1. TUJUAN DAN RUANG LINGKUP

PURPOSE AND SCOPE

1.1 Tujuan
Purpose
1. Sebagai acuan dalam penanganan bahaya darurat yang terjadi sehingga dapat meminimalkan dampak
pencemaran lingkungan dan kecelakaan kerja

1.2 Ruang Lingkup

Scope
Prosedur ini berlaku untuk penanganan emergency response yang mungkin terjadi, antara lain; kerusakan/jebol
tanggul kolam limbah, tumpahan BBM/minyak/bahan kimia, kebakaran lahan/unit kerja, keracunan, banjir, ledakan
boiler/pipa CPO, dan kecelakaan akibat kerja lainnya dan pembentukan struktur organisasi TPKD diseluruh
perusahaan WILMAR Group Industri.
This procedure applies to the handling of emergency response that may occur, among others; damaged / broken
levee pond waste, spillage of fuel / oil / chemical fires / work units, poisoning, flood, explosion of boiler / pipe CPO,
and other accidents caused by work and formation throughout the company's organizational ERT structure Wilmar

2. TANGGUNG JAWAB

2.1 Anggota TPKD : Bertanggung jawab dalam penanganan kondisi darurat sesuai dengan tugas dan tanggung
jawabnya masing-masing.

2.2 EHS Officer : Bertanggung jawab dalam mengkoordinir pelatihan yang dibutuhkan oleh setiap anggota
TPKD.

2.3 Pimpinan Unit : Bertanggung jawab dalam mengevaluasi pelaksanaan kegiatan dan kebutuhan anggota

4. DEFINISI
DEFINITIONS

4.1 TPKD : Tim yang khusus dibentuk dan telah disahkan oleh suatu unit usaha yang
bertanggung jawab dalam penanganan keadaan darurat di area unit usaha terkait.
TPKD adalah kepanjangan dari Tim Penanggulangan Keadaan Darurat.
ERT : A special team was formed and approved by a business unit responsible for
handling emergencies in the area related business units. TPKD is an extension of
Tim Penanggulangan Keadaan Darurat (Emergency Response Team).

4.2 Keadaaan Darurat : Kondisi dimana ada material/aktifitas yang terjadi dalam kondisi emergency
sehingga dapat menimbulkan dampak terhadap lingkungan dan kesehatan
keselamatan kerja.
Emergency circumstances : Conditions in which there are materials / activities that occur in emergency
conditions that could have an impact on the environment and health safety
4.3 LK3 : Lingkungan dan Keselamatan Kesehatan Kerja
EHS : Environmental and Occupational Health Safety
4.4 Unit Usaha : Unit usaha yang melakukan kegiatan operasional sesuai dengan jenis kegiatannya
masing-masing.
Business Units : Units that conduct business operations in accordance with the types of activities,
respectively.

5. URAIAN PROSEDUR
DESCRIPTION OF PROCEDURE

5.1 Klasifikasi Level Darurat

Emergency Classification Level
Keadaan darurat yang mungkin terjadi di unit usaha WILMAR Group dapat dibagi menjadi 2 bagian, yaitu ;
Emergencies that may occur in the Wilmar Group's business units can be divided into 2 parts, namely;
a. Keadaan Darurat Level I ; kondisi dimana tingkat bahaya berada dibawah 50% dan tidak dapat
menghentikan proses produksi.
Emergency Level I ; condition where the danger level is below 50% and can not stop the production
process.
Antara lain ; - Kebakaran kecil (dampak ≤ 50% dari area kerja)
Among others Fires a small (≤ 50% impact from the work area)
- Kebocoran/tumpahan kecil (dampak ≤ 50% dari area kerja)
Leaks / spills of small (≤ 50% impact from the work area)
- Kecelakaan kerja ringan (tidak membutuhkan istirahat kerja ≥ 1 hari)
Accidents light (do not need a work break ≥ 1 day)
- Atau kejadian lain yang dapat langsung dikendalikan atau diamankan oleh
karyawan setempat.
Or other events that can be directly controlled or secured by local employees
b. Keadaan Darurat Level II ; kondisi dimana tingkat bahaya berada diatas 50% dan dapat menghentikan proses
produksi.
Emergency Level II; condition where the danger level is above 50% and to stop the production process.

5.2 Ketentuan Umum

General Requirements
5.2.1 EHS Officer harus menentukan lokasi titik kumpul yang aman di area lokasi unit usaha. Adapun lokasi
persyaratan adalah :

EHS Officer must to fixed the location of muster point which it’s safe in the unit bussines area.The requirements
of location , are :
- Jauh dari lokasi potensi sumber api/ proses produksi minimal ± 10 meter (minimal)
Far away from source of fire potential/producton rocess minimal ± 10 metres (minimal)
- Merupakan area/lahan kosong/aman, tidak terhalang oleh suatu bangunan/benda/peralatan
It is empty/safe area/land, not to obstruction from one of building/material/equipment.
- Mudah di akses dan dijangkau oleh semua bagian
Easy to access and reach by all of section.
- Dilengkapi oleh tanda/simbol sebagai titik kumpul
Completely by sign/symbol as a assembly point
- Jumlah lokasi titik kumpul didalam suatu unit maksimal 2 unit
Amount of muster point in unit bussines maximal 2 unit.
5.2.2 EHS Officer melakukan identifikasi terhadap bunyi alarm emergency, dengan ketentuan yang berlaku di unit
terkait
EHS Officer have done identify about sound emergeny alarm, with requirement behave on related unit bussiness
5.2.3 EHS Officer/Anggota ERT melakukan sosialisasi mengenai penanganan keadaan darurat kepada setiap orang,
termasuk tamu/pekerja baru/pekerja tetap/kontrak.
EHS Officer/members of ERT have done socialiszation about emergency response to everyone include
guest/new worker/permanent workers/contract workers.

5.3 Pembentukan Anggota

Establishment of Members
5.3.1 Anggota TPKD berasal dari seluruh pekerja tetap yang ada di unit usaha terkait.
ERT Members come from all permanent employees in business units related
5.3.2 Pemilihan anggota TPKD berdasarkan kerelaan untuk menjadi satgas dalam penanganan keadaan darurat dan
ditugaskan sesuai antara kemampuan dan ketrampilan yang dimiliki oleh setiap pekerja dengan bidang satgas
yang akan ditugaskan.
Selection of ERT members based on willingness to be a task force in the handling of emergencies and are
assigned according to the abilities and skills possessed by each worker in the field of task force members who
will be assigned.
5.3.3 Setiap anggota TPKD akan dilatih sesuai dengan pelatihan yang dibutuhkan dalam penanganan keadaan darurat
sehingga setiap anggota TPKD memiliki kompetensi yang cukup dan memadai dalam penanggulangan keadaan
darurat.
Each ERT members will be trained in accordance with the training needed in the handling of emergency
situations so that each ERT members have sufficient competence and adequate on emergency response
5.3.4 EHS Offcer akan mengidentifikasi kebutuhan yang dibutuhkan oleh anggota TPKD guna menunjang tugas dan
tanggung jawab anggota TPKD dalam penanganan keadaan darurat.
EHS Officer will identify the needs required by ERT members to support the duties and responsibilities of ERT
members in handling emergencies.
5.3.5 Setiap material/pelatihan yang dibutuhkan oleh anggota TPKD akan disampaikan kepada Pimpinan Perusahaan
terkait.
Any material/training needed by ERT members will be submitted to the head of bussiness unit
5.3.6 Jumlah anggota TPKD yang dibutuhkan disesuaikan dengan kondisi dan tingkat resiko dari suatu unit usaha dan
jenis dari kelompok satgas terkait.

5.4 Penanganan Keadaan Darurat

Handling Emergencies
5.4.1 Kebakaran
Fire
- Jika terjadi kebakaran, maka karyawan yang pertama kali mengetahui adanya kebakaran harus segera
menginformasikan kepada karyawan yang berada disekitar lokasi dengan cara berteriak “KEBAKARAN”
dan segera menghubungi Ketua TPKD/Ketua P2K3L.

were around the site by way of shouting "FIRE" and immediately contact head of ERT/P2K3L
- Menyalakan alarm kebakaran oleh anggota TPKD/P2K3L yang ada di lokasi kantor setelah mendapatkan
perintah/informasi yang jelas .
Turning on the fire alarm by a member who is on location ERT/P2K3L office after getting the command /
clear information.
- Untuk penanganan pertama, maka Satgas Komunikasi harus segera menghubungi pihak TPKD.

- Jika kategori kebakaran masih dalam kondisi darurat level 1, maka akan ditangani secara internal oleh
TPKD dengan menggunakan fasilitas yang tersedia.
If the category is still in a state of emergency fire level 1, it will be handled internally by ERT using the
facilities available
- Satgas TPKD dikerahkan untuk menangani kondisi kebakaran termasuk melakukan evakuasi kebakaran.
ERT Task Force deployed to handle a fire conditions including fire evacuation.
- Tim TPKD melakukan pemadaman pada titik-titik yang dianggap menjadi sumber kebakaran dan
memastikan bahwa tidak ada kemungkinan timbulnya sumber api yang baru.
ERT team do extinguishing at points that are considered to be the source of fire and ensure that there is
no possibility of a new fire source.
- Jika kondisi dianggap telah cukup aman, maka dapat Ketua TPKD harus menginformasikan kepada
pimpinan setempat bahwa kondisi telah aman.
If the conditions are deemed safe enough, it can be head of ERT shall inform the local leaders that
conditions were safe.
- Hal yang perlu dilakukan selanjutnya adalah EHS Officer wajib melakukan investigasi kejadian, sehingga
dapat diketahui sumber penyebab kebakaran.
Things to do next is to EHS Officer shall investigate the incident, so that can know the source cause of the
fire.
- Jika kategori kebakaran sudah memasuki kondisi darurat level 2, maka satgas komunikasi segera
menghubungi pihak terkait (Dinas Pemadam Kebakaran, Rumah Sakit setempat, dan Polisi).
If the fire had entered the category of emergency level 2, then the task force immediately contact the
relevant communication (Fire Department, local hospitals, and police).
- Pihak TPKD akan mensupport kinerja dari pihak eksternal dalam hal evakuasi ataupun hal penting lainnya.
ERT section will support the performance of external parties in the case of an evacuation or other
important matters.
- Jika terjadi kebakaran didalam gedung, maka karyawan diarahkan untuk berjalan dengan cepat menuju
pintu keluar terdekat menuju lokasi titik evakuasi (master point) sesuai dengan rambu-rambu evakuasi
yang telah terpasang
If there is a fire inside the building, the employee is directed to walk quickly toward the exit nearest to the
location of evacuation point (master point) in accordance with evacuation signs have been installed

- Bergeraklah dengan cepat untuk mencari petunjuk arah. Kosongkan jalanan, areal hdyrant dan jalur jalan
untuk memudahkan kendaraan dan petugas pemadam kebakaran memberikan pertolongan.
Move quickly to find directions. Empty streets, hdyrant areas and trails to facilitate vehicle and firefighters
to provide relief.
- Jika asap semakin banyak maka merangkaklah serendah mungkin.
If you smoke more then bail as low as possible.
- Setelah keluar dari bangunan,jangan kembali masuk kedalam bangunan (lokasi kebakaran) kecuali jika
mendapat izin dari petugas yang berwenang dan telah dilakukan pencatatan nama.

After exiting the building, do not re-enter the building (the fire) unless it gets permission from the
appropriate authority and has been recording the name.
- Semua karyawan wajib berkumpul di titik evakuasi dan masing-masing Head Dept/Ka. Bagian akan
menghitung jumlah anggotanya, sehingga dapat diketahui apakah ada anggotanya yang menjadi korban.
All employees are required to gather at an evacuation point and each Head of Department / Section will
calculate the number of members, so as to know whether their members who become victims
- Lakukan investigasi dan berita acara peristiwa untuk mengetahui dan melaporkan sumber terjadinya
kebocoran/tumpahan tersebut
Perform investigations and news events and reporting the incident to determine the source of the leak/spill
- Memberikan hasil investigasi dan berita acara kejadian kepada Pimpinan Unit untuk segera mendapatkan
tindak lanjut
Provide the results of the investigation and the minutes of the incident to the Head Unit to immediately get
the follow-up

5.4.2 Kebocoran/Tumpahan Bahan Kimia/Bahan Mudah Terbakar

Leaks / Spills Chemicals / Materials Easy Burned
- EHS Officer/Anggota TPKD melakukan identifikasi sumber kebocoran/tumpahan dan melaporkan kepada
Ketua TPKD/Pimpinan Unit setempat untuk segera mendapatkan perintah tindak lanjut.
EHS Officer/ERT Member to identify the source of leaks/spills and to report to the head of TPKD/ Heads
of the local unit to immediately get the follow command.
- Petugas yang akan menangani kebocoran/tumpahan tersebut, wajib menggunakan APD (antara lain sarung
tangan, masker, baju pelindung, kaca mata dan alat bantu pernafasan jika diperlukan).
The officer who will handle leakage /spillage, the mandatory use of PPE (including gloves, masks, gowns,
glass eyes and respiratory aid if needed).
- Pisahkan antara kemasan yang bocor dengan kemasan lain yang tidak bocor agar tidak terkontaminasi
dengan bahan tersebut
Separate between the leaking containers with other non-leaking containers so as not to be contaminated
with these materials
- Jauhkan sumber api dari sumber kebocoran/tumpahan.
Keep away from sources of ignition source of the leak / spill.
- Evakuasi daerah lokasi kebocoran/tumpahan, agar tidak ada personil yang masuk kedalam area lokasi.
Evacuation of the areas where leakage / spills, so that no personnel enter the area of location.
- Tutup sumber kebocoran dan pindahkan bahan kimia/bahan mudah terbakar dari wadah yang bocor untuk
mencegah meluasnya tumpahan.
Close the source of the leak and remove the chemicals / flammable materials from leaking containers to
prevent the spread of spills
- Tutup akses saluran pembuangan yang dapat mengalirkan cairan kebocoran/tumpahan tersebut.
Close access to sewers that drain fluid leak/spill.

- Melakukan pengutipan terhadap tumpahan bahan kimia/bahan mudah terbakar tersebut dan diletakkan
dalam satu wadah (drum/tong) kemasan bekas bahan kimia/bahan mudah terbakar yang sejenis dan tidak
bocor.
Pick up spills of chemical combustible materials and placed in a container (drum / barrel)

- Jika kebocoran/tumpahan yang terjadi dalam skala besar, maka dapat menggunakan pompa untuk proses
pengutipan tersebut, dan apabila peristiwa tersebut dapat mempengaruhi keselamatan masyarakat internal
dan eksternal maka hubungi pihak eksternal (Badan Lingkungan Hidup, Aparat Keamanan ataupun
Pemerintah Daerah setempat).
If the leak/spill that occurred on a large scale, it can use a pump to process citations, and if these events
can affect the internal and external public safety then contact the external (Environment Agency, Security
Forces or Local Government).
- Untuk membersihkan sisa-sisa tumpahan/kebocoran (tidak dapat dilakukan pengutipan lagi) maka gunakan
serabut, pasir/tanah, majun bekas untuk melakukan penyerapan.
To clean the remnants of the spill /leak (not to be quoting again) then use the fiber, sand / soil, dust cloth
used to make absorption
- Media penyerap tersebut dikumpulkan dan diletakan dalam 1 wadah, untuk kemudian disimpan dan
dikelola seperti limbah B3 lainnya di TPS Limbah B3. Untuk perlakuan selanjutnya dapat dilakukan sama
seperti pengelolaan limbah B3 lainnya (diberi label sesuai dengan jenisnya).
Media absorbent is collected and placed in a container, to then be stored and managed like hazardous
waste any other at the hazzardous waste station. For further treatment can be done just like hazardous
waste management any other (labeled according to type).
- Setelah area kebocoran/tumpahan dirasa sudah cukup aman dan terkendali, maka dapat dilakukan
penyusunan kembali terhadap kemasan bahan kimia lainnya.
Once the area of leak/ spill thats enough safe and controlled, it can be done rearrangement of other
chemicals packaging.
- Petugas yang menangani kebocoran/tumpahan, wajib membersihkan diri dengan sempurna, dan APD yang
dapat digunakan kembali (seperti baju pelindung) agar dibersihkan terlebih dahulu sebelum disimpan.
Officers who handle leakage / spills, must cleanse themselves perfectly, and PPE that can be reused (such
as protective clothing) to be cleaned before storing
- Lakukan investigasi dan berita acara peristiwa untuk mengetahui dan melaporkan sumber terjadinya
kebocoran/tumpahan tersebut.
Perform investigations and news events and reporting the incident to determine the source of the leak /
spill
- Memberikan hasil investigasi dan berita acara kejadian kepada Pimpinan Unit untuk segera mendapatkan
tindak lanjut

- Untuk mencegah kerusakan tanggul, maka harus dilakukan pemeriksaan secara rutin untuk mendeteksi
apakah ada retakan, kebocoran, rembesan, atau robohnya salah satu sisi tanggul agar tidak terjadi peristiwa
yang fatal

Keamanan ataupun Pemerintah Daerah setempat).

a. Hentikan proses produksi

b. Menutup/melapisi bagian tanggul yang bocor/rusak dan menutup semua valve yang mengalir ke
kolam limbah dan yang mengalir ke luar kolam limbah
Covering / coating the side of the dike is leaking / damaged and close all valves that flow into the
pond and the waste that flows out of the pond waste
c. Jika limbah sudah memasuki aliran air buangan/saluran parit, maka tutup semua aliran parit/air
buangan yang menuju ke badan air dengan menggunakan karung pasir/tanah.

d. Memperbaiki dengan segera bagian tanggul kolam limbah yang jebol/rusak/bocor. Gunakan alat berat

e. Lakukan pengutipan limbah yang sudah berada diluar area kolam limbah (didalam saluran air
buangan/parit) dengan menggunakan pompa.

the pump.
- Jika tanggul air waduk jebol, maka ;
If the water levee dam burst, then;
a. Menutup/melapisi bagian tanggul yang bocor/rusak dengan menggunakan karung pasir/tanah
Covering / coating the side of the dike is leaking / damaged by using sacks of sand / soil
b. Menutup semua valve yang mengalir ke waduk
Close all valves that flow into reservoirs

c. Memperbaiki dengan segera bagian tanggul waduk yang jebol/rusak/bocor. Gunakan alat berat jika
diperlukan
Repair immediately burst the levee reservoirs / damaged / leaking. Use of heavy equipment if
necessary
- Jika tanggul tempat penyimpanan BBM jebol, maka ;
If the levees breached fuel storage area, then :
a. Menutup/melapisi bagian tanggul yang bocor/rusak dengan menggunakan karung pasir/tanah.

b. Membuatkan bunding sementara yang terbuat dari tanah dengan kapasitas 110% dari kapasitas
maksimum volume tangki

c. Untuk tahapan selanjutnya dapat dilakukan sesuai dengan penanganan tumpahan bahan kimia/bahan
mudah terbakar diatas.

d. Memperbaiki dengan segera bagian tanggul yang jebol/rusak/bocor dengan kapasitas tanggul 110%
dari kapasitas maksimum volume tangki

A Penting Emergency Response
Emergency Call  Setiap karyawan/petugas yang melihat keadaan darurat harus melakukan penanggulangan awal
List apabila memungkinkan, dan apabila tidak bisa ditanggulangi segera berteriak dan menyalakan tanda
bahaya.

 Coordinate with the ERT Regions Head if an emergency situation at the company was not to be overcome.

Keadaan Darurat Tugas Saat Kondisi Darurat :

Emergency Response Responsible to the ERT Head directly to cope with emergencies and localized areas.
Task Force The duties when emergencies:

1. Darurat Kebocoran Minyak Olein / BBM / Bahan Kimia

- Melakukan pembendungan/melokalisir tumpahan agar tidak meluas ke daerah lain.
- Menutup dan/atau menghentikan sumber kebocoran
- Memompakan dan/atau mengambil kembali tumpahan Minyak Olein/BBM/Bahan Kimia

1. Emergency Leaks of Olein Oil/Fuel/Chemicals

- Perform damming/localize the spill to prevent spread to other regions.
- Closing and/or stop the leak source
- Pumps and/ or take back the oil spill Olein / Fuel / Chemicals

2. Darurat Pencemaran
- Melakukan pembendungan/melokalisir zat pencemar agar tidak meluas ke daerah lain.
- Menutup dan /atau menghentikan sumber pencemaran
- Menyiapkan tempat penampungan untuk zat-zat pencemar dan mengutip zat pencemar.

2. Pollution Emergency
- Perform damming / localize contaminants so as not to spread to other regions.
- Closing and / or stop the pollution source
- Setting up shelters for pollutant substances and pollutants quotes.

- Extinguished and localized the explosions and fires area
- Helped the foreigners firefighters to extinguished fires

4. Darurat Bencana Alam (Banjir / Gempa Bumi)

- Memadamkan listrik dilokasi yang terkena bencana
- Menjalankan peralatan yang ada untuk mengevakuasi daerah bencana

4. Natural Disaster Emergency (Flood/Earthquake)

- Extinguish the location of the affected electric
- Running existing equipment to evacuate the disaster area

5. Darurat Huru Hara

- Mengamankan dan menyelamatkan asset perusahaan dari kerusakan massa
- Memberikan arahan dan menenangkan massa
- Melakukan dialog dengan wakil massa mengenai permasalahan yang dihadapi

 Siaga selama penanggulangan kejadian dilakukan.
 Menyediakan alat-alat komunikasi jika dibutuhkan.

Duties:
- Contacting external parties associated with related emergency
- Communicate to all task force members and employees about the command of ERT Head
- Communicate all prevention activities are conducted from and to the entire team
- Standby during the incident response are made.
- Provide the means of communication if needed.

Tugas:
 Mengarahkan proses evakuasi di lokasi yang aman
 Menyelamatkan manusia / korban yang terperangkap, serta barang dan dokumen yang dianggap penting dan
masih bisa diselamatkan ke tempat yang aman.
 Memastikan semua manusia (serta tim penyelamat itu sendiri) terselamatkan.
 Meminta bantuan tim pengaman dan petugas security untuk mengamankan barang-barang yang telah
diselamatkan tersebut
Responsible to ERT Head
Duties:
 Directing the evacuation process in a secure location
 Rescuing people / victims that are trapped, and the goods and documents that are considered important and
can still be rescued to safety
 Ensure that all humans (as well as rescue itself) is saved.
 Request helpe from the security team and security officers to secure the goods that have been saved

Safety Task Force
8 Satgas Paramedis
 Human goods and documents that have been rescued secured a safe location
 Ensure that people and goods that have been saved no one left in another location and do not interfere with
emergency response activities
 Provides all safety and personal protective equipment to support emergency response task force
Bertanggung jawab kepada Ketua TPKD untuk memberikan pertolongan pertama pada di tempat kejadian dan
mempersiapkan pertolongan lebih lanjut.
Tugas:
 Jika terjadi korban baik cedera maupun luka berat, segera lakukan P3K dilokasi penyelamatan manusia.
 Menyediakan semua peralatan P3K di lokasi penyelamatan.
 Meyakinkan kendaraan siap di tempat, untuk membawa korban ke rumah sakit terdekat.
 Membantu pihak paramedis luar dalam memberikan pertolongan

Responsible to ERT Head to give first aid to victims at the scene and prepare further assistance.
Duties:
 In the event of either victim injury or serious injury, immediately do first aid in location of the salvation of
humanity.
 Provide all first aid equipment on site rescue.
 Ensure the vehicle is ready in place, to take the victim to the nearest hospital.
 Helping parties outside paramedics in providing relief

9 Satgas Investigasi Bertanggung jawab kepada Ketua TPKD
Tugas:
 Melakukan pemeriksaan / investigasi penyebab keadaan darurat dan kerugian yang ditimbulkan.
 Menganalisa dan melaporkan hasil investigasi berikut saran perbaikan

Force Duties:
 Perform inspection / investigation of the causes of emergencies and losses incurred.
 Analyze and report the results of the investigation the following suggestions for improvement

10 Satgas Perbaikan dan Bertanggung jawab kepada Ketua TPKD untuk mengembalikan kondisi setelah kejadian menjadi normal kembali dan
Pemulihan memenuhi standar.
Tugas:
 Memastikan lokasi dan sumber keadaan darurat tersebut dalam keadaan aman.
 Segera setelah kejadian, bersama-sama petugas terkait lainnya melakukan pembersihan areal, pemulihan dan
perbaikan fasilitas atau peralatan yang rusak.
 Mengusahakan agar setelah kejadian, aktifitas produksi dapat berjalan secepatnya (walaupun bersifat sementara)
namun dengan tidak mengesampingkan unsur keselamatannya.

Repair and Responsible to ERT Head to return to normal conditions after the incident again and meet the standards.
Restoration Task Duties:
Force  Ensure the location and source of these emergencies in a safe condition.
 Immediately after the incident, together with other relevant officers to do the cleaning area, recovery and repair of
damaged facilities or equipment.
 Ensuring that after the incident, production activities can be run as soon as possible (albeit temporary) but did not
rule out the element of safety
