2. PROCEDURE
1. Do pre-use inspection of all equipment to be used and replace or repair faulty items.
2. Use trained competent employees only.
3. Use appropriate Personal Protective Equipment i.e.:
3.1. Hardhat.
3.2. Safety boots.
3.3. Overalls.
3.4. Eye protection.
3.5. Hand gloves.
3.6. Full body safety harness
All scaffolding used on the site must comply with
Dubai Municipality Regulations.
Dubai Technology and Media Free Zone Authority Zoning Authority – Development Control Regulation.
Jebel Ali Free Zone Authority Regulations.
Trakhees Environmental, Health and Safety Construction Safety Regulations.
All relevant Guidelines and Policy Circulars.
All scaffolding will be erected under the supervision of a competent and trained person.
1. Must have PPE – safety footwear, gloves, hardhat, goggles, face musk, protective clothing etc.
2. Must have appropriate tools and equipment in good condition.
3. Must have weatherproof covers for materials and equipment, waste containers, warning tape.
4. Consider risks and hazards in work area. Refer any concerns to supervisor. Are relevant permits in place?
5. Check if it is necessary to secure area adjacent to work. Refer to supervisor if appropriate.
6. Arrange for transport of materials and equipment to site via supervisor.
7. Ensure materials and equipment are secure or removed when site unattended, eg overnight or during breaks.
Hazards
1. Manual handling of materials (Lifting and shifting of materials) LITE to be considered at all times.

Control measures
A SCAFFOLD FRAMEWORK
1.1 Scaffold stands to be firmly supported and secured against displacement and to be kept vertical.
1.2 Stands to be spaced not more than 1.8 m, 2.4 m and 3 m apart in case of high and low mass loads, respectively, if
constructed from steel.
1.4 Transoms to be spaced not more than 1.5 m, 1.8 m and 2.4 m apart in the case of high, medium and low mass loads
respectively.
2. High, medium and low mass loads shall mean mass loads not more than 375, 250 and 125 kg/m2 respectively.
3.2 Secured at suitable vertical horizontal distances to the object on which work is designed to be completely self-
supporting.
3.3 So constructed that it has a factor of safety of not less than four

B SCAFFOLD PLATFORM
1. Platforms constructed with timer must consist of solid boards at least 228 mm wide by 38 mm thick.
4 Boards must be placed in such a manner that tools and materials are prevented from falling through and toe-boards to be
fitted at all times.
6 Any platform which is more than 2 m above the floor or ground level is provided on all sides with:

no open space between the toe-board and the platform, will also be installed on the work face if the gap is of such
width that material or equipment can fell through.
6.3 All platforms must be kept free from waste, projecting nails or any other obstruction and is maintained in a non-
slippery state.
7 A safe and convenient access must be provided. Ladders must be fitted on the inside of the scaffold framework, ladders to
be staggered on each platform.
8 Dismantling of scaffolding must be done under the supervision of a competent, trained and appointed person.
9 A competent, trained and appointed person must pass all scaffolding erected as safe.
C INSPECTION
1. After erection, the appointed Scaffold Building Supervisor must inspect the scaffold.
2. Ensure it is safe and complies with Safety Codes, Procedures and Regulations.
3. Declare the scaffold safe for use by affixing SAFE TO WORK nameplate to scaffold.
4. Ensure that the inspection and every subsequent inspection are entered on to the SCAFFTAG.
