recovered Sludge Oil Tank.
8 Place the oil boom (floating boom) around the section of the river (Water Course) where
there is CPO, to contain the CPO within the floating boom. Use the sampan to encircle
the CPO within the floating boom.
9 CPO enclosed in the floating boom is scooped and drummed as in steps 3 to 7 above.
Care is taken to ensure that the sampan is not over loaded or capsized.
10 Collection and recycling is done until all CPO is recovered from the drain, and / or river
(water course).

5.0 Emergency Preparedness and Response Procedure for Effluent Treatment Plant
(ETP)

Situation : Unplanned release of untreated Palm Oil Mill Effluent (POME).

5.1 Objective

To provide the Mill in preparedness situation on unplanned release of POME, and to


minimize occurrence such incident.

5.2 Preventive Action

5.2.1 Monitoring of Effluent Treatment Plant pipelines, Ponds and tanks.

5.2.1.1 Objective

To give quick response to emergency response team on occurrence of untreated POME


released.

5.2.1.2 Work Instruction

5.2.2.2 Work Instruction

5.3 Corrective Action

5.3.1 Minor Spillage or Overflow

5.3.1.1 Definition

Spills or overflows, the rupture of tanks or pond bunds or effluent pipeline which has
resulted in POME having been contained within the Mill and / or ETP compound / fencing
and has not entered the estate drains is defined as a minor spillage or overflow.

5.3.1.2 Notification

The person who first observes a minor spill or overflow should notify the senior
management present in the mill. If the senior management is not present on site, then the
immediate supervisor should be informed.

If the emergency occurs during non-processing hours, then the Security Guard (AP)
should notify the Manager or the Assistant. The notification may be made verbally or by
telephone.

Notification to external Authorities shall be done by Mill Management according to


procedure in ENVIRONMENTAL MANAGEMENT PROCEDURE MANUAL, Section 12,
Sub-section 12.6.4.

5.3.1.4 Control of Situation

1. Assess situation, and stop feeding of material to the affected tank / pond. When the
effluent pipeline has ruptured stop the sludge pit pump at the Mill.
2. Make arrangements to contain the flow by building a bund around the spill or overflow
or ruptured pipeline area. Use the earth bags or earth, available at ETP, for this.
Ensure that the POME does not enter the Estate drains and is contained within the
ETP or the Mill.
3. Any pond bund rupture is repaired using the earth available.
4. Tank that has rupture is emptied by draining and pumping the contents of the tank to
the mixing pond or any other pond that is able to contain all the material available in
the tank (Each Tank Capacity is 500Mt). The tank is to be repaired and approved to
be suitable for use before it is reused.

5.3.1.5 Method of Cleanup

1. Collect and recycle the spilled or overflowed POME back to the Mixing pond or any
other pond that has being designated for this.
2. Any POME still on the ground is mopped up with earth and the earth bagged.
3. Earth that is mixed with POME is disposed to field as fertilizer after it has been
allowed to dry.

5.3.2.4 Control of Situation


1. Assess situation, and stop feeding of material to the affected tank / pond. When the

2. Arrange for and ensure that all tide gates of the affected estate drains be closed
immediately and not opened until all POME in the drains are pumped out / collected.
3. Make arrangements to contain the flow by building a bund around the spill or overflow
area. Use the earth bags or earth, available at ETP, for this. Prevent any more POME
from entering the Estate drains. Ensure minimum seepage through the earth bags
used as bunds occur.
4. The estate drain is blocked using earth to contain the spill from entering the river /
water course.
5. Should POME have reached the river / water course inform the relevant authorities as
per ENVIRONMENTAL MANAGEMENT PROCEDURE MANUAL, Section 12, Sub-
section 12.6.4, immediately and follow instructions as provided by them to clean up
and contain the POME in the river / water course.
6. Any pond bund rupture is repaired using the earth available at ETP.
7. Tank that has rupture is emptied by draining and pumping the contents of the tank to
the mixing pond or any other pond that is able to contain all the material available in
the tank (Each Tank Capacity is 3,100Mt). The tank is to be repaired and approved to
be suitable for use before it is reused.

5.3.2.5 Method of Cleanup

1. Collect and recycle the spilled or overflowed POME back to the Mixing pond or any
other pond that has being designated for this.
2. Use the submersible pump to pump the material contained in the estate drains into
POME tankers for transfer to the Mixing pond or any other pond that has being
designated for this.
3. Any POME still on the ground / drain is mopped up with earth and the earth bagged.
4. Earth that is mixed with POME is disposed to field as fertilizer after it has been
allowed to dry.

6.3 Corrective Action

6.3.1 Objective

To prepare the Mill in the event of fire outbreak with the procedure to evacuate personnel,
control and extinguish the fire.

6.3.2 Identification and notification of Fire Outbreak

It is the responsibility of all Mill employees to be vigilant and inform the person-in-charge
of shift in the event they observe a fire outbreak in the Mill during working periods of the
day, and to sound the emergency alarm.
During non-working periods of the day and public holidays it is the responsibility of the
Security Guard (AP) to be vigilant for fire outbreaks in the Mill and sound the emergency
alarm, as well as notify the mill management of the fire outbreak. Notification may be
made verbally or by telephone.

6.3.2 Evacuation of Personnel

Follow procedures as in Section 3, Emergency Situation Evacuation.

6.3.3 Control of Situation

1. Evacuation of personnel arranged by activating the alarm, Refer STANDING


INSTRUCTIONS, Appendix 4, Standard Signal for POMTEC LABU Horn.
2. Determine location, degree and source of fire.
3. Activate the ERT to combat / contain the fire. Should the fire be beyond the ERT

Task and personnel responsible for controlling situation of fire outbreak is listed in
Table 10 below.
