Discuss the Code with your groups and classmates. Use a specific sample from
experience to identify ethical dilemmas and standards of conduct as outlined
in the Code.
There is an example of an ethical dilemma based on the experience of the
mother of our colleague. She put us in a question she said that if you were going to
choose to prioritize first a pregnant mother? Or a hospital employee? Because two
of them are positive in COVID. We choose a pregnant mother because both lives
are at risk also it is difficult if the child growing without his/ her mother. She said
that they put the employee first instead of the pregnant mother; it is the
responsibility of the hospital to prioritize the pregnant mother because two lives
were at stake. But unfortunately, the mother died and the baby is alive. The
hospital should be blamed because of being irresponsible and also there’s a policy
of the hospital to prioritized first the pregnant women and senior citizens.

1. Do you believe that morality starts during childhood or you think
morality is develop across a person's life? Or a mixture of both?
- Yes, I do believe that the morality starts during childhood across person’s
life. Parents set us a good example on how she/ he acts towards people,
showing respect to others, helping other people when it times of needs.
Knowing good moral values such as kindness, humility, courage and
compassion at an early child’s character will adapt the child until she/he
grows up. It forms their core of their human being throughout their life.
That’s why it is important to teach the child good values in order to not
adapt the bad attitude that may will inherit in the environment or people or
friends. It is also good that they will always guide their child throughout
their development until she/he become matured and accept wholly the
social world or on how to socialize and to respect people inside and also
outside their houses.

“The Heinz Dilemma”
The Heinz dilemma is a frequently used example in many ethics and morality
classes. One well-known version of the dilemma, used in Lawrence Kohlberg's
stages of moral development:
In Europe, a woman was near death from a special kind of cancer. There was one
drug that the doctors thought might save her. It was a form of radium that a
druggist in the same town had recently discovered. The drug was expensive to
make, but the druggist was charging ten times what the drug cost him to make. He
paid $200 for the radium and charged $2,000 for a small dose of the drug.
The sick woman's husband, Heinz, went to everyone he knew to borrow the
money, but he could only get together about $ 1,000 which is half of what it cost.
He told the druggist that his wife was dying and asked him to sell it cheaper or let
him pay later. But the druggist said: "No, I discovered the drug and I'm going to
make money from it." So Heinz got desperate and broke into the man's store to
steal the drug-for his wife.
Instructions:
1. Read the story to 6, 12 and 20 year old individuals and ask them this
question. Should the husband have done that? Ask them to explain their
answers.
2. You can film the interview if the parent or guardian will give consent, or you
can transcribe the interview and submit it as a word document.
3. Study and dissect their responses and describe how and why their answers
are different (if there is any) based on Kohlberg’s Moral Development
Theory

We ask 6 years old about the Heinz dilemma

We ask 12 years old about the Heinz dilemma
Q: Should the husband have done that?
A: “the father is using it for selfish ways then it’s a crime”
We ask 20 years old about the Heinz dilemma
Q: Should the husband have done that?
A: “ ahmm para sakin kasi kung ako yung nasa posisyon ng tatay gagawin ko
lahat para sa anak ko pati mali gagawin ko para sa kanya, para lang gumaling”
3. Each of their answers is different because of their age. In the case of age 6 yrs.
child, she is in the pre-conventional stage meaning she learn only by her parents
based on what she saw or heard inside on her home, she only knew the basic good
and bad things w/o knowing the reasons behind it. Next is in the case of 12 yrs. old
child he is in the conventional stage meaning he can identify the good and bad
actions/ behavior of a person also he can follow the rules or order that is taught by
her parents and his teachers. Lastly, the 20yrs old she is in the post-conventional
stage meaning she is already aware of what is good and bad actions or behavior w/
considering the reason behind it. She can maintain the basic right, morals, and
legal contracts of a society even if it won't agree with the rules and laws of the
group is considered right.

Movie Review John Q (Group Discussion: CAYME, GAPULTOS,
ESTOQUIA & LANDERO)
Please watch the 2002 movie "John Q" and answer the following the questions:
1. What is the ethical dilemma that John Q faces in this movie?
- In the story John Q is torn between the decisions to save his child or to let
his child to wait for a donor but he knows that if he wait, he can’t save
and see his child anymore.
2. Do you think everyone has the right to proper health care? Do you
believe that it is the responsibility of the government to provide every
citizen an accessible health care? Why or why not?
- Yes, everyone has the right to have a proper health care. Especially to
those people who have enough money or who are consistent to pay their
taxes. In some hospitals, they offered free proper health care to the
person who cannot afford to pay to the hospital bills because the
government provides the budget in some public hospitals. The money or
budget of the government is coming from the taxes that we paid every
day that is, why everyone has a right to proper health care.
- Yes, the government has the responsibility to provide every citizen
accessible health care because all of us are paying taxes like buying
anything in the stores there are taxes, in every salary in our work there's
also a taxes, everything we buy there's a tax that why the government has
funds for health care services but having accessible health in every
citizen is only limited because the fund we have in the government is not
enough to provide all of the expenses that are needed by the patient. Do
you think the rights of the hostages are violated? Should their rights be
neglected to save the boy?
3. What is the ethical dilemma that the cardiac surgeon faces at the end of
the movie?
- When John offers his heart for his son’s operation the cardiac surgeon
chooses to continue the operation even it has strong consequences for
him with ethical matters in his profession also he has a possibility to
expel from his profession and his reputation as a surgeon if he failed the
surgery.
4. Is John Q. Archibald (Denzel Washington) a good person –an ethical
person? Explain. What is it that sets him apart from others? Relate
your answer based on the Deontological or Teleological Theories
- John Q is very good and responsible father because he tried his best to
save his son’s life at all costs. He did the act without thinking of the
consequences that might happened because he is so desperate. He feels
the pressure when he heard that his son is to be released by the hospital
due to insufficient funds to pay the hospital bills. John Q did not harm
any hostages. He provides the needs of the hostages except to those who
wanted to harm him. He used his gun without any bullet, in short, he has
no intension to harm other people he just wanted his son's name in the
operation list.
5. “Rules are made to be broken” on your opinion what does this
statement mean? Do you find your example related to ethical issues?
Please relate your answer based on the Deontological and Teleological
Theories
-Rules are meant to be broken it depends on the situation. Because
sometimes they need to break the rule for their own good and it is a very selfish
decision. Some rules are unfair or not in favor to other people which can lead to
rally or protest. One of the scenarios on the movie, John breaks the rules in the
hospital because he is desperate to save his son, to have an operation immediately.
He tried everything to get some money but the money that he had was not enough
for the operation of his child.

Of all the ethical principle which one do you think is the most taken for granted?
Why do you think so?
I think confidentiality is the most taken granted for me. Because nurses hold personal
information about the patient and uses judgement in sharing the information. Nurses
should not share the information’s to other people hence it will always be private, except
if you are a family or relative of the patient. It is one of the rules of the hospital and also
in the list of patient’s bills of rights

Download an article (2020) in Philippine settings which describes how the
Philippine healthcare system manage the health care information. Describe their
policies in maintaining confidentiality of Healthcare information. What issues or
dilemma’s they face in terms of maintaining confidentiality of the information and
what sort of solution to address the said issue? (Write at least 200 words as a
reaction paper)

Privacy of personal information is a closely -guarded individual right, such that


any unauthorized access or breach is considered a violation of this entitlement form
both legal and moral perspectives. The value of protecting privacy is evidenced by the
restrictions put in place regarding the people the information may be shared with often,
only immediate family members and the care with the physical repositories of such
information are secured. The Government already passed the confidentiality which. The
Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002 is one of
the examples that protect the records of those who have undergone drug rehabilitation.
And Republic Act 9262 or Anti-Violence Against Women and Their Children Act,
confidentiality of records pertaining to cases of violence against women and their
children, all of which clearly cater to specific populations of patients who may come
under the care of health providers and which are, arguably, not applicable to all
instances of the physician patient relationship. These specific laws, extend the duty of
confidentiality to those who may have access to the private information, including
custodians of records. These laws implement by the government to give privacy to the
people who used drugs and also victims of domestic violence. For me these kinds of
laws are very important to be hidden cause usually some patients are stubborn in terms
of the privacy act. Clients have privilege to take their phones to record or to take
pictures also medias and reporters are too stubborn because they want to know the
truth especially to those celebrities or politicians who uses drugs. The facilities of the
hospitals must strengthen up their security to lessen the information’s that will spread in
the internet or tv news to avoid the data violations especially in health care facilities.
