In the case of Almithra H. Patel vs Centre the National Green Tribunal issued orders on 25th
April, 2017 regarding municipal solid waste management. In the order the National Green
Tribunal directed the Telangana government to issue instructions to its departments that no
plans for the construction of any commercial, industrial or residential buildings above
10,000 square metres would be sanctioned unless plans to provide the setting up of STP are
also provided.

The STP should bring sewerage within the prescribed parameters and should also provide a
comprehensive system of collection, transportation and disposal of municipal solid waste
strictly in accordance with the solid waste management rules of 2016.

Keeping this in view the director of municipal administration, T.K. Sreedevi, sent a letter to
the municipal administration and urban development department informing that
permissions for the construction of buildings are accorded by the director, town and
country planning (DTCP), HMDA and Greater Hyderabad Municipal Corporation  and as they
are not under the administrative control of the director of municipal administration, they
were requested to issue instructions to concerned departments and make provisions for
incorporating the directions of NGT immediately.

In turn the municipal administration department has issued instructions to Greater

Hyderabad Municipal Corporation, HMDA and DTCP.
