Background:
The request for funding for Legacy Grant funds through the Greater MN Parks & Trails Commission is
open and grant applications are due at the end of July. In 2019 we submitted a grant request for a
phased project to work on improvements in LaFave Park. That funding request was not recommended
for funding by the commission. Since that application, there has been continued discussion on what
the correct Master Plan could look like for LaFave Park, and we’ve had 2-3 significant high water events
to watch more closely how water, ice and debris moves through the park.

At a late May work session, the idea of applying for install of a new boat ramp on the Red River was
discussed. Mr. Emery and I have worked through potential projects and he has created a number of
different engineer’s estimates. There are two areas of concern within the current park which need
the most maintenance attention. 1) The Red River boat ramp 2) the current street running between
the ball fields. We have prepared estimates to repair/replace these two items.

Included in the attached documents, we looks at completing a Mill & Overlay of the entire street from
2nd Ave NE to Hill St OR a 2nd option to create a dead end road by Mill and Overlay only the portion
from 2nd Ave NE to the end of the football field, and removing the portion running down to Hill St.

Pricing for those projects is below:


- New Boat Ramp (old ramp remains in place) with minimal gravel parking improvement -
$226,973.00
- Mill and Overlay along with Re-design of 1st St NW (Between softball fields) - $225,763.50
- Total Project Estimate: $452,736.50

25% Local Match of those two projects: $113,184.12

- Joint Powers Board Connection People to the Outdoors Pillar:


o The Red Lake River Corridor Joint Powers Board is also working together to accomplish
goals of the commission to better connect people to the outdoors, and the resources
made available through Legacy dollars. The JPB proposal is attached to this packet, and
include a two year local match for East Grand Forks of $2,042 per year in 2022 and
2023.
- Total Local Match split between 2022 and 2023 would be: $117,268.12

Grant Period for this application begins July 1, 2021 and must be complete by June 30, 2024. The City
would need to budget for these local match dollars in calendar year 2022 and/or 2023.

As a comparison, we also looked at two other Boat ramp improvement options, to more closely match
the LaFave Park Master Plan that was drawn last year.
- Install two new boat ramps, bituminous access road with gravel parking lot = $893,466.50 OR
- Install two new boat ramps, with bituminous access road, concrete curb & gravel parking lot =
$956,714.50

Timeline for application process:


- July 14 – discuss options at City Council Work Session
- July 21 – Seek approval of resolution for application and local match commitment
- July 24 – Application due to Red Lake River Corridor Joint Powers Board
- July 31 – Application deadline to Greater MN Parks & Trails Commission

Connecting People to the Outdoors Pillar – GMRPTC

The Red Lake River Corridor Enhancement Joint Powers Board intends to deliver on a plan that will
create community engagement opportunities for residents in NW Minnesota along with visitors to the
region from the upper Midwest and the Canadian provinces Manitoba and Ontario.

This plan will specifically address outreach and marketing strategies that target diverse and underserved
populations such as: new Americans, Native Americans, people of Latino heritage, low income
individuals, the disabled, the elderly and those that have not experienced activities on and around the
river. As a part of the comprehensive marketing plan, the focus will be on being welcoming to all those
that would like to experience the Red Lake River Corridor and what it has to offer for all ages.

Existing relationships with Public Health agencies, Community Action Agencies, local media, Convention
and Visitors Bureau’s, Riverland Association and local groups such as running clubs, bike clubs, service
clubs and the faith community will be leveraged to assist in promoting the event (series of events). Paid
advertising will also be used through media outlets along with an extensive digital marketing effort.

The plan will engage community partners that support community vitality, outdoor activities and
regional development in order to leverage community and regional resources that will provide
immediate impact as well as long term sustainability of the initiatives.

Features of the Red Lake River Corridor that will highlighted in the (event) series of events:

- Safety and Fun on the Water – Paddling, boating, fishing from the banks or docks
- Cultural Relevance of the Red Lake River Corridor – Old Crossing Treaty Park – Huot
- Mountain Biking
- Biking event using MnDOT bike fleet that is available in the region
- Triathlon event
- Development of primitive campsites along the river for multi day trip enthusiasts
- Water themed art gatherings and displays.

Safety education is of the utmost importance as we invite people to explore the river corridor. Utilizing
local outfitters, International Water Institute, Walk Bike Fun! curriculum, local biking and running clubs
and Park and Recreation Departments to train, instruct and supervise participants will be vital.

There are significant barriers to enticing new participants to enjoy the Water Trail Corridor. Lack of
awareness, safety concerns (warranted and unwarranted), perceived cost barriers, weather related
factors and general apathy toward unfamiliar outdoor activities. Messaging that specifically addresses
these concerns in addition to grassroots efforts to reach people where they are at, can break down
these barriers.

1. Creation of a media library containing professional photographs, video clips, studio produced
video stories, written testimonials, memes and high quality branded graphics. And
implementation of a coordinated marketing campaign using media and branded materials for 5
years following GMRPTC dollars have been expended.
2. Plan, market, organize and deliver on 12 events over the course of 2 years in the six cities that
are members of the Joint Powers Board. Thief River Falls, St. Hilaire, Red Lake Falls, Crookston,
Fisher and East Grand Forks. Each city will host one event per year and all events will be cross-
promoted throughout the entire region.
3. Comprehensive and intentionally inclusive advertising campaign to attract new and existing
audiences to take part in activities associated with the Red Lake River, both on the water and on
land in close proximity to the Water Trail, so users can enjoy the beauty and splendor of the Red
Lake River. Develop messaging around water safety, active living, mental health and community
pride.
4. Document accurately and consistently, the attendance of each event, noting the ratio of diverse
populations and first time users of the River as an asset. Polling, interviews, registrations etc…
Document the reaching of marketing materials through digital analytics and distribution
statistics from printed materials used and disseminated to schools, businesses, organizations,
through mailings and at large events.

Contracted services to market the Red Lake River Corridor assets as a whole and up to 2 special events
per community each year for 5 years.

Each year an application would be submitted to Explore MN via Riverland Association to leverage those
dollars with matching funds from the Explore MN marketing grant program.

Breakdown of costs

Creation of photos, video, branded materials, written stories and testimonials over a 2 year period to be
used in a coordinated way by all cities within the Red Lake River Corridor Joint Powers Board. The
Riverland Association would act as the marketing agent for coordinating and delivering a comprehensive
marketing campaign on behalf of the Red Lake River Corridor for five years after GMRPTC funding.

$40,000 for 2 years of content creation in conjunction with RLRC events scheduled for this time period.

Component #2 - Plan, market, organize and deliver on 12 events over the course of 2 years (FY21 &
FY22)

Budget $61,250 total

$5104 per event to be used for contracted services, equipment rental or purchase and marketing. At
least 30% of funding must be used to market each event.

Component #3 Comprehensive and intentionally inclusive advertising campaign

The NW Region of Minnesota and surrounding areas are increasingly becoming more diverse, however
these growing populations are not always represented accordingly.

Also, there is a large population of existing longtime residents that have not experienced river activities
other than negative situations like fighting floods. An opportunity to reframe perceptions of the river
exists and is paramount to the long term success of the Red Lake River Water Trail as a quality of life
brag point for communities and as a tourist destination.

To reach diverse populations, the first step will be to include them and get them involved in the planning
of events and the creation of an advertising campaign.

Promotional committees will be established in every community with representatives from various
sectors of the community. People of color, elderly, people with disabilities and other underrepresented
groups will be invited and recruited to be on the team.

Component #4 Document accurately and consistently attendance at events and marketing reach.

An accurate count of attendees at every sponsored event will be mandatory for each community.
Additionally, standardized questionnaires will be distributed to all participants. An online survey will be
made available to all to capture strengths and weaknesses of each event.

Digital marketing allows for detailed analytics of reach and engagement with the brand and event.
Additionally, printed materials will be distributed and documented to assure reach to underserved
populations.

TEMPLATE

MEMORANDUM AGREEMENT

This Memorandum Agreement memorializes the current status of ________________,


(the “Applicant”) which has applied for a grant from the Greater Minnesota Regional Parks and
Trails Commission (the “Commission”) as a designated regional park or trail. Applicant states
that:

1. Applicant has the right and authority to sponsor a grant funding request to the
Commission.

2. It has a right and authority to act as Legal Sponsor for the State Grant Application
(the “Application”) and will work with the Minnesota Department of Natural Resources
(“DNR”), in developing a Grant Agreement relating to the funding which may be awarded by the
Commission.

3. The Applicant certifies it has read and understands the Office of Grants
Management Conflict of Interest Policy 08-01, will maintain an adequate Conflict of Interest
Policy and monitor and report any actual, potential, or perceived conflicts of interest to the
Commission and DNR.

4. Applicant confirms all of the information in its Application and further confirms
that it has no expectation of, or entitlement to, reimbursement of costs incurred prior to grant
agreement execution date and, if applicable, it has not entered into a written purchase agreement
to acquire property described in its Application if grant funds are to be used for the purchase.

5. Applicant has or will acquire a fee interest ownership or permanent easement over
the land described in the Application for regional parks and regional special recreational feature
parks as applicable. The applicant has or will acquire a fee interest, perpetual easement or
minimum twenty (20) year lease over the land described in the Application for regional trails, or
regional special recreational feature parks as applicable, before the project proceeds.

6. Applicant agrees that it will comply with all applicable laws, regulations and
requirements as stated in the Grant Agreement with the DNR, including dedicating the park
property for uses consistent with the grant agreement into perpetuity or for trails, committing to
maintain the trails for a period of not less than twenty (20) years, and dedicating all land acquired
under the project for uses consistent with the grant agreement into perpetuity.

7. The Commission will confirm at such time that it has made the award of funds
authorizing a Grant Agreement to be developed between the DNR and the Applicant.
