0 IMPLEMENTATION OF LA21 IN MIRI

LA21 pilot program was introduced in Miri when Miri City Council (MBM) was selected as

one of the four LA21 pilots in Malaysia in 1999 by the Ministry of Housing and Local

Government. Through the program undertaken by MBM at the stage of the implementation of

the pilot project LA21, there were 58 issues raised by the people in Miri obtained through

forums, workshops and meetings. There are some issues that are selected but after careful

consideration, only three issues are selected and considered in the Miri LA21 program.

The concept implemented by Miri LA21 is a voluntary participation. Because of the

allocation of resources provided by Miri LA21 in the small amount and in addition to the large

number of activities & initiatives, it is important to get the help of volunteers from all sides. LA21

members are from various backgrounds and they are not paid to be members of the LA21 Miri.

They carry out their work voluntarily and devote their time in Miri LA21 to their work in their

respective organizations.

In general, the implementation of the Local Agenda 21 by the Miri City Council is divided

into three sections, the solid waste reduction implementation workgroup, the implementation

workflow for the river drainage project and the implementation of drainage system in Miri. Each

of the activities implemented by the Miri City Council involve a various parties including the

private sector and the public.


3.0 PROGRAMS UNDERTAKEN BY MIRI CITY COUNCIL IN IMPLEMENTING LA21

I. 3 R’s Program

3 R’s program means reduce, reuse and recycle. This program is implemented in a

variety of ways to ensure that the objectives of this implementation workgroup are

compliant. The methods used to implement this program include the provision of recycle

bin of materials labeled according to material such as paper, glass and plastic. Most of

these recycling bins are located in public areas as well as in most housing areas around

Miri. As such, the hard work of this implementation workgroup includes holding a

Recycling Campaign at schools around Miri. The campaign aims to educate students on

the importance of recycling materials. The school also helped establish a Nature Lovers

Club in a school located in Miri. The club plays the role of Miri LA21 in those schools.

II. Adopt village program

In this program, Miri LA21 has selected five villages as their adopted village, which is

Kampung Pengkalan Lutong, Taman Piasau Jaya Fasa 2, Kampung Pulau Melayu,

Kampung Pujut Adong dan Taman Piasau Utara. This program is conducted to make the

five selected villages an example for other areas of river cleanup which is also important

in the concept of sustainable development. All five of these areas are active in

environmental protection although Miri LA21 does not provide any activities in their

village. What happened was that the villagers in the village encouraged and invited Miri

LA21 to carry out the activities they had provided. The awareness of the river cleanliness

shows the villagers' willingness to understand the concept of sustainable development.

This is because the increased risk of death as a result of human activities & activities will

affect the lives & activities of those involved. Indirectly, this implementation workgroup

not only focused on these five areas but on all areas within the Mir region.
