MSOT Dictionary

A
Actions
Action, immediate
Action carried out during the duration of the MSOT in view of a at-risk practices or
conditions, by eliminating/reducing the risk, by protecting oneself or informing others of
the risk.
The Visitors must systematically cause the participant to find the action by himself and to
be personally involved in carrying it out.
It
 Improves the safety of the examined activity
 Demonstrates the possibility of intervention by acting on behaviors
 Maintains the level of Requirements

Action, deferred
Short medium term action decided upon by one of the two Visitors.
It is not always the director, but always the manager. He takes it to his level of
responsibility by commiting the resources that he controls.
It may be curative, corrective or preventive.

Action, curative
Action to eliminate the observed discrepancy (ie remove from risk matrix)

Action, corrective
Action aimed to avoid repeating the observed discrepancy by improving practice, tools or
PPE ( ie to reduce severity, or frequency in the risk matrix).

Action,preventive
Action aiming to avoid the appearance of potential similiar discrepancies (to proactively
apply improved practice to other areas )

At-risk Practice
Action of a person who
 Is unaware of the risk to which he/she is exposed or to which he/she exposes others
 Does not apply (*) the measures adapted to the risk to which he/she is exposed or to
which he/she exposes others
(*) does not elaborate and apply the measures…. (Practice at Risk of a manager)

At-risk Situation
Situation
 For which the Actors, Methods, Equipment, Environment or Materials do not fulfill
their expected functions, do not conform to the "requirements"
 That may lead to an accident
 That always results in one or more at-risk practices.
 On which the actors present in the field do not have the means to act

Management Safety Observation Tours
Visit of a manager and one of his/her direct managers in the field, in the direct manager’s
area of responsibility. They meet a participant in the field to
- examine, together and by speaking, the risks linked to the operation in progress,
- demonstrate Good Safety Practices and the points to be improved,
- together take as many immediate actions as possible to correct the anomalies
- commit to deferred actions, at their levels, in the short or mid term, to avoid repetition
of anomalies
- improve the safety of operations on a permanent basis.
Management Safety Observation Tour is abbreviated MSOT.

Pair of Visitors
The MSOT is always conducted by a pair of Visitors.
In the majority of cases: a head (n+1) with one of the direct managers (n). To complete the MSOT
done by the managerial staff, one may envision the MSOT performed by mixed pairs "Visitor
responsible within the Department visited" + "Other manager not belonging to this department".

Participant
Member of the operators of the department visited who meets the visitors during a
MSOT. The participant carries out the operation that is examined during the MSOT.

Safety Requirements
Measures designed to bring the risks to which people are exposed or to which people
expose others under control. There are several types:
- regulatory obligations
- directives from the Enterprise Group
- Safety Instructions that are applicable on a site
- Safety Instruction specific to an activity department of the site
- Acts of the trade, "trade practices"

Safe Practice
The action of a person who
 is aware of the risk to which he/she is exposed or to which he/she exposes
others
 applies suitable measures to the risk to which he/she is exposed, or to which
he/she exposes others

Topic of the MSOT
Elementary phase of an operational activity (ex.: Preparation of a truck load,…) or a
supporting/support activity (ex.: Safety Training, Regulatory Control of slings) that is
examined in detail during the MSOT

Visitor
A member of the line of command. May be direct supervisory and chain of command or support
functions.
