Honors Student Advisory Council Bylaws

Preamble
The University Administration and the Student Government hereinafter recognizes the Honors
Student Advisory Council as the official representation and administration of the Honors
Program populace of Eastern Kentucky University. The Honors Student Advisory Council shall
serve as the coordinators of community service events specifically designed for the Honors
Program and the methods of which make the events transpire.

Article I
General Membership
Sec. A Membership and Representation
1. The membership of the Honors Student Advisory Council of Eastern Kentucky University
shall consist of officials elected by the Honors Program populace.
2. Every Honors Student Advisory Council member has the capability of openly discussing all
material presented during the meetings.
3. Every Honors Student Advisory Council member is permitted to participate in all of the
organization’s sponsored activities.

Sec. B Egalitarian Membership


1. No member of the Honors Student Advisory Council will be discriminated against in any
manner at any time.
2. Any member of any age, race, religion, gender, sexual orientation, nationality, and disability
will have equal rights as a member of the Eastern Kentucky University Honors Student
Advisory Council.

Sec. C Membership Requirements


1. All members of the Honors Student Advisory Council will be required to uphold the
standards required by the Honors Program of Eastern Kentucky University.
2. In the occurrence of failure to appear to more than three Honors Student Advisory Council
meetings per semester without due cause, the member is eligible for impeachment. (Article
IV, Section IV)
3. Honors Student Advisory Council members are required to participate and attend the
majority of Honors Student Advisory Council sponsored events and activities, which includes
fundraising events and community service events.

Sec. D Term of Office


1. Each elected and/or appointed official of the Honors Student Advisory Council shall serve a
one-year term unless a failure to meet membership requirements occurs or an
impeachment process is completed.
a. Exception to the one-year term would be the Vice-President who is elected for a term
which is successive to President the following academic year.
2. If an appointed official meets the membership requirements but wishes to participate in
educational experiences that will inhibit their ability to perform their duties for the full
duration outlined may be asked to resign.
a. If time permits following the resignation, elections may be held for the following
semester. If time does not permit, filling the position is under the discretion of the
remaining council members.
b. If the vice-president wishes to pursue these experiences, the council members will
decide if the vice-president will return for the presidency or if another will take the
position. If the position needs to be filled, council members have priority, or an election
will be held. All remaining positions will be filled through elections.

Article II
Officer Core

Sec. A The Office of the Honors Student Advisory Council President


1. The President shall preside over all HSAC meetings
2. The President shall plan meeting times for the semester
3. The President shall serve as HSAC (Honors) representative to university administration as
needed
4. The President shall serve as HSAC representative to Honors Advisory Committee (HAC)
5. The President shall be responsible for reserving facilities for all events

Sec. B The Office of the Honors Student Advisory Council Vice President
1. The Vice-President has the option to serve as the President of the Honors Student Advisory
Council during the next school year
a. If the Vice-President decides not to take this option, then elections will be held during
the normal election proceedings and the Vice-President will serve as special assistant to
the newly elected president.
b. The office of Vice-President is a two year commitment and so the candidate must have
two years remaining until graduation in order to run.
2. The Vice President shall serve as president in the absence of the president.
3. The Vice President shall assist the Service Coordinator in planning and executing service
events.
4. The Vice President shall take/monitor attendance at HSAC meetings.
5. The Vice President shall monitor HSAC bylaws and holding HSAC members accountable for
following the bylaws.

Sec. C The Office of Communications Coordinator


1. The Communications Coordinator shall take minutes at each HSAC meeting.
2. The Communications Coordinator is responsible for knowledge of and advertising all events
in various ways – talking to students, flyers, social media, etc.
3. The Communications Coordinator shall assist the Service Coordinator in planning and
executing service events.
Sec. D The Office of Finance Coordinator
1. The Finance Coordinator is responsible for maintaining and reporting HSAC budget to all
HSAC members.
2. The Finance Coordinator shall plan/monitor fundraising needs.
3. The Finance Coordinator shall plan financial needs for all service events in conjunction with
the Service Coordinator.
4. The Finance Coordinator shall assist the Service Coordinator in planning and executing
service events.

Sec. E The Office of Service Coordinator


1. The Service Coordinator shall be the contact person for all service projects and community
agencies.
2. The Service Coordinator shall present all proposed service events to HSAC and coordinates
all service events
3. The Service Coordinator shall is responsible for coordinating and executing at least 8 service
events per year in cooperation with the Officer Core.

Article IV
Impeachment

Sec. A Eligibility for Impeachment


1. Only in the most extreme circumstances of dereliction of duty is impeachment considered.
a. Extreme circumstances include, but are not limited to, three or more unexcused
absences in a semester, failure to uphold duties as stated by the bylaws, exhibiting
character undesirable to represent the Honors Program, etc.

Sec. B Authority
1. All Council members have the authority to initiate the process of impeachment.

Sec. C Final Vote


1. The officer eligible for impeachment must be informed one week prior to the final vote.
2. The officer has the opportunity to defend his/herself.
3. In order for an impeachment to be approved, the final vote must result in a majority of
present HSAC members in favor of approval.
a. The President only votes in impeachment proceedings in the event of a tie.

Sec. D Emergency Election


1. An emergency election can then be convened in which to replace the impeached council
member.
a. If the impeachment occurs in the Fall semester, nominations will be open to the entire
Honors Program, and all Honors students will be able to vote in the election. If no one is
nominated, the Council will appoint someone to fill the position.
b. If the impeachment occurs in the Spring semester, it will be at the discretion of the
Council whether or not to hold an election.
Article V
The Honors Student Advisory Council Advisor

Sec. A Duties
1. The Honors Student Advisory Council Advisor shall provide advice, guidance, and support to
the Honors Students Advisory Council.
2. The Honors Student Advisory Council Advisor shall be available to all members of the
Honors Student Advisory Council.
Article VI
Meetings

Sec. A General Meetings


1. The date of the meeting shall be discussed and accepted by all members of the Council.
2. Meetings shall occur at least bimonthly. Meetings beyond this minimum are determined by
the President.
3. All members are required to attend all Honors Student Advisory Council meetings unless
excused by the Vice-President.

Article VIII
Finances
Sec. A Allocation
1. The Honors Student Advisory Council may allocate funds for any Honors Student Advisory
Council events.
2. The Honors Student Advisory Council may allocate funds to any non-profit organization if it
is agreed upon by all Honors Student Advisory Council members and the Honors Student
Advisory Council Advisor.
3. All funds allocated must be agreed upon by all Honors Student Advisory Council members
and the Honors Student Advisory Council Advisor.

Article IX
Elections

Sec. A Nominations
1. An open call for nominations shall be held at least two (2) weeks prior to elections and close
the Sunday before the election.
2. All nominations shall be sent to the President.
3. Any enrolled Honors student may be nominated.
a. All nominees must be notified and accept their nomination (unless self-nominating).
b. Former HSAC members who had been impeached are ineligible to be an officer for the
following academic year.
Sec. B Election Process
1. Elections shall be held at or prior to the “End of the Year” event.
2. All nominees must make a brief speech on their behalf at the event, even if running
unopposed.
3. All Honors students may vote.
4. The newly elected officers will be notified by the President.
5. In the event of a tie, the current Council votes on the tied nominees.

Article X
Bylaws

Sec. A Amendment Process


1. Any member can propose a change or amendment to the bylaws at any point during the
year.
2. The proposal must be presented, and is voted on during the following meeting.
3. Amendments must be approved unanimously.

Sec. B Yearly Bylaw Review


1. The bylaws will be reviewed for potential changes or amendments at the last meeting of the
academic year.

Article XI
Mission

Sec. A Mission
The mission of the Honors Student Advisory Council shall be to promote a spirit of service
among the Honors Program populous by providing quality community service opportunities
