3. Background
The Improved Cerenkov Viewing Device (ICVD) is the main instrument used by the IAEA for the
qualitative (Method H) verification of spent nuclear fuel stored underwater.
The ICVD was developed with the support of the Canadian and Japanese support programme. The
AECL ICVD was selected for field use by the IAEA, among various developed prototypes.
The instrument allows the inspectors to observe the Ultra Violet (UV) radiation generated in the water
around pins of irradiated fuel by Cerenkov Effect and for concluding if the observed item is or is not an
irradiated fuel assembly. The inspector observes both the geometry of the object and the Cerenkov
glow profile to make his assessment. The assessment normally requires only a few seconds for an
experienced inspector, so the ICVD represents a very effective verification tool. Additionally,
compared to other instruments available for the same verification, the ICVD has limited impact on the
facility operation as it doesn’t require any fuel movement or instrument contact with the potentially
contaminated spent fuel pond water. Only exclusive use of the spent fuel pond bridge is needed
during the verification.
The ICVD shares the same light intensification technology used in the night viewing devices, the main
difference being that the night viewing devices amplify the light from visible to infrared and present the
image in a monochromatic display shifting all the wavelengths to a single colour. The ICVD filters
visible and infrared light and collects and amplifies only the UV light characteristic of Cerenkov light
emission. This difference places constrains on the materials used for the optical components:
conventional glasses absorb the UV light, so in order to extend the sensitivity to the UV range fluorite
and quartz have to be used.

In the new conceptual design for the Cerenkov Viewing Device the filter will be included in the lens, while
in the currently used design the filter is included in the body of the instrument.

4. Statement of Work
The Contractor shall carry out the activities listed below and provide the deliverables specified.
Within three months after the start of the project, the Contractor shall deliver:
a. A complete set of computerized drawings including:
o mechanical drawings;
o electronic schematics;
o Circuit boards gerbers;
b. Document with calculation of the device predicted performances 3.
Within three months of acceptance by the IAEA of the deliverables specified in Phase 1, the
Contractor shall deliver a working prototype of the Cerenkov Viewing Device as designed and
approved in Phase 1.

Performance should be qualified in terms of photon gain, image resolution, image magnification.

Performance, design and environmental parameters of the instrument shall comply with parameters
listed in the three tables below.

Signal to Noise Ratio should be measured at a given fixed light level of 108 μlx (in International Units) or
10-5 foot candle (in American Units).

b. The user shall have the possibility to enlarge the image either optically or digitally.
c. The user shall be able to record a picture either with the instrument itself or with an optional
recording accessory.
d. The instrument shall present a monochromatic, preferably green, image with minimum 1024
levels. Optionally the image might be presented in false colours with a Matlab Jet Colormap
[3]. The user shall be able to choose between monochromatic or colour presentation.
a. The instrument will be used in radiation controlled areas to observe the Cerenkov light glow
emitted by submerged irradiated nuclear fuel.
b. The instrument will be used in conjunction with a C mount lens 5, capable of transmitting UV
light and with a removable filter to cut all light with wavelength greater than 365 nm.
c. The user will lean over the rail of the spent fuel pond bridge and align his position with the
item under observation. The instrument should hence be designed without loose parts that
could be accidentally dropped into the spent fuel pond.
d. The weight balance of the instrument should minimize the strain on the handles when the
instrument is aligned vertically.
e. The design of the instrument should be optimized to allow the user a comfortable and safe
grip of the instrument.

5.1.9 Warranty
Warranty on the prototype shall be not less than 2 years from the signature date of the acceptance
protocol. The warranty shall include labour and shipment of parts.
