Chapter 3 Definitions
3.1 General.
The definitions contained in this chapter apply to the terms used in this document. Where terms
are not defined in this chapter or within another chapter, they should be defined using their
ordinarily accepted meanings within the context in which they are used. Merriam-Webster's
Collegiate Dictionary, 11th edition, is the source for the ordinarily accepted meaning.

NFPA Official Definitions

3.2.
1* Approved.
Acceptable to the authority having jurisdiction.
3.2.2 * Authority Having Jurisdiction (AHJ).
An organization, office, or individual responsible for enforcing the requirements of a code or
standard, or for approving equipment, materials, an installation, or a procedure.
3.2.3 * Code.
A standard that is an extensive compilation of provisions covering broad subject matter or that
is suitable for adoption into law independently of other codes and standards.
3.2.4 Guide.
A document that is advisory or informative in nature and that contains only nonmandatory
provisions. A guide may contain mandatory statements such as when a guide can be used,
but the document as a whole is not suitable for adoption into law.
3.2.5 * Listed.
Equipment, materials, or services included in a list published by an organization that is
acceptable to the AHJ and concerned with evaluation of products or services, that maintains
periodic inspection of production of listed equipment or materials or periodic evaluation of
services, and whose listing states that either the equipment, material, or service meets
appropriate designated standards or has been tested and found suitable for a specified
purpose.
3.2.6 Recommended Practice.
A document that is similar in content and structure to a code or standard but that contains only
nonmandatory provisions using the word “should” to indicate recommendations in the body of
the text.
3.2.7 Shall.
Indicates a mandatory requirement.
3.2.8 Should.
Indicates a recommendation or that which is advised but not required.
3.2.9 Standard.
An NFPA Standard, the main text of which contains only mandatory provisions using the word
“shall” to indicate requirements and that is in a form generally suitable for mandatory reference
by another standard or code or for adoption into law. Nonmandatory provisions are not to be
considered a part of the requirements of a standard and shall be located in an appendix,
annex, footnote, informational note, or other means as permitted in the NFPA Manuals of
Style. When used in a generic sense, such as in the phrase “standards development process”
or “standards development activities,” the term “standards” includes all NFPA Standards,
including Codes, Standards, Recommended Practices, and Guides.

1 Administration.
The practice of managing the electrical inspection processes or activities.
3.3.2 * AHJ Requirements.
The codes and standards, product certification requirements, policies, and procedures that
are adopted or approved by the authority having jurisdiction (AHJ). [1078:20XX]
3.3.3 * Construction Document.
The plans, specifications, and other documents that describe the construction project.

3.3.4 Deficiency.
3.3.4.1 * Administrative Deficiency.
A procedural condition that prevents the completion of the electrical inspection process.
3.3.4.2 * Critical Deficiency.
A condition that does not conform to AHJ requirements and presents an imminent hazard to
persons or property.
3.3.4.3 * Noncritical Deficiency.
A condition that does not conform to AHJ requirements and does not present an imminent
hazard to persons or property.
3.3.5 * Electrical Inspection.
A process that includes administration, plans review, and field inspection to ensure that the
workmanship and materials used in the installation, construction, and maintenance of
electrical systems for an occupancy use comply with AHJ requirements. [1078:20XX]
3.3.6 * Electrical Inspector.
A person responsible and qualified to perform one or more functions of an electrical
inspection, including administration, plans review, or field inspection. [1078:20XX]
3.3.7 Field Inspection.
An onsite review and assessment to ensure the workmanship and materials used in the
installation and maintenance of new or existing electrical systems comply with AHJ

3.3.8 Plans Review.
A review and assessment of construction documents to ensure the design and layout of new
or existing electrical systems comply with AHJ requirements. [1078:20XX]
3.3.9 * Product Certification.
A process to verify that a product meets the qualification criteria stipulated in a standard,

The difficulty is that this sometime electrical inspection staffing levels is not considered as fire
prevention and are driven by local expectations and capabilities, and that electrical inspection may
provide a more cost-effective strategy for reducing fire losses with the context of maximizing the ISO
Public Protection Classification (PPC) ratings.
When considering staffing levels, the number of electrical permits and the percentage of permit fee
should also be reflected.

concise recording of the inspection using media that will allow the inspector to recall and
communicate their observations at a later date. Common methods of accomplishing this goal
include, but are not limited to, the use of photographs, videos, diagrams, maps, overlays, audio
recordings, laser surveys, notes, sketches, and reports. Thorough and consistent accurate
