INCIDENT OVERVIEW
(U//FOUO) On 28 May 2020, the Minnesota Department of Public Safety, along with local law
enforcement agencies and partners, initiated the Multi-Agency Command Center (MACC) as both a
proactive and reactive security measure for activities related to the in-custody death of George Floyd in
Minneapolis, MN.
(U//FOUO) The situation in Minnesota is extremely fluid and changes often. As the situation unfolds in
your area of responsibility, the MACC will provide information as timely as possible.
(U//FOUO) Activity across the metro is changing rapidly. It is highly probable that activity
demonstrated over the past few days will continue to occur. While there are currently planned events
over the upcoming days, we will likely see unplanned events arise. Additionally, significantly larger
crowds expected to gather at the weekend’s events.
(U//FOUO) The MACC is actively monitoring the situation. Should information/activity relevant to
specific jurisdictions emerge, we will work to provide that information as expeditiously as possible.

(U//FOUO) This Situation Report (SITREP) is intended to inform partners of potential threats, and/or
entities or events of interest which could pose a potential risk to members of the public and critical
infrastructure. This SITREP covers the period from 1100 CST, 29 May 2020 through 1800 CST, 29
May 2020.

NOTABLE ACTIVITY SINCE LAST SITREP


(U//FOUO) The following information corresponds to occurring from 1100 CST, 29 May 2020
through 1800 CST, 29 May 2020:

 (U//LES) St. Louis Park PD reported that, during the

 (U//LES) In the early morning hours of 29 May 2020, Apple
Valley PD officers were dispatched to a fire alarm at the Western
Service Center. Upon arrival, there was a fire on the west side,
inside the building, and broken glass in the area, indicative of a
possible arson. Local press reported fire and significant water
damage to the judges’ chambers and court areas. Suspects are in
custody.
 (U) Midday on 29 May 2020, an individual livestreamed herself at
the residence of former Minneapolis police officer Derek Chauvin,
in Oakdale, Minnesota. While very few people appeared to be in
the area, the property had already been substantially vandalized
(right).

INTELLIGENCE UPDATES

 (U//FOUO) The MACC received information from a credible source that “flyers” have been
posted to hit the AutoZone on 98th Street at 2000 on 29 May 2020. Other suburban AutoZone
locations could also be targeted.
 (U//LES) MACC received unconfirmed information that there may be a protest Saturday, 30 May
2020, at Red Wing Law Enforcement Center and Jail, City Center, and MCF-Red Wing. No
further information at this time.
 (U//FOUO) The MACC has received unconfirmed reports of the possibility of affluent
neighborhoods and areas outside of the immediate metro being targeted. No further information
at this time.
 (U//FOUO) The MACC has received reports of activist groups from out-of-state planning to
travel to Minnesota to join demonstrations. No further information at this time.
 (U//FOUO) The MACC has received reports that groups of vehicles are travelling to retail
businesses without license plates. Individuals will jump out of the vehicles, loot the store and
quickly depart the area.

 (U//LES) The MACC received information that the cartels in Mexico are upset that some
of the businesses they were utilizing to launder money back to Mexico have been burned
down in the Minneapolis area during ongoing riots and looting. They have given the
“green light” to gangs in the Twin Cities to protect their businesses and “do what they
have to do” against African Americans and law enforcement.

INVESTIGATIVE UPDATES
 (U) Minnesota Department of Public Safety Commissioner Harrington announced former
Minneapolis police officer Chauvin was in BCA custody.
 (U) Hennepin County Attorney Mike Freeman announced Chauvin has been charged with third
degree murder and manslaughter in the death of George Floyd. The criminal complaint is available
online.
