Introduction:
As patrolling officers it is our prime responsibility to ensure road

safety on roads and our today’s lesson is an introductory session about Road Brain storming

Safety and its importance. In this lesson we will define Road Safety and

discuss in detail its importance, standard measures and different ways of its

improvement.

What is Road Safety?

“Road Safety refers to methods and measures for protection of road


users (pedestrians, bike riders, drivers/passengers of animal drawn vehicles
and motorists of all type of multi-wheel transport) reducing the risk of their 10 min
being killed or seriously injured”.

WHY ROAD SAFETY IS IMPORTANT?

According to a report published by the WHO in 2013 estimated that
1.3 million people were killed and 50 million injured in traffic collisions on
the road around the world each year and was the leading cause of death
among children 10-19 years of age. The report also noted that the problem
was most severe in developing countries.

Components of Road Safety.

The three components of road safety are :


1. Engineering 20 min
Engineering is the first major component of Road Safety and can be
further divided into two categories:
i. Road Engineering
ii. Vehicle Engineering

i. Road Engineering
As patrol officers we should know that Road Engineering involves
the planning, designing, construction, operation and maintenance of
roads, bridges, and tunnels to ensure safe and effective transportation
of people and goods. Road Engineering must take into account future
traffic flows, design of highway intersections, geometric alignment
and design, pavement materials and structural designs of pavement
thickness. In addition to road structure Road Furniture is also very
important to enhance the safety of road users.

2. EDUCATION
Education is the second component of Road Safety. Road safety education
develops knowledge, skills, attitude (KSA) and values that enable all road
users to use the roads safely.

i. Road Safety education plays an important role in shaping the


attitudes and behaviors of road users especially children and
young people in ensuring that they become responsible
drivers, passengers / pedestrians and cyclists.
ii. Educating children and young people at a very early age and
that this can lead to safer behaviors in later life.
Children and young people are at significant risk on our roads
and according (WHO-2008) report. Road trauma is the
leading cause of death and the second most frequent cause of
hospitalization among children. Hence proper Road Safety
education can greatly help in controlling this trend.

SOURCES OF ROAD SAFETY EDUCATION:

i. Parent: It is a primary responsibility of parents to educate their


children about general road safety tips, especially about the
pedestrian safety tips.
ii. Educational Institutions: There can be certain improvements in
Road Safety if it is included in the syllabus of schools and
colleges. 5 min

iii. Computer and internet: The use of internet and social media
can play crucial role in educating people about Road Safety
awareness.
iv. Road Safety walks: Road Safety walks by private / public
organizations can also be very effective in creating awareness
about Road Safety.
v. Media: Print media and electronic media can also play an
important role in creating awareness about seatbelts, helmets and
over speeding etc.
vi. Seminars: Seminars by different stack holder can also be very
helpful in educating different segments of society about the Road
Safety rules its methods and importance.
METHODS USED BY POLICE OFFICERS FOR ROAD SAFETY
EDUCATION:
i. Briefing: First priority of all traffic enforcement agencies is to
educate the road users during the road journey. Police officers can
educate / brief. Pedestrians and drivers on briefing points i.e. toll
plazas, bus stops, taxi stands and interchanges. This tool is very
effective and also very helpful in image building of police outfits
(like Motorway Police, highway patrol, warden and other traffic
related agencies). NH&MP officers during patrolling duty also
educate the road users about seat belts, speed limits, bad weather
ahead, road construction, etc. Law Enforcement is not the only
responsibility of the NH&MP, but its top priority to educate and
help the road users.
ii. Mobile Education Units: Mobile Education Units are another
Road Safety tool used by police organization to create awareness
among road users, school children and citizens. These units
comprise of at least two patrol officers, a Mobile Education Van

and Road Safety material in the form of power point
presentations, videos, songs, cartoons, pamphlets etc. These units
visit bus terminals / stands, multinational companies of goods
transport and educate their drivers at their home centers.
iii. Guidance Centers / Help Centers: In Pakistan, guidance centers
of NH&MP are working in many major cities to guide the drivers
and public about safe road travelling and help them all the way.

Now we will discuss the 3rd component of Road Safety i.e.


Enforcement.
3. ENFORCEMENT AND ITS IMPORTANCE
Enforcement means the implementation of traffic rules and laws by
the different traffic regulatory agencies.
Enforcing traffic laws is important to increase Road Safety. Effective
and intelligent Enforcement enhance safety of road users.
Enforcement tools:
i. Patrolling: Continuous and active patrolling of police vehicles is
a major tool which makes road users obey the traffic laws and
regulations.
ii. Speed Checking: Speed checking is also a major tool in
reduction of crashes related to over speeding. Speed measuring
cameras may be installed in mobile on in stationary at a certain
place.
iii. Strict and intelligence Enforcement.
iv. Checking of driving licenses.
v. Surprise checking in unmarked vehicles.
Benefits of proper traffic laws Enforcement:
a. Reduced fatalities.
b. Avoidance of traffic jams.
c. Check on traffic violations.
d. Financially beneficial for road users.
e. Traffic law enforcement is an effective tool to reduce criminal
activity, it provides a visible deterrence and patrol officers
enforce traffic laws and apprehend criminals.

HOW CAN WE IMPROVE ROAD SAFETY?


Road safety needs a collective effort by the government and
citizens and it can be improved by focusing on the three E’s of road
safety i.e Engineering, Education and Enforcement.
Talking of Engineering, being a sister agency to NHA, NH & MP
has an advisory role in its area of jurisdiction regarding matters of road
engineering. So as patrolling officers we need to keenly observe the road, its
condition, its furniture, any existing fault or presence of some irregularity
and need of any extra facilities such as: pedestrian crossing, parking place,
bus lane, cycle lane etc. In our sub beat area and report it to our higher
administration for timely communication to the concerned quarters to
address these issues. Our input may be in the following form:

 Improvement in the quality of roads.


 Improvement in design, construction and operation of roads as
per existing standards.
 Mechanism of regular assessment of road’s safety.
 Provision and proper infrastructure laced with all the
necessary road furniture.
 Erecting Road Caution Signs at necessary places.
 Equipping all new vehicles with maximum safety measures.
 Promoting use of crash avoidance technologies.
 Encouraging managers of fleets to purchase operate and
maintain safe vehicles.
 Adopting ABS in cars.
 Using seat belts and helmets.

Education

Standards of road safety can be improved by properly educating the road


users and as NH & MP Officers we may contribute in the following manner:
 By promoting public awareness of risk factors.
 By adopting model road safety legislation.
 Placing pedestrians and children at first priority.
 Developing pre-hospital first aid skills in personnel of
agencies providing services on roads.
 By enhancing life saving skills of first responders.

Enforcement

As patrolling officers it must be borne in our mind that adherence and respect
for road rules is imperative in achieving road safety standards. So as NH &
MP Officers we can ensure this in the following manner:

 Enforcing lane discipline.


 Ensuring safe distance between vehicles.
 Enforcing proper use of indicators / Signals.
 Making the road users respect the right of other drivers.
 Properly investigating crashes and providing legal
help/assistance.

Conclusion:
In Today’s lesson we focused upon the definition, its importance and the
measures which can be adopted in this regard to make the travelling of road
users safe and secure. Especially considering the fact that fatalities on roads
are one the biggest cause of deaths in the world. And we can effectively
control it by simply adhering the traffic rules and respecting other’s rights on
the roads.
