KEY QUALIFICATIONS
Chris Leithead was a police officer for 30 years. He held a number of positions of responsibility in the
Metropolitan Police most recently within the Headquarters Traffic Branch where he was the senior officer and
was responsible for developing policy, supervising central traffic functions and co-ordinating operational traffic
policing throughout the Metropolitan Police District. He resigned from the police to become a traffic consultant.
He has since assisted numerous local authorities in England, Wales, Scotland and the Republic of Ireland to
introduce decriminalised parking enforcement and other parking and traffic management schemes.
EXPERTISE
Chris Leithead has been involved in the introduction of decriminalised parking enforcement since its inception.
He is able to assist and advise a local authority through all stages from the development of a parking strategy to
implementation, whether by a service provider or in-house team. He has practical experience of traffic
management and enforcement and of the management of enforcement. Having managed on-street enforcement
himself he is able to give local authorities guidance in this vital area.
He is familiar with all aspects of traffic legislation, Traffic Regulation Orders and Traffic Management Orders.
He is experienced in the use of ParkMap and has developed a system of preparing a Consolidation Order that is
particularly efficient for local authority enforcement and the preparation of cases for the Adjudicator.
He is experienced in the camera enforcement, having been responsible for overseeing the introduction of speed
cameras into the United Kingdom and the development work on the use of video cameras for moving traffic
offences.

current enforcement situation, advice in relation to operational issues associated
with traffic wardens, removals and clamping. This includes the benefits of direct

Bath and North Preparation of a study and associated consultancy brief for the development of a
East Somerset comprehensive parking strategy for Bath and North East Somerset
Ipswich Comprehensive reviews of parking for the Borough as part of their strategy of
seeking a sustainable transport package. The Borough is adopting a strategy of
park-and-ride and this needs to be complemented by town centre parking supply
and financial measures. The strategy is to seek a balance between restraint on
commuters and adequate access to support the town’s retail centre. The study also
made recommendations regarding the potential implementation of decriminalised
parking enforcement.

RELEVANT EXPERIENCE
Enforcement Restructuring the Metropolitan Police Traffic Branch in order that their duties and
responsibilities meet the organisational needs of the service. Reorganising the
Traffic Warden Service to meet the needs of the Traffic Director for London for
Red Route enforcement. Discussions with the Department of Transport for the
responsibility for traffic enforcement to be transferred from the Home Office.
Red Routes Assisting the Department of Transport in determining the extent of the network.
Implementation of the pilot together with determining the levels of enforcement.
Assisting the Traffic Director and his staff with the development of the whole
network.
Operational Co-ordinating the operations of all Traffic Patrol officers, both in enforcement of
moving and stationary traffic offences, defective and overweight vehicles and
maintaining traffic flow. Control of vehicle removal and immobilisation
throughout London together with responsibility for the Traffic Warden Service.
Control Rooms Staff Officer to Deputy Commissioner ‘B’ (Technical Services) during the
commissioning of the current Central Command Complex at New Scotland Yard,

Penalties Developing the system for the conditional offer of fixed penalty notices whereby
drivers not stopped at the time can be issued subsequently with a fixed penalty
notice and unpaid fines can be enforced through the criminal courts. When
establishing decriminalised parking enforcement devising a system for collecting
penalties by the highway authority where the civil courts enforced unpaid
penalties.
