The Indian government has extended the deadline for the fifth time for its tender to set up 10 GW of solar power projects linked to 3 GW of annual solar manufacturing capacity. The tender aims to promote domestic solar manufacturing but has received little interest from bidders due to policy changes around safeguard duties on imported equipment and ceiling tariffs. Developers say the tender requirements force them into manufacturing which is not their core business and that the two year government off-take commitment is insufficient when Chinese manufacturers receive more subsidies and have higher efficiency after five years.

This is the fifth extension since May when the request for selection was floated. There were two extensions in August and once in September as bidders shunned the tender over policy chaos in the sector created by safeguard duty on imported equipment and tender norms. In May, SECI had tendered 5 GW of manufacturing capacity to be set up across the country. The manufacturing capacity was to be linked to ISTS-connected solar projects for an aggregate capacity of 10 GW. But subsequently, SECI reduced the capacity of the manufacturing tender from 5 GW to 3 GW. The minimum capacity developers could bid for manufacturing too was reduced from 1 GW to 600 MW (mega watt).Much of the blame for lack of interest among promoters lies with the safeguard duty imposed by the government recently and the subsequent decision to allow promoters to pass the impact on to consumers, while at the same setting a ceiling of Rs 2.75 per unit.India is dependent on China for 85% of the solar equipment used in the country and developers find it difficult to compete with Chinese solar panels without any support from the government. The maximum permissible tariff also acts as a deterrent.TOP COMMENTwe Indians are selfish and we don't want improvement of our environment that's why we will continue to take dump in the streets and throw Garbage everywhere , pollute all Rivers and lakes possible , ... Companies can bid for minimum 2,000 MW PPA, following which 600 MW of solar manufacturing capacity must be set up.Another deal breaker is the off take commitment of two years from the government, while developers feel at least five years is needed to match efficiency of Chinese manufacturers and subsidy they enjoy. https://timesofindia.indiatimes.com/business/india- 資料來源* 7 business/governments-mega-solar-bid-flops-again-deadline-extended- Resources for-4th-time/articleshow/66168009.cms 圖片檔案 8 Image
