Midwest League SEASON CONSTITUTION

1. PURPOSE & HISTORY:

created in 2013 in order to gather computer baseball fans from around the world via the
world wide web to participate in a fun, challenging, and dynamic internet league
experience. Note the boldface type on the word “fun”. Enjoy your day!

2. FORMAT:

24 team modern day, draft, continuous ownership internet baseball league.

Each original GM started in Year 1 (2012 mlb season) by selecting one actual MLB
organization. Rosters for your team will be as they are in the regular version of the Strat
season disk. Unused teams will be dispersed via a draft consisting of ten rounds. That
draft order will be in reverse order of real-life winning percentage. All teams must be at 35
players after that draft. There is no trading of dispersal round picks or trading during
dispersal draft. You can make a trade, just announce it afterwards please.

For the 2012 Season use the Strat-o-matic CDROM 2013 and the 2012 season disk.

 All league files & information sent via email.


 Our schedule consists of 5 blocks of league play consisting of approx. 30 games.
 Each block of games will begin on the first of each month and end on the last day
of the month.
 We do not use inter league play .
 The league alignment is as follows: 2 leagues with 3 divisions & 4 teams each.
 One league will be DH style (AL) and the other league will be NON-DH style (NL).
 We play a 162 game regular season.
 Divisional winners and one wild-card team per league qualify for the post season
and a chance to compete for the World Series Championship.

3. ROSTERS:

Each GM will start the regular season with a team consisting of a 35 man roster. A
maximum of 25 pitchers are allowed on each roster as limited by the SOMBB game. A
maximum of 15 pitchers is allowed active as limited by the SOMBB game.

* A GM will designate their 25 man eligible and 10 man minors roster for each
block.
* A GM may expand their roster to 35 starting at the start of Block 5
* A GM must have at least one back-up at each fielding position active at all times
in any given block.
* A player that is eligible to field several positions can be used as the back-up for all
their eligible positions.

Claiming Franchise Players


The “claiming” of unowned players is what makes the mwl unique, but is
a complicated process. You must do the following;
1. If you have or can acquire 10 players who were on a mwl roster and
played the previous season in Major League Baseball, with your franchise;
2. Then you may claim any un-owned player who finished the Major
League Baseball season with a contract with your franchise.
3. This includes rookies and veterans who were not on an active mwl
roster.
4. The above named 10 players must be on your 25 man roster along
with any players you choose to claim. (along with your non-franchise
players).

5. The total of the 10 franchise, claims and holdovers can not exceed the roster
cut down limits. (25)
4. MANAGEMENT & ORGANIZATION:

The league is organized on a 'team effort' philosophy. The success of the league depends
on each member being accountable to meet scheduled deadlines and to communicate
effectively.

In the off-season, each manager will be given an opportunity to express their suggestions
and ideas in order to improve the league. The Commissioner will review all inquiries sent
to him thoroughly and will decide which ones will move forward to a league wide vote.

Existing rule changes are passed with a 75% minimum approval vote.

New rule changes are passed with a 51% minimum approval vote.

5. TEAM SCHEDULES:

play a 162 game regular season unbalanced schedule with no-interleague play.

6. GENERAL MANAGER TASKS & GAME PLAY INSTRUCTIONS:

The first of the month a “CM league file” will be sent out. By the 9 th of the month all teams
must create and submit a CM file to the commissioner. On the 10 th a “playball” league file
will be sent out. You will use this file to play your teams HOME games for the month. You
cannot alter your roster or rotation once the playball file has been sent out.
7. ROSTER CUTS/TRADING at end of season

Any player that is cut will be eligible in the Annual Draft.

8. ANNUAL DRAFT:

The League will hold the online Annual Draft in July/August on a website to be determined
(flory or stratdraft).

The Annual Draft will consist of the following players:


A. Roster Cuts
B. Free Agents from the previous season that also appeared in MLB the past season

Format of the draft will be a straight draft.

A GM will stop drafting players once they have acquired a full roster of 35 players. Any
remaining draft choices for this team can be traded before the teams last selection is
made or these picks will be forfeited.

Draft will use a traditional draft order based on the actual team Won/Loss record and how
far a team had reached in the playoffs in the previous season. For example the World
League Champions will pick last each round. First round playoff losers will be ranked by
season won loss, as will second round playoff losers.

In the event of a tie, the league will use actual Major League Baseball tie-breaker rules.

Any player that is accidentally omitted from the free agent pool on the draft website will
be considered ineligible for the duration of the draft and will be next available during the
following year's draft. To be clear, he would also not be eligible to be claimed during this
season as a free agent pickup.

9. WAIVER WIRE:

A GM will use the waiver system when their team has exceeded the maximum 35 man
roster limit. Any player claimed on the waiver wire is NOT eligible to be protected the next
season, they must be cut. The Waiver Wire is only to help a team get through the season
ab/ip. You must have room on your roster to add a player via waiver wire. You can drop a
player to add a player from the waiver wire. Waivers are always first come first served.

10. TRADING:

The League trade deadline occurs at the end of Block 4. Trading is permitted during the
off-season once all cuts have been submitted.

Trade Approval Procedure:


* Both GMs must confirm their trade via league wide email.

Trades that are not Permitted:


* Trading draft picks further than the next season.
* Trading of "future considerations".

11. STADIUMS:

Each team will play in their Major League Baseball affiliated Stadium as rated by SOMBB
with no modifications.

A team is contractually obligated to a life-time lease of their stadium.


12. REGULAR SEASON PLAYER USAGE:

Penalties for over usage are:

1-5 PA/IP =no penalty

6-10 PA/IP over= lower 4th pick 10 spots

11-20 PA/IP over= lower 3rd pick 10 spots

21-30 PA/IP over= lower 2nd pick 10 spots

31-40 PA/IP over= lower 1st pick 10 spots

41+ PA/IP over= loss of 1st pick, more than this will be decided by commissioner. Over usage is a total for all players
overused.

-Traded picks mean the next highest pick is penalized.

-For playoff teams overusage eliminates player from postseason

-Commissioner will hear appeals regarding usage due to extenuating circumstances.

-Overused players may be protected on the 25-man submitted roster at the price of TWO roster spots. E.g. Dodgers
overuse Kershaw and Stanton. They can be kept but would reduce the amount of protects for the Dodgers to 21 plus
Kershaw and Stanton who count as two each. Overused players cannot be traded before 25-man rosters are submitted.

BATTERS:

Are limited to 110% PA usage, stats for the league will be adjusted to 110% of real life
Players should only appear in positions that they are rated for except for the SOMBB
Outfield Conversion Chart rule - Table 8:

PITCHERS:

are limited to 110% IP usage, stats for the league will be adjusted to 110% of real life

Starting pitchers must have four days rest minimum between starts, all *starters must
have three days rest minimum between starts.

***If you run short of AT BATS or IP during the season you can use the waiver
wire (see #9 above) to claim players to get you through the season.

13. POST SEASON PLAYER USAGE:

BATTERS:

500 MLB AB and over are unlimited

1 MLB AB to 499 MLB AB and under are limited to 10% of MLB AB rounded down per
series

Players should only appear in positions that they are rated for except for the SOMBB
Outfield Conversion Chart rule - Table 8:

PITCHERS:

Are all limited to 10% of their IP rounded down per series.

14. POST SEASON SCHEDULE:

Each division winner in each league will receive seeds #1 & #2 &#3 based upon their regular
season record. One teams in each league, based upon the next best regular season records will
receive the wild card spot in each league and will receive seed #4. 1 plays 4 2 plays 3…winners
play each other….team with better regular season record gets home field advantage.
There are 3 days of rest between the end of the regular season and the first game of the post season.
There is 1 day of rest between the last game of any playoff round and the start of the next playoff
round. Teams that win their playoff series earlier than their next opponent will receive additional
days of rest depending on how many less days they needed to clinch their playoff series than their
opponent.

Each team will use a 25 man active roster for each playoff series. Changes to the 25 man
active roster may be made between each round of the playoffs but not during a playoff
series. For a SP to appear in the series he must be on the active roster.

Each series will be a 7 GAME SERIES. Games will be played with the following format. 2H,
3A, 2H where the top seed in each case will have home field advantage.

League Semi-Finals: Seed #1 will play host to Seed #4 & Seed #2 will play host to Seed
#3.

League Finals: The team with the highest seed will receive home field advantage. The
home team will dictate the style of league play ie., DH vs NON-DH.

In the event of a tie we will use actual Major League Baseball tie-breaker rules.

16. COMMISSIONER:

The Commissioner reserves the right to make any final decisions relative to the league
rules and game play situations that occur and are not covered in this constitution.
