Introduction
 This Emergency Plan describes the measures that must be taken by all responding
personnel to situations at the National Electricity Technology Company KAHRABA.
 The provision of this plan must be carried out immediately whenever there is emergency
situation such as:
          Fire,
         Explosion,
         Leak or spill of hazardous materials to the air, soil or water which could threaten
human health or the environment, such as gas, fuel oil or chemical substances,
         Structure or Equipment Failure,
         Natural disasters such as wind, sandstorm, earthquake, flood and tidal wave,
         Bomb Alert and Explosive Device or Civil disturbance,
         Serious injuries and accident,
         Third party risks (potential impacts of an accident occurring at another industrial
facility which may impact upon the power plant) such as fire or explosion at the Fuel
Supplier’s facilities next to the plant, oil slick, or air pollution in the plant area.
  
 This Emergency Plan is a part of the Plant Environmental Safety and Health program

2-Activating of the Emergency Organisation Plan the


Plant Emergency Co-coordinator shall assess the
situation and determine whether the emergency situation
required the activation of the Emergency Organisation
Plan.

2.1       Responsibilities in the Emergency Organisation Plan
:The mission and responsibilities of the following co-ordinators are given hereafter;
Plant Emergency Co-ordinator,
-         Assistant for external contacts
-         Assistant for event recording
-         Assistant for investigation and controlling (Safety officer or HSQE officer)
Operation Emergency Co-ordinator,
Response Team,
Shift Charge Engineer as first Response Team Leader,
        Maintenance Emergency Co-ordinator.

Activating of the Emergency Organisation Plan

In the event of an emergency situation, the Plant Emergency


Coordinator shall assess the situation and determine whether the
emergency situation required the activation of the Emergency
Organization Plan.
The Emergency Organization Plan is mainly designed for major
emergency situations

Alert and Notification of the

broadcasting information messages and alert
messages to the whole site.

      Assembly Areas

There are 3 assembly areas inside the power plant.The assembly areas are
marked by yellow paint; they are indicated in the personal safety leaflet.
In all locations and buildings on site(will be decided later after

commissioning procedure finished)

Communication Means during an Emergency
During an emergency, the communication means are:
 
 Public Address System (PA) for diffusion of message for the whole site;
-Internal telephone system and mobile phones: cf. telephone book in Appendix;
 
  -Satellite mobile phone: to be used if the normal telephone and the mobile phones are not
working.
 
  -Fax: to send the information to the owner or other parties
 
   -Walky talky (W-T)

TERMINATION OF EMERGENCY SITUATION

1-Information of the local authorities and


others
Within 24 h after the end of the emergency situation, the
Plant Manager will inform the Head Office, the Head office
accordingly will inform the concerned authorities, by sending
a brief factual report; the concerned authorities are:
In case of fire: Fire Department, Police station, Labour
Office,
In case of accident with injured: Police Station, Labour
Office,

2-Debriefing

Within 48 h after the end of the emergency situation, the Plant Manager shall
chair a debriefing meeting, prepared on the grounds of the information
collected from the Operation logbooks, DCS record, enquiry, etc..
 Minutes of the debriefing meeting will be sent to the Head Office
--Situation of the Power Plant before the Accident:

-Alert sequencing / Key events / Parameters / Information exchange between


the Coordinators;

  -Causes having influence of the chronology of the accident
and on the implementation of the Emergency Organisation
Plan:
Communication means / Procedures / Emergency equipment /

-Measures taken to improve the Emergency Plan

3- REPORTING

Within 7 days after the end of the emergency


situation,
A report on the Incident/Accident or Emergency
Situation will be prepared by the site.
The format of the report will be the one used by
Kahraba to report Incident/Accident.
The above minutes of the debriefing meeting will be
attached to the Report.
This report will be sent to the Owner, Head Office
and NatGas if necessary.

Fire / General Instructions

In case of FIRE
 Any person who discovers a Fire, must:
 Notify personnel in the immediate area for evacuation to a safe location;
 Alert the Control Room, from the nearest telephone box;
An Alert message should specify the kind of information to give to the Operator
in such case (name, tel. N°, location, and detail on the fire).
 If the fire is small, fight the fire with a fire extinguisher.
Be sure you are using the proper extinguisher for the type of fire, by reading the
instruction on the extinguisher.
 If the fire is large, very smoky or rapid-spreading, evacuate the area
immediately to the nearest Assembly Area, using the nearest exit door or stairwell.

When a Fire Alarm sounds
Any person must:
 
     - Not use the elevator.
  - Evacuate to the nearest Assembly Area not concerned by
the fire, if you are not involved in the fire fighting team.
 Wait for further instruction and accountability by the person in
charge of the Assembly Area.

In case of reported or detected Fire

The Control Room Operator when receiving the alert phone call, must:

 -Take the message in writing and check its exhaustiveness:


   Location (unit, level, room), tel. n°, name of the witness, detail on the fire.
 - Send immediately a field Operator to confirm the fire and then to take first actions,
 -When the fire is confirmed, contact the shift team (through the talkie-walkie and
the Public Address system);
   -Contact the Operational Support Team during the working hours, and the Security
Guards during the non working hours to provide additional fire fighters if needed;
  - In case there is an injured person, contact the doctor through the telephone
and other first aid personnel through the PA system. (cf. Emergency Procedure
in case of Injury and Accident).
 -Contact the Plant Manager (Plant Emergency Coordinator) and Operation
Manager, Contact the On call maintenance personnel.

Shift Charge Engineer / Shift Team
 
        Be sure that the Plant Manager has been contacted;
         Asses the situation on the field, organise the first emergency response;
        Recognition (location of the fire source, search for possible injured);
        Response to the situation, fight the fire;
        First Aid to the injured.
 
        Apply the Specific Fire Instructions applicable to the equipment or area, if
any;
 
        Ensure that the team members use the appropriate fire fighting equipment
and clothes;
 
        Act as Operation Manager, until the arrival of the Operation Manager or
other appointed person;
 


Organise the fire fighting team; a typical organisation of a fire fighting team is
given below:
         Team member n° 1 operates a fire hose reel and wears an autonomous
breathing apparatus,
 Team member n°2 ensures the safety of the first one (through a safety rope), he
may go with the first one to the Hazard Area,
         Team member n° 3 (if any), wears also an autonomous breathing
apparatus; he is ready to help the team member n° 1 (or n°2), to relieve him and to
bring him the necessary light,
         In case of injured people, Team member n° 4 (or Team member n° 3) will
provide first aid, until the arrival of the doctor or additional first aid support.
         Start the Fire Fighting units to make up for water consumption during the
fire.
 Check regularly the level in the water tanks.

The Plant Manager,
 
        Assess the situation and determine whether the Emergency Organisation
Plan must be activated and Outside Emergency Services required;
         Follow the checklist of mission of the Plant Manager.
         In case of significance fire, in particular concerning the fuel oil storage /
the Engine main oil tank / the main transformer,
        Call outside Support and Emergency Services: Borg Alarab / Alex / Fire
Department
        Alert the Owner who will make necessary contact with Borg Alarab / Alex
Fuel Supplier / Insurance Company; A Force Major notice will be issued;
        Assess the necessity to request the Fuel Supplier to isolate the PRS.
  In case of risk for the environment and the population, inform the
Governor
