Dear Sirs,

PetroVietnam Exploration Production Corporation (PVEP) is the operator of the

exploration project on Block 42, Offshore Southern Vietnam, is planning to drill one (01)
firm well with the depth of at approximately 3385m (+/- 200m) which is expected to
commence in August, 2015. The estimated time for operation is around 2.5 months
including well test. The Well information summary is briefly described in the Attachment
1 – Well Information Brief herewith

In case you are interested in supplying of Drilling Rig and Related services under
Turnkey Contract for PVEP, please fill in the following forms as detailed in Attachment
2 – Survey Questionnaire, Attachment 3 – Pre-qualification Requirement, Attachment 4 –
Questionnaire for Drilling Services and Attachment 5 – Questionnaire on Safety and
