The Westminster Foundation for Democracy (WFD) is the UK’s democracy assistance
agency, working in partnership with political parties, parliaments, and civil society

WFD is looking for an experienced Programme Coordinator and Finance Officer based
in Cotabato City, Bangsamoro, to support the implementation of WFD’s parliamentary
strengthening programme.

Salary range: USD 16,000 per annum
The Programme Coordinator will play an active role in developing WFD’s programme
and operations in Bangsamoro. They will; represent WFD locally and engage with key
stakeholders, such as leaders, members and staff of the Bangsamoro Parliament, on an
ongoing basis, Support incoming international in staff and experts and the
implementation of activities in Cotabato City and, where needed, elsewhere in the
Bangsamoro. Alongside this, the Programme Coordinator will be expected to provide
logistic and administrative support across the programme.
The Finance Officer will play a critical role in assisting WFD’s programme in the Bangsamoro
to meet its objectives by ensuring an accountable and accurate approach to handling
programme finances. This role is responsible for the accurate and efficient management of
financial procedures, developing financial reports and for ensuring excellent communication
on, and co-ordination of, important financial information such as forecasts and expenditures
with stakeholders such as in-country donor representatives and WFD colleagues in London
and abroad.
WFD’s new programme in the Philippines focuses on the Bangsamoro Parliament, the
transitional legislature of the newly established Bangsamoro Autonomous Region in Muslim
Mindanao (BARMM). The 80-member Bangsamoro Parliament’s role is to oversee the work
and performance of the Bangsamoro Transition Authority (BTA), scrutinise the codes
needed to operationalise the BARMM and, although an appointed body, provide
representation to the Bangsamoro’s citizens in the leadup to elections for the new parliament
in 2022. Challenges abound to fulfilling its mandate, given the backdrop of decades of
conflict and protracted peacebuilding as well as the limited institutional capacity of the new
legislature. WFD will focus on developing the foundations of parliamentary governance in the
Bangsamoro, sharing experience and expertise from the UK and its devolved assemblies as
well as relevant legislatures in the region and beyond.
The programme will work with a broad spectrum of stakeholders to establish parliamentary
processes and procedures. It will engage with members and staff of the Bangsamoro
Parliament to build their technical expertise, political parties and civil society organisations to
initiate issue-based dialogue, the Parliament and with women's groups and bodies to ensure
that they are able to influence parliamentary and political processes in gender sensitive
ways.
