[Discretionary Powers of Traffic Polices and


Due Process: A Case Oriented Analysis]

1. CONTENT

It is segregated in three sections. Section I deals with the jurisprudence of ‘due


process’ in relation to UK and USA. Traffic Rules of three states and Due Process are
related in one of the sub-sections. Section II is about the traffic rules in the Federal
Democratic Republic of Ethiopia and Section III is empirical and deals with the
practical aspects. It is based on a questionnaire answered by the drivers and on
interviews of three police officers.
The content is good but the author has not the cited the sources for most of the
assertions. The content is too long and consists of 8,500 words which also has to be
cut down. This is the biggest obstacle and has to be corrected.

2. COHERENCE
The argument flows smoothly. There is no as such inconsistency in the flow of
arguments. The conclusion goes well with the article. However, there are a few sub-
sections where the article loses its pace.

3. RELEVANCE

An Ethiopian has authored this article. There have been very few instances when
anything is written on the African jurisprudence of Constitution. Therefore, it is
highly relevant.

4. LANGUAGE
The language used is very simple. It is very easy to understand. He has elaborated a
lot of things which seems like a lecture. But holistically, it is satisfactory.

5. STRUCTURE
It is a well-structured article. The article is properly separated into sections and sub-
sections. There are instances when arguments are not that well-structure in the sub-
sections.

6. ORIGINALITY
The idea as well as the content is original. (Open Source) Dicey’s and Stephenson’s
books need to be checked for plagiarism.

7. DECISION

Accepted. However, I think that the article can be published but only after he cites all
the sources. The article has to be trimmed. There are a few other changes that are
possible regarding the structure.
