Overall lockdown and relaxations


• The state government has decided to make mandals as hotspots instead of districts. State has 97 mandals in red out of 676 mandals in State. All
the red mandals and cities/towns/municipalities will be under extended lockdown till 3rd May. No relaxations/exemptions are allowed in these red
mandals
• Limited activities will be permitted in Green Mandals as per Central Government Guidelines
• Department of Industries and Commerce, Government of Andhra Pradesh has also developed an Operational Guidelines on preparing workplaces
for prevention of COVID-19 in Andhra Pradesh to be referred by various industries for starting operations post lockdown.

Intrastate movement of stranded persons


• One time inter-district movement of persons of the following categories is allowed on 25, 26 and 27 April:
o Medical grounds (treatment purposes). They need to apply for e-pass from Deputy Commissioner. Allowed to and fro journey.
o Employees of central government, private sector, public sector undertakings who are stranded either at place of work or at home and would
like to travel to either place of work or residence.
o Students travelling to their homes. Individuals having compelling reason to travel to a location in another district.
o One way travel of persons with private vehicle if they have e-pass.
o Workers/labourers/staff of contractors/firms/industries. The contractors/firms/industries to apply for e-pass to Deputy Commissioner and
arrange own transport.
o Persons who require public transportation. Such persons to call #104 helpline and provide details. Government will arrange transportation
through Assam State Transport Corporation.
o No one is allowed to go out of districts of Goalpara, Nalbari, Morigaon, Golaghat and Dhubri. Persons from other districts may come to these
districts.

Validity of e-passes in view of extension of lockdown period till 3 May


 Lockdown extended till 27 Apr 2020, post which the relaxations would be reviewed.
 The validity of the passes/e-passes authorisation letters (issued by Offices of District Magistrates/District Deputy Commissioners of Police/Head
of the Departments or gazette Officers authorised by them) expiring on 14-Apr-2020 is hereby extended till 3-May-2020. There shall be no need to
re-validate these from the issuing authority concerned.

Industries Services

• Export oriented units within municipal units are allowed to re-start operations from • Self employed workers such as plumbers ,
25th April 2020. The units should have export orders and should not fall under electricians, carpenters, moto-repairing and auto
containment zones mechanics etc, can resume their duties.
• Industrial units falling outside the jurisdiction of Municipal Corporations and
Nagarpalikas of the state can start their operations from April 20. If possible, these
units should also arrange accommodation facilities for the workers within the factory
premises; and they should also ensure that the workers make minimum commuting
• A committee will be formed at the district level under the leadership of District
Collector who will oversee the implementation of the relaxation to industries and
commercial activities in her/his jurisdiction.

Labour and employment


• No relaxation will be applicable in the areas identified as hotspots and containment zone
• No worker will be allowed to work for over 12 hours a day or 72 hours a week
• At least half an hour break between 6-hour shift
• No females will be allowed to work between 7 pm to 6 am
• Wages should be in proportion to existing wages.

Offices of the State Government, autonomous bodies and local governments


• Revenue, Police, home guards, civil defence, fire and emergency services, prisons, I&PRD, legal metrology department, including licensees and
municipal and panchayat services will function without any restrictions
• All other departments of State Government to work with restricted staff. 50 per cent of Group A and B officers shall attend the office. Group C and
D will attend up to 33 per cent of strength, as per requirement and ensuring social distancing. Remaining officers shall work from home and shall
be available for duty on-call. However, delivery of public services shall be ensured, and necessary staff will be deployed for such purpose.
Government servants can make inter district travel using their identity cards for official purposes. However, travel to adjacent district is only
permitted

Movement of persons
• Movement of private vehicles will be restricted with odd-even scheme on alternate days. Vehicles with odd numbers will be permitted on Mondays,
Wednesdays and Fridays. Vehicles with even numbers will be allowed on Tuesdays, Thursdays and Saturdays
• The odd-even scheme will not be applicable on Sundays
• Exemptions from the odd and even scheme for - critical services and emergency operations, vehicles driven by staff on Government duty including
Government agencies and banks and those on emergency duties specified in the guidelines, doctors and health workers on public and private
sector, media personnel, ladies and differently abled persons travelling solo or with dependents and electric vehicles
• In all such cases, two passengers besides the private vehicle driver can be permitted in the backseat, in case of four-wheelers; in case of two-
wheelers, only the driver of the vehicle is to be permitted. Pillion is allowed only if it is a family member
• Bus travel within the district shall be permitted only for transporting labourers and staff who are engaged in the exempted categories subject to the
social distancing norms and Standard Operating Protocol (SOP) in this regard. Public transport is not allowed
• Sign-on and sign-off of Indian Seafarers at Indian Ports and their movement for the aforesaid purpose as per the SOP issued by MHA
• The inter-State movement of pregnant women, people seeking medical treatment in Kerala, people travelling in connection with death of a relative
or an imminent death will be governed by Government Order dated 15 April 2020
• Morning/ evening walks and jogging wearing face masks and ensuring social distancing are permitted across the State, except in hotspots.

Screening and quarantine of those entering Mizoram


• All drivers and handymen who are plying vehicles carrying essential goods and other permitted items into Mizoram from outside the state will be
housed in government institutional quarantine facilities. Till the time they are involved in the transport of essential goods, they will work from such
quarantine facilities without coming into contact with others; they will be permitted to go home, after 14 days, post their last carriage of essential goods.
During their stay at the quarantine facilities, family members and others will not be allowed to visit them.
• Tankers under All Mizoram Petroleum Dealer Association (AMPEDA) and Mizoram Tanker Drivers Association (MTDA) transporting petroleum
products from outside the state will stay at the dedicated designated facility at Vairengte earmarked for them, after unloading the goods. They will work
from this facility without coming into contact with their family members.
• Any medical cases (patients) who have been permitted to come home to Mizoram will stay under ‘home quarantine’ if the Medical Board decides so.
(The permission for home quarantine can be given only by the Medical Board set up in each District for the purpose).
• Everyone who is advised to be under quarantine must register their mobile number on mCOVID-19 mobile application

Partial relaxations announced


Only some of the MHA relaxations will be applicable in the rest of the districts/ municipal corporations. They are as follows:
• MNREGA works, especially those related to irrigation and water conservation in rural areas excluding containment zones and Red Blocks as
updated from time to time by the Health and Family Welfare Department; conditional on adherence to strict social distancing guidelines, workers
being provided with masks and not more than a third of the required number of labourers to be mobilised
• Construction projects in rural areas including irrigation, de-silting of tanks and channels, ongoing works with regard to dam safety, buildings
(including the construction and maintenance of Medical Colleges and hospitals), roads and bridges, water supply and sanitation, brick kilns,
hardware material supply on call basis, electricity related works (generation, transmission and distribution)
• State/Central Government offices for the maintenance of essential services with attendance not exceeding 33 percent of the total staff
• All facilities in the supply chain of essential good, whether involved in manufacturing, wholesale or retail of such goods through local stores, large
brick and mortar stores or e-commerce companies including food processing units such as bread factories, milk processing plants, flour mills, dal
mills etc. located in urban areas
• Facilities for export/import such as Pack houses, inspection and treatment facilities for seeds and horticulture produce
• Research establishments dealing with the agriculture and horticulture activities
• Operation of home for children/disabled/mentally challenged/senior citizens/destitute/women/widows, bed side attendants and care giver of senior
citizen residing in their homes.

1. What is a hotspot? 5. What type of commercial and private establishments, will be allowed to

Hotspots refer to areas of large COVID-19 outbreaks or clusters with significant spread. These

An area under geographic quarantine is called a containment zone and its adjoining blocks will

Guidelines for migrant labour
• Migrant labourers currently residing in relief/shelter camps in States/UTs to be registered with the concerned local
authority; their skill mapping be carried out to assess suitability for various kinds of works

• If such labourers want to return to work, they should be screened; only asymptomatic persons would be transported to
their respective places of work

• During the journey by bus, adherence to safe social distancing norms to be ensured and the buses to be sanitised as
per the guidelines of the Health authorities. Local authorities to provide for food and water etc., for the duration of the
journey

• No interstate movement of labour allowed from where they are currently located
