SECTION 1. Short title.—This Act may be cited as the “Philippine Highway Act of
nineteen hundred and fifty-three.”
SEC. 2. Scope of Act.—The provisions of this Act shall control the disposition of all
funds accruing to the Highway Special Fund; the disposition of general funds when so
provided by law; the manner of apportionment and conditions under which such
apportionment shall be released; the selection and designation of highways or
highway projects to receive national aid; the administration, maintenance,
improvement, reconstruction and construction expenditures on highway projects; the
classification of highways; and the widths, acquisition and use of rights-of-way.

The Department of the Interior and Local Government (DILG) on Thursday warned
contractors or unscrupulous groups not to use the agency’s road clearing of
obstruction order for other purposes.

DILG Memorandum Circular 121-2019 was signed “only for purposes of removal of
road obstructions and cannot be used for road widening purposes,’’ said DILG
Secretary Eduardo M. Año.
Año issued the caution after receiving reports from La Union, Northern Samar, and
other parts of the country that the circular was being used by contractors of the
Department of Public Works and Highways (DPWH) and some Local Government
Units (LGUs) to remove century-old trees, demolish waiting sheds that do not
obstruct sidewalks and even demolish structures in private lots without notice and just
compensation.
“We wish to emphasize that the purpose of MC 121-2019, in compliance with the
directive of the President, is to ‘return to public use, all public roads and sidewalks
that have been appropriated for private use.’ In other words, it is for purposes of
returning to the public the use of all public roads and it should never be used for road-
widening purposes,” he said.
He emphasized that the directive cannot be used to justify road widening projects
because that is covered by a different set of rules.
“For example, the taking by government of private property for road widening
purposes requires expropriation proceedings and the payment of just compensation
after due notice and hearing,” he said.
Año urged all local government and DPWH district engineers to advise their
contractors of the purpose and coverage of MC 121-2019 and “not to interpret it in
another way’’.
As the Sept. 29 deadline for clearing operations nears, Año created validation teams
to ensure that local government units (LGUs) are “on the same page in implementing
DILG MC No. 2019-121.”
DILG Undersecretary and spokesman Jonathan Malaya said the validation teams will
check on the compliance of the LGUs with the presidential directive.
“We are inching towards the 60-day deadline and, of course, we want to yield a 100
percent compliance,” said Malaya.
The validation team will be composed of: a DILG officer cross-posted from a
different LGU, a representative from the local police unit; a representative from the
local Bureau of Fire Protection Station; representatives from accredited civil society
organizations; and a representative from the media.
All DILG regional directors were also directed to “personally meet and interface with
local chief executives (LCEs) of all towns and cities within their jurisdiction” for the
smooth implementation of MC 121-2019.
“As we have expressed before, we do not want to make the impression that this road-
clearing operation is exclusive to the LGUs in Metro Manila, and now that the
message was clearly received, we want to follow through by going down and see the
progress made by these LGUs in their respective jurisdictions,” said Malaya.
Paglilinaw pa ni Año, sakop lamang ng 60-day effort ang mga primary at secondary
roads, at hindi pa kasama rito ang mga tertiary roads.
“Gusto kong linawan na ‘yung 60 days hindi riyan natatapos ‘yung clearing kasi
tuloy-tuloy ito. Remember ‘yung primary at secondary roads ‘yung inuna natin,”
aniya. “Ang gusto natin pati ‘yung tertiary roads maayos.”
Kaugnay nito, muli ring tiniyak ng kalihim na sususpindihin nila ang mga local
government officials na mapapatunayang nabigong makaabot sa kanilang road-
clearing standards matapos ang 60-araw na deadline na ibinigay sa mga ito.
Ang mga mabibigo aniyang linisin ang kanilang nasasakupan laban sa mga road
obstructions, gaya ng illegally parked vehicles, illegal terminals, illegal vendors,
barung-barong ng mga street dweller, barangay outposts, encroachments, at mga
tambak ng basura, ay kanilang sususpindihin kung hindi magiging katanggap-tanggap
ang paliwanag ng mga ito.

What are its effects and how will the disease affect the local hog industry?
It causes pigs to have high fever and lose their appetite. It also causes hemorrhages in
the skin and internal organs.
Agriculture Secretary William Dar said 7 areas in two provinces in Luzon have been
affected by ASF. These are:
According to the Food and Agriculture Organization, ASF has severely affected
China, Mongolia, Vietnam, Cambodia, some areas in South Korea, Laos, and
Myanmar.
ASF outbreaks have been detected in 32 provinces in China. Almost 1.2 million pigs
there have been culled in an effort to halt the further spread of the disease.
No. The NMIS said ASF is not considered as a human health threat.
However, humans can become carriers of the virus once tainted pork is ingested or if
people get close to the infected meat.
The virus can also survive even if the meat has been processed or canned.

Dar suspects that the virus may have been brought by some overseas Filipinos who
came from ASF-affected countries.
Prior to the public announcement that ASF has caused hog deaths, the Philippine
government sent tissue samples to laboratories in the United Kingdom to determine
the cause of death of the pigs. While tests have confirmed that it was indeed ASF that
caused the deaths, the particular strand of the virus has yet to be determined.
The government said it has enforced the "1-7-10 Protocol" in the affected areas.
Within a 7-kilometer radius, authorities conduct surveillance and limit any animal
movement.
Meanwhile, farm owners within a 10-kilometer radius are required to report if they
have pigs showing signs of the disease.
"We are pleased to report that we have already suspended the ground operations in
Rizal and will now focus on cleaning and disinfection operations," the DA said.
The government has also banned pork imports from ASF-affected countries.
The disease threatens the P260-billion swine industry in the country. The industry
provides livelihood for millions of Filipino families, as small backyard raisers
comprise roughly two-thirds or 65% of the industry.
The DA said it has set aside P82 million to prevent the further spread of ASF. The
amount includes P3,000 in financial aid for each affected hog raiser.
For swine raisers, the DA reminds them to enhance biosecurity measures and
promptly report any unusual animal deaths in their respective farms.
For consumers, the government advises them to remain vigilant when buying pork
and pork products and to always look for the NMIS seal as a guarantee.
The public is also encouraged to report any animal disease incidence to their
respective municipal, city, or provincial veterinary offices.

tatlong magkakasunod na buwan ng walang malinaw na dahilan.
Kapag naging batas, ang panukala ay tatawaging Parents Welfare Act of 2019.”
Sa House Bill 4980 ni Biazon ay mahaharap sa parusa ang mga magpapabaya, mang-
aabuso at mananakit sa mga matatanda anuman ang kanilang relasyon dito.
Inihain ang panukala dahil wala umanong batas na nagbibigay proteksyon sa mga
senior citizens subalit mayroon naman sa mga kabataan at kababaihan.
Noong 17th Congress ay inihain ni Biazon ang panukala subalit hindi ito nabigyang
pansin sa Kamara.
“Hindi po ba magbabago ang proseso sa bill na ito ang pagbibigay ng tulong ng aking
opisina sa mga nangangailangan?” ang tanong ni Sen. Franklin Drilon kay Go.
“Hindi po,” ang sagot ni Go. “Wala po itong pipiliin. Basta Pilipino ka, qualified ka.
Kahit ang mga humihingi ng tulong sa opisina nina Senators Drilon, Hontiveros,
Pangilinan, pwede po kahit sino. Wala po itong pinipili.”
Nang tanungin kung maaari pa ring direktang lumapit ang mga pasyente sa mga
opisina ng “concerned agencies” kahit mayroon nang Malasakit Centers, sinabi ni Go
na pupuwede pa rin.
“Hindi na nila kailangan mamasahe. Bakit pa sila pupunta diyan sa Philippine Charity
Sweepstakes Office (PCSO) kung nandiyan na ang opisina,” ani Go.
MANILA, Philippines — Nasa kamay ng mga ina ang kapakanan ng kanilang mga
anak, lalo na pagdating sa kalusugan.
Ngunit hindi sa lahat ng pagkakataon ay nababantayan nila ang kanilang mga anak.
Habang lumalaki, sila ay nagiging mas malaya sa kanilang mga nais na pagkain.
Ito ay mas napapanahon ngayong naglipana na sa merkado ang iba’t ibang uri ng junk
foods, kasama na ang mga sugary na pagkain. Dahil sa talamak na pagbebenta ng mga
ito, sa mga sari-sari store halimbawa, mas madaling nagkakaroon ng access sa ‘di
masustansyang pagkain ang mga kabataan.
Kapag masakit ang ngipin, nauunsyami ang mga aktibidad kasama ang mga kaibigan
o pamilya. Sa ganitong mga pagkakataon ay mas pipiliin na lamang manatili sa bahay.
Sa lubhang sakit ay hindi na rin nakakakain nang maayos ang bata, na siyang
nagiging dahilan ng pagkahina.
Dahil nakikita sa panglabas na anyo, ang mga sirang ngipin ay nakabababa rin ng
kumpiyansa pagdating sa social interaction.
Sa kabataan, ang pagkabulok ng ngipin ay may epekto rin sa pag-aaral. Ayon sa mga
eksperto, sakit ng ngipin ang pangunahing dahilan ng pagliban (absent) ng mga bata
sa klase. Sa isang pananaliksik, lumalabas na 97% ng edad anim na mga bata ay
nagkakaroon ng tooth decay.
Kaya naman tunay na nakasalalay sa mga ina ang pag-iwas sa dental cavities at
pangangalaga ng ngipin ng kanilang mga anak. Narito ang ilang mga hakbang upang
maituro ang kahalagan ng oral health sa kabataan:
Maging mapagmatyag sa dietary habits ng inyong mga anak. Idiin sa kanila ang
kahalagahan ng tamang nutrisyon sa katawan, kasama na ang ngipin. Iwasan ang
pamimili ng junk food, bagkus ay mag-stock ng mas masustansiyang pagkain tulad ng
gulay at prutas.
2. Maging ehemplo
Para masiguradong parating malinis ang ngipin, ugaliing magsipilyo tatlong beses sa
isang araw o pagkatapos kumain. Siguruhin din na ang toothpaste na gamit ay may
calcium at fluoride na siyang mga pangunahing sangkap na nagpapatibay sa enamel
ng ngipin at panlaban sa pagkasira nito.
4. Bumisita sa dentista
Dapat ding mag-iskedyul ng routine dental appointments ang mga nanay para sa mas
masusing pangangalaga ng oral health. Sa ganito ring paraan ay mas masasanay ang
mga bata sa dentista at mababawasan ang kanilang takot. Higit sa lahat, mas magiging
maganda at matibay ang mga ngipin sa pangmatagalan.
Sa inihaing Petition for Certiorari and Prohibition, na may petsang September 24,
2019, hiniling nila sa Mataas na Hukuman na ideklarang ‘illegal and unconstitutional’
ang pertinent provisions ng Revised Implementing Rules and Regulations ng RA No.
10952.

kumatawan ay sina Russel A. Fuensalida, Toshing Yiu, Benjamin D. Galvez, Cerilo

Ayon sa Revised IRR ng GCTA, hindi kwalipikado at hindi maaring makinabang ang
convicts sa heinous crimes, recidivists at escapees.

walang price increase, pero wala ring pagbaba.
Pagdating sa sinabi ni Diokno tungkol sa rice tarrification, ito naman ang tugon ni
Zarate: "On the contrary, ito nga ang naglubog sa utang at kahirapan sa mga
magsasaka."
Ilang buwan nang umaaray ang mga mag-uuma matapos tanggalin ang quantitative
restriction sa pagpasok ng bigas mula sa ibang bansa, na pinalitan na lang ng
pagpapataw ng taripa.
Noong Setyembre, nagreklamo rin ang mga magsasaka nang bumulusok patungong
P8 hanggang P10 kada kilo ang presyo ng palay kasunod ng liberalization.
Dahil dito, naglabas ang DOH ng listahan ng 120 na mamahaling gamot para sa
hypertension, diabetes, sakit sa puso, chronic lung diseases, chronic renal disease,
cancer, psoriasis at rheumatoid arthritis.
Dapat aniyang babaan ang presyo ng mga gamot para mas maraming Filipino ang
magkaroon ng mas maayos na kalusugan.
Ani Domingo, sa pagbaba ng presyo, hindi naman pababayaang malugi ang mga
pharmaceutical company.
Ayon kay Dr. John Wong, chairman ng Drug Price Advisory Council, ang 120 na
gamot ay napili para mabawasan ang presyo base sa average prices sa Southeast
Asian countries.
Pero wala naman daw direktang relasyon ang mga estatistika, anang mga eksperto.
Nagkakataon lang lahat, pero hindi ‘yon dahil sa haba ng “screentime” ng mga bata sa
gadgets.
Meron ding napapansin ang mga child behaviorists. Dahil daw sa screen time,
nababawasan ang oras ng mga bata sa pakikipaglaro sa isa’t isa. Naaapektuhan ang
kanilang “people skills”. Hindi na sila kasing-dali makipagkaibigan sa ibang bata sa
playground. Nagiging loner -- palasarili at makasarili. Paglaki raw nila, mahihirapan
umano sila makitungo sa kapwa: sa empleyado, boss o karanggo.
May dagdag pa r’yan ang mga sociologists. Tanong nila: kapag impersonal daw ang
mga bata ngayon, ano’ng klaseng world leaders sila magiging? Darami kaya ang
giyera dahil hindi sila sanay sa bigayan? Magiging pala-asa o uto-uto kaya sila sa
iilang natutong makipaglaro?

Sa Cotabato naapektuhan ang Sangguniang Bayan Building, Fire Station, ospital, mga
kabahayahan at maging ang KCC Mall sa lungsod ng Koronadal.
Nagkaroon ng bitak at nabasag ang mga salamin sa Veranza Mall sa North Cotabato,
SB Building sa munisipyo ng M’lang sa Maguindanao.
Bunga ng insidente ay nasuspinde rin ang klase sa mga apektadong lugar.
Dahil dito, pinayuhan ng Phivolcs ang mga residente sa mga nasabing lugar na mag-
ingat at maging alerto sa posibleng landslide lalo’t patuloy na umaakyat ang bilang ng
aftershocks.

Why?
1. In 2016, 26,000 teachers did not receive any retirement benefits because they needed
to pay their loans.
2. Public school teachers’ loans rose to almost P320 billion (P157.4 billion from GSIS and
P162 billion from private lending institutions or PLIs).
3. Department of Education Secretary Leonor Briones cited the study of the PIDS
(Philippine Institute for Developmental Studies) on households showing that public school
teachers are 50% more likely to borrow compared to other government employees.
Solution? Increase salary?
- In the last 19 years, public school teachers received over 100% increase in salaries,
119.25% to be exact. A teacher level 1 who used to receive a monthly salary of P9,466 in
2000 now receives P20,754. If you include benefits, the effective monthly pay is P30,873.

Given the above facts, ang problema ay hindi sa sahod o ang solution ay increase salary,
at lalong hindi rin sa pagbigay sa kanila ng maraming loans. (Though our teachers
deserve increase in their salaries.)

Metro Manila (CNN Philippines, September 18) — The House Health Committee
approved on Wednesday a measure institutionalizing Malasakit Centers in public
hospitals nationwide.
The Malasakit Center, a brainchild of Senator Bong Go, is a one-stop shop for
patients who need medical and financial assistance since they are not covered by
PhilHealth benefits.
The still unnumbered substitute bill states that the Malasakit Program will
complement the implementation of Republic Act 11223 or the Universal Healthcare
Law.
Aside from being a one-stop shop for cash-strapped patients, the Malasakit Center
will also provide patient navigation and referral in accessing hospital services, as well
as provide information regarding Philhealth membership, coverage and benefit
packages.
The Malasakit Center is mandated to ensure that indigent patients will not incur out-
of-pocket expenses while financially needy patients will incur the least out-of-pocket
expense.
Among the forms of medical assistance that patients going to Malasakit Centers are
entitled to include:
• Supplies, orthopedic and assistive devices, prosthesis, blood and blood products,
• Dental services, except those that are for aesthetic purpose and not medically
indicated
Albay Rep. Edcel Lagman previously criticized Malasakit Centers, saying they were
only established to boost Go’s political stature.
Go, however, insisted the centers help poor patients. He also accused Lagman of
trying to improve his public image by putting the Malasakit Centers in a bad light.

Oo nga’t may batas na umoobliga sa mga doktor na magreseta ng mga generic
medicines pero kahit ang mga ito ay apat na patong pa ring mas mahal. Kaya ayos ang
planong magpataw ng price ceiling basta’t ang presyo ay makakapantay sa halaga ng
gamot sa ibang bansa na mas mura.
NAG-VIRAL sa social media ang pagbi-vape ng isang lalaki habang nasa isang
pampublikong sasakyan. Marami ang sumaway sa kanyang pasahero sapagkat
nakasusulasok ang ibinubugang usok. Pero walang pakialam ang lalaki at nakiki-
pagtalo pa sa mga pasahero. Sa ginagawa ng lalaki na pagbi-vape, salat siya sa
kaalaman na mahigpit na ipinagbabawal ang paghithit nito sa mga pampublikong
lugar o sasakyan. Mapanganib sa kalusugan ang vape o electronic cigarettes at hindi
lamang ang gumagamit nito ang apektado kundi pati na rin ang mga nakalalanghap ng
second hand smoke.
Naaalarma na ang Department of Health (DOH) kaya nagbigay sila ng babala sa mga
gumagamit ng e-cigarettes. Katulong ng DOH ang World Health Organization
(WHO) sa pagbibigay ng babala kasunod ng mga pagkakasakit na naitala sa US dahil
sa e-cigarettes.
Sabi ni DOH Sec. Francisco Duque III, kumpara sa sigarilyo, mas matindi ang
nakalalasong kemikal na nakahalo sa e-cigarettes. At hindi lamang ang gumagamit
nito ang apektado kundi pati na rin ang nakalalanghap ng second hand smoke. Damay
din sa pagkakasakit ang nakalanghap. Delikado itong malanghap ng mga batang
kasama sa bahay sapagkat maaari silang magkasakit. Kaya ang panawagan ni Duque,
itigil na ang paggamit ng e-cigarettes sapagkat hindi ito mabuti sa katawan.
Hinihikayat ng DOH ang mga kabataan, ganundin ang mga buntis na huwag gumamit
nito.
Ganito rin ang nangyari nang lumindol noong nakaraang Abril (magnitude 6.1) sa
Porac, Pampanga na ikinamatay ng 11 katao. Isang supermarket ang naguho roon.
Nakita rin ang pagpa-panic ng mga tao roon. Marami ang hindi malaman kung saan
susuling at halos hindi alam ang EXIT. Nagpapakita lamang na walang kahandaan
ang mga tao sa pagtama ng lindol. At ang resulta, ang mga namatay ay hindi sa
pagyanig namatay, kundi nabagsakan at natabunan ng gumuhong istruktura.
Ang lindol na tumama sa Itbayat, Batanes noong Hulyo na ikinamatay ng siyam katao
ay nakapanlulumo. Maraming bahay, simbahan at iba pang lumang istruktura ang
naguho.
Mahalaga ang earthquake drill at sana hindi lamang sa Metro Manila magsagawa nito
kundi sa probinsiya man. Kailangang maihanda rin ang mamamayan sa malayong
lugar para maiwasan ang pagpa-panic.

nakasusulasok ang ibinubugang usok. Pero walang pakialam ang lalaki at nakiki-
pagtalo pa sa mga pasahero. Sa ginagawa ng lalaki na pagbi-vape, salat siya sa
kaalaman na mahigpit na ipinagbabawal ang paghithit nito sa mga pampublikong
lugar o sasakyan. Mapanganib sa kalusugan ang vape o electronic cigarettes at hindi
lamang ang gumagamit nito ang apektado kundi pati na rin ang mga nakalalanghap ng
second hand smoke.
Naaalarma na ang Department of Health (DOH) kaya nagbigay sila ng babala sa mga
gumagamit ng e-cigarettes. Katulong ng DOH ang World Health Organization
(WHO) sa pagbibigay ng babala kasunod ng mga pagkakasakit na naitala sa US dahil
sa e-cigarettes.
Sabi ni DOH Sec. Francisco Duque III, kumpara sa sigarilyo, mas matindi ang
nakalalasong kemikal na nakahalo sa e-cigarettes. At hindi lamang ang gumagamit
nito ang apektado kundi pati na rin ang nakalalanghap ng second hand smoke. Damay
din sa pagkakasakit ang nakalanghap. Delikado itong malanghap ng mga batang
kasama sa bahay sapagkat maaari silang magkasakit. Kaya ang panawagan ni Duque,
itigil na ang paggamit ng e-cigarettes sapagkat hindi ito mabuti sa katawan.
Hinihikayat ng DOH ang mga kabataan, ganundin ang mga buntis na huwag gumamit
nito.
