These procedures are to enable POMTEC LABU to be prepared for the various
emergency situations, including environmental emergency, that have been identified at
the Mill.
The procedures form the basis for emergency response training of the Emergency
Response Team Members and the Mill Personnel.

2. Technical Supervisor and Charge-man shall be the Team Leader, for the ER and SR team
respectively, in the event that Shift Supervisor or Sr. Charge-hand is not available.
3.1 Objective
To provide the Mill with procedure for evacuation of all personnel to a safe assembly point
during an emergency situation.
The personnel at ETP may not be involved with most of the Oil Mill, and Workshop
emergencies. They shall follow the evacuation procedure as per Appendix 3.1 steps
No.40 and No.41 should there be a need for evacuation during an emergency at ETP.
4.0 Emergency Preparedness and Response Procedure for Crude Palm Oil (CPO)
Spillage or Overflow.
Situation : CPO spillage or overflow
4.1 Objective
4.2.1 Monitoring of the CPO Storage Tanks Surrounding Drains and Area in the Day and
Night.
4.2.1.1 Objective
Table 1 below lists the monitoring task and personnel responsible for monitoring.
4.2.2.1 Objective
A) To facilitate the Mill Management with the status of day to day CPO storage tank
monitoring (temperature, stock, quality, leakages and spillages).
C) To ensure dispatch pumps and valves and recycle oil line valves are shut and locked
at the end of dispatch for the day.
Tasks that need to be followed by the respective personnel are as in Table 2 below.

4.2.3 Procedure to Ensure Diluted Crude Oil (DCO) and Recovered Sludge Oil (RSO)
Pumps are switched off at the End of the Second Shift.
4.2.3.1 Objective
To ensure that the DCO and RSO Pumps are switched off at the end of the second shift.

4.3.1.1 Definition
Spilled or overflowed CPO has been contained within the mill compound / fencing and
has not entered the estate drains is defined as a minor spillage or overflow.
4.3.1.2 Notification
The person who first observes a minor spill or overflow should notify the senior
management present in the mill. If the senior management is not present on site, then the
immediate supervisor should be informed.
If the emergency occurs during non-processing hours, then the Security Guard (AP)
should notify the Manager or the Assistant. The notification may be made verbally or by
telephone.
1. Recycle all CPO that has spilled into the drains (Refer Appendix 4.1 – Method for
Clean up of Spillage from Mill Drain).
2. Recycle all CPO that has spilled into the effluent pit (Refer Appendix 4.2 – Method for
Clean up of Spillage from Effluent Pit).
4. Ensure the water and CPO mixture is directed into the Effluent Pit.
4.3.2.1 Definition
Spilled or overflowed CPO has entered the estate drains and / or the river near by is
defined as a major spillage or overflow.
4.3.2.2 Notification
The person who first observes a major spill or overflow should notify the senior
management present in the mill. If the senior management is not present on site, then the
immediate supervisor should be informed.
If the emergency occurs during non-processing hours, then the Security Guard (AP)
should notify the Manager or the Assistant. The notification may be made verbally or by
telephone.

2. Recycle all CPO that has spilled into the effluent pit (Refer Appendix 4.2 – Method for

for Clean up of Spillage from Estate Drain & River (Water Course).
4. Any traces of CPO on the surface of the water are removed using paper to “blot up”
the oil. The paper with CPO is collected and the CPO squeezed out before the paper
is burnt in the boiler.
6. Ensure the water and CPO mixture is directed into the Effluent Pit.
7. Ensure there are no traces on CPO in the drains or around the CPO Storage tank
area.

5.1 Objective
5.2.1.1 Objective

resulted in POME having been contained within the Mill and / or ETP compound / fencing
and has not entered the estate drains is defined as a minor spillage or overflow.
5.3.1.2 Notification
The person who first observes a minor spill or overflow should notify the senior
management present in the mill. If the senior management is not present on site, then the
immediate supervisor should be informed.
If the emergency occurs during non-processing hours, then the Security Guard (AP)
should notify the Manager or the Assistant. The notification may be made verbally or by
telephone.

1. Assess situation, and stop feeding of material to the affected tank / pond. When the
effluent pipeline has ruptured stop the sludge pit pump at the Mill.
2. Make arrangements to contain the flow by building a bund around the spill or overflow
or ruptured pipeline area. Use the earth bags or earth, available at ETP, for this.
Ensure that the POME does not enter the Estate drains and is contained within the
ETP or the Mill.
3. Any pond bund rupture is repaired using the earth available.
4. Tank that has rupture is emptied by draining and pumping the contents of the tank to
the mixing pond or any other pond that is able to contain all the material available in
the tank (Each Tank Capacity is 500Mt). The tank is to be repaired and approved to
be suitable for use before it is reused.
1. Collect and recycle the spilled or overflowed POME back to the Mixing pond or any
other pond that has being designated for this.
2. Any POME still on the ground is mopped up with earth and the earth bagged.
3. Earth that is mixed with POME is disposed to field as fertilizer after it has been
allowed to dry.
5.3.2.1 Definition
Spilled or overflowed, including the rupture of tanks or pond bunds or effluent pipeline
which has resulted in POME having entered the estate drains and / or the river / water
course near by is defined as a major spillage or overflow.
5.3.2.2 Notification
The person who first observes a major spill or overflow or tank rupture should notify the
senior management present in the mill. If the senior management is not present on site,
then the immediate supervisor should be informed.
If the emergency occurs during non-processing hours, then the Security Guard (AP)
should notify the Manager or the Assistant. The notification may be made verbally or by
telephone.

6.0 Emergency Preparedness and Response Procedure in the Event of Fire Outbreak.
6.1 Objective
6.2.1.1 Objective
The tasks and personnel involved with inspection of Mill for Fire Safety are listed in
Table 6 below.

6.3.1 Objective
To prepare the Mill in the event of fire outbreak with the procedure to evacuate personnel,
control and extinguish the fire.
It is the responsibility of all Mill employees to be vigilant and inform the person-in-charge
of shift in the event they observe a fire outbreak in the Mill during working periods of the
day, and to sound the emergency alarm.
During non-working periods of the day and public holidays it is the responsibility of the
Security Guard (AP) to be vigilant for fire outbreaks in the Mill and sound the emergency
alarm, as well as notify the mill management of the fire outbreak. Notification may be
made verbally or by telephone.
Task and personnel responsible for controlling situation of fire outbreak is listed in
Table 10 below.
