FOLLOW UP LETTER ON CONDITIONS OF SERVICE: FORMER COMMISSIONERS TO THE
ZIMBABWE ANTI-CORRUPTION COMMISSION The above matter refers Following the meeting held in your office on the 18 th June 2020, with former Commissioners, Dr. N. Silukhuni and B. Ndou, we humbly request your esteemed office to assist facilitate the provision of residential stands in Harare, to all the concerned former Commissioners of the Zimbabwe Anti-Corruption Commission as provided for by authority from the Office of the President and Cabinet with reference AC/24/631 dated 13 February 2019. BACK GROUND The Former-Commissioners to the Zimbabwe Anti-Corruption Commission’s term of office ended on 31 January 2019 and their conditions of service were spelt out by the Office of the President and Cabinet attached herewith as Annexure A referenced AC/24/631 dated 13 February 2019. The above captioned minute on paragraph 4 directed the Secretary to the Zimbabwe Anti-Corruption Commission to communicate with the Secretary for Local Government (understandably so, as this was before the split of the Ministry of Local Government and National Housing) The Secretary to the Zimbabwe Anti-Corruption Commission on 22 February 2019, and in full compliance to this Cabinet directive, wrote a letter to the Secretary for Local Government Public Works and National Housing advising the above office of the cabinet authority as well as seeking the office to provide the former ZACC commissioners with the stands in low density suburbs, in Harare. The minute is herewith attached referenced as Annexure B.
ACTION TAKEN BY THE MINITRY OF LOCAL GOVRNMENT
Since February 2019 to date, the Ministry of Local Government has not taken any action and neither has it acknowledged receipt of the letter from the then Secretary to the Zimbabwe Anti- Corruption Commission, Mr. S. Pondo. SUBSEQUENT FOLLOW UP BY THE CONCERNED COMMISSIONERS The apparent dead silence over the issue prompted former Commissioners Dr. N. Silukhuni and Mr. B. Ndou to make a follow up with the Secretary to the Ministry of National Housing and Social Amenities, who in turn referred the duo to the Secretary, Ministry of Local Government as the matter had not been handed over to him during the split of the two ministries. On getting to the Ministry of Local Government, the duo was advised to go back to the Ministry of National Housing and Social Amenities for an official letter from the Secretary requesting the Secretary for Local Government to hand over the case to National Housing. It is this bureaucratic delay /red tape which prompted the duo to approach your honorable office for assistance. OBJECTIVE We humbly request your office to facilitate the provision of the said stands to the former commissioners as explained in this minute. The attached reference letters can always be verified with the relevant offices of issue as a due diligence procedure, by yourselves. The names of the former Commissioners are: Dr. Job Whabira Dr. Nanette Silukhuni Dr. Catherine Muchechetere Goodson Nguni Boyana Ndou Christina Fundira Denford Dzingirai Chirindo Farai Mashonganyika Chinyani We are confident that your office shall assist the former Commissioners by providing them with low density residential stands in Harare, as this is part of their conditions of service and there is cabinet authority.
