1 Scope
This document specifies performance requirements for thermoplastics manholes and inspection chambers
and their joints intended to be used for non-pressure underground drainage and sewerage applications and
gives associated test methods for verification and evaluation of conformity with this document. This document
includes separate tests for the near surface components, the riser shaft and the base unit, all of which can be
supplied either individually or as a kit for site assembly. It does not include the testing requirements for the
cover and frame. It includes suggested classification levels but allows the manufacturer to declare his
individual test results.
Products conforming to this document may be used internally within a building or externally and may also be
used in renovation and replacement.
This document also applies to manholes and inspection chambers used in highway, railway or other surface
water drainage systems but covers only those characteristics subject to regulatory requirements.
This document neither includes catch pots and gullies nor does it include covers or frames these being
specified in EN 124 [1].

3 Terms and definitions


For the purposes of this document, the terms and definitions given in standards referred to in Clause 2 and
the Bibliography and the following apply.
3.1
base unit
component produced by moulding or forming intended for use as the base of a manhole or inspection
chamber. It allows direct connection to buried drain or sewer pipes and includes integrally formed channels
with benching as appropriate. Such components may be of sufficient strength to enable them to resist ground
and water loadings or may be intended as liners fully supported by external concrete

riser shaft
usually circular structure providing a vertical conduit between the base unit and the near ground level. It can
be supplied either as a separate component for site jointing to the base unit or integrally formed with the base
unit by the manufacturer
3.3
near surface components
components which, where provided, connect to the top of the riser shaft and provide a seating for the cover
and its frame. They are only usually used in areas of high traffic loading and are intended to spread vehicular
wheel loadings into the ground and minimize the transmission of this load to the riser shaft

inspection chamber
drainage or sewerage fitting used to connect drainage or sewerage installations and/or to change the direction
of drainage or sewerage runs, which terminates at ground level and has a riser shaft with a minimum outer
diameter of 200 mm and an inner diameter of less than 800 mm (see also EN 476:1997 for non-circular
chambers)
NOTE The termination at ground level permits the introduction of cleaning, inspection and test equipment and the
removal of debris but does not provide access for personnel.

4 Performance requirements

4.1 Loading

4.1.1 Maximum load for admissible deformation


The maximum load for admissible deformation is addressed as the surface and traffic loading of the near
surface manhole and inspection chamber components subject to surface loading. It shall be tested according
to 5.1.1. The vertical loading shall be expressed as one of the classes given in Table 1 or the actual minimum
test load in kN obtained in the test.

NOTE The test method has been designed to test the near surface components. It
does not purport to specify the requirements of the cover and frame.

4.1.2 Mechanical stability of risers


The manufacturer shall declare the minimum stiffness value when the riser is tested in accordance with 5.1.2.
NOTE The stiffness value can be used to determine the maximum installation depth to which the riser shall be
subjected.

4.1.3 Mechanical stability of base components


When tested in accordance with 5.1.3 for a test period of 1 000 h at a pressure defined by the manufacturer
the chambers shall not buckle. The manufacturer shall declare that pressure in metres head of water as the
maximum depth of ground water to which the base component may be subjected.

4.2 Dimensions

4.2.1 Internal dimensions


The nominal internal (opening) dimensions shall conform to the requirements given in 6.1.1 to 6.1.3 of
EN 476:1997.

4.2.2 Dimensional tolerances relating to jointing surfaces


The manufacturer shall declare the dimensional tolerances for the jointing of the components, either by means
of:
a) a reference to a specific European product standard as given in Clause 2, as applicable; or
b) in the absence of a European Standard, reference to a specific European product specification published
by a recognized European organization or International Standard; or by

c) stating the values of his own specification and associated jointing method.
Dimensions shall be measured in accordance with 5.2 and shall be within the declared tolerances.

4.3 Leaktightness

4.3.1 General
In order to enable the declaration of leaktightness of both the riser assembly and the elastomeric sealing ring
joints, the requirements of 4.3.2 and 4.3.3 shall apply.
For systems with a joint design not intended to meet the tightness requirements of 4.3.2 and/or 4.3.3, the
declaration “Non-watertight joints” shall be used.

4.3.2 Chamber components


When riser to base joints and joints between risers are tested according to 5.3.1 the result shall be reported as
either:
— leakage expressed in litres / hour / joint;
— no water leakage, expressed as watertight.

4.3.3 Pipe connections


When joints between the base and connected pipework are tested in accordance with 5.3.2, the result shall be
reported as either:
— no water leakage occurs;
— the loss of under-pressure does not exceed 0,03 bar (10 %).

4.3.4 Leaktightness of joints made by using adhesive bonding or fusion techniques


Jointing systems using adhesive bonding or fusion techniques are considered to be leaktight provided the
jointing work is executed in accordance with the manufacturer’s instructions. Such instructions shall be made
available by the manufacturer.

4.4 Durability

4.4.1 Durability of manhole and inspection chamber bases


The durability of manhole and inspection chamber bases is characterised as follows:
a) bases of a single polymer material fulfilling all the material-related requirements in EN 1401-1, EN 1852-1,
prEN 12666-1, prEN 13476-1, EN 13598-1, or prEN 14758-1, as applicable, and which meet all the
requirements of this standard are presumed to be durable;
b) bases meeting all the requirements of this document but manufactured in materials not covered by a) are
considered to be durable when tested for a period of 1 000 h in accordance with 5.1.3;
c) bases intended for use at depths of ≤ 1,25 m are consider to be durable when tested under conditions of
negative pressure for a period of 100 h as described in Table 1 of EN 13598-1:2003.

4.4.2 Durability of thermoplastics risers and thermoplastics near surface components


Risers and near surface components shall be manufactured from products conforming to EN 1401-1,
EN 1852-1, prEN 12666-1, prEN 13476-1, EN 13598-1, prEN 14758-1 or from the same material as the base,
as defined in 4.4.1, and the durability class declared accordingly.

4.4.3 Durability of elastomeric sealing joints


The elastomeric sealing ring shall conform to the EN 681-1, EN 681-2, EN 681-3 or EN 681-4, as applicable,
thus ensuring the long-term durability of the joint.

4.5 Release of dangerous substances


For products sold within the European Economic Area (EEA), see ZA.1. Products sold outside the EEA shall
conform to any regulatory provisions on release of dangerous substances applicable in the country of use.

5 Test methods

5.1 Loading

5.1.1 Surface and traffic loading


The surface and traffic loading shall be determined in accordance with prEN 14802, using the parameters
given therein.

5.1.2 Stiffness of riser shaft


The stiffness of the riser shaft shall be determined in accordance with prEN 14982.

5.1.3 Mechanical stability and durability of base components


The stability of inspection chamber and manhole bases, and their durability, shall be determined in
accordance with prEN 14830 at either a minimum pressure of 0,2 bar or (0,1 × max. manhole depth in m) bar
whichever is the greater.

5.2 Dimensions and dimensional tolerances


The dimensions of inspection chambers and manholes shall be measured in accordance with EN ISO 3126.

5.3 Tightness

5.3.1 Riser joints


The watertightness of joints between base and riser and between the riser sections shall be determined
according to EN 13598-1 or EN 476, as applicable.

5.3.2 Joints to pipework


Joints between the chamber base and the jointed piping system shall be tested by the appropriate test for
watertightness for the piping system as described in EN 13598-1.

6 Evaluation of conformity

6.1 General
The conformity of the products to the requirements of this document and to the stated values (including
classes) shall be demonstrated by:
— initial type testing;
— factory production control by the manufacturer, including product assessment.

6.2 Initial type testing


All characteristics given in Clause 4 shall be subject to calculation and/or initial type testing as relevant for the
product.
Relevant type tests shall be carried out to demonstrate compliance with this document. Type tests shall also
be carried out on new products and whenever there is a change in design, and/or extension of the product
range and /or in material and/or in production method, other than routine in-process adjustment (see Table 2).
Tests previously performed in accordance with the provisions of this document (same product, same
characteristic(s), the test method, sampling procedure, system of attestation of conformity, etc.) may be taken
into account for the purposes of initial type testing.

For the purposes of ITT products may be grouped into families per characteristic where it is considered that
the test results for that characteristic from any one product within the family is representative of all other
products within the family.
Material modifications within certain limits are not considered a change of material. Guidance for these limits
can be found in ENV 1401-2 [2] for PVC-U, ENV 1852-2 [3] for PP, prCEN/TS 12666-2 [4] for PE and
prCEN/TS 13476-2 [5] for structured wall components of PVC-U, PP and PE.
For tests previously performed in accordance with the provisions of EN 1401-1, EN 1852-1, prEN 12666-1,
prEN 13476-1, EN 13598-1, or prEN 14758-1 where they relate to the characteristics of this document and
where carried out on products of the same design, the results may be taken into account.
Where sealing rings have already been shown to comply with EN 681-1, EN 681-2, EN 681-3 or EN 681-4, no
further testing is required to demonstrate conformity with the requirements of this document.
Test reports shall be kept by the manufacturer for at least 10 years after the date of last production of the
product to which they apply.

6.3 Factory production control by the manufacturer


The manufacturer shall establish routine shop floor testing of products for each machine producing products.
The minimum sampling frequency shall be as specified in Table 3. If any failure is found the manufacturer
shall bond all product back to the last pass and eliminate all non conforming product from that batch.
Manufacturers shall ensure that all products remain the same as those subject to ITT by indirect testing or
procedures which control material, dimensions and, if using PVC-U, the moulding stress. Stress shall be
tested by heat testing in accordance with Method A of EN 763:1994 at a temperature of 150 °C for a time as
defined in A.3 of EN 763:1994. The manufacturer shall ensure that the level of stress does not exceed that of
the samples submitted for type testing.
Where the manufacturer purchases bought in sub components he shall establish a system of receiving
inspection to ensure the suitability of those sub components. The receiving inspection system shall ensure
that where the sub components are covered by a technical specification but have not been shown to comply
with that specification that the sub components are checked to ensure the same degree of conformity of the
component with this document.
The FPC shall be documented by the manufacturer in his quality manual and include all steps of the
production process. The documentation shall describe all the indirect procedures being applied to survey the
production process and to check the essential performance characteristics of the product(s). The
documentation shall be appropriate to the manufacturing process and kept up-to-date. The controls shall be
carried out in each production plant and an appropriate list of the performance characteristics to be checked
shall be established for the products.
Manufacturers operating a quality system, which conforms to or is no less stringent than the relevant
requirements of EN ISO 9001:2000 and which is made specific to products covered by of this document are
deemed to satisfy the FPC requirements of this document.

Clauses of this European Standard addressing the provisions of the EU


Construction Products Directives

ZA.1 Scope and relevant characteristics


This European Standard has been prepared under Mandate M/118 “Waste water engineering products” given
to CEN by the European Commission and the European Free Trade Association.
The clauses of this European Standard shown in this annex meet the requirements of the mandate given
under the EU Construction Products Directive (89/106/EEC).
Compliance with these clauses confers a presumption of fitness of the construction products covered by this
annex for their intended uses indicated herein; reference shall be made to the information accompanying the
CE marking.
WARNING: Other requirements and other EU Directives, not affecting the fitness for intended use, may be
applicable to the construction products falling within the scope of this standard.
NOTE 1 In addition to any specific clauses relating to dangerous substances contained in this standard, there may be other
requirements applicable to the products falling within its scope (e.g. transposed European legislation and national laws,
regulations and administrative provisions). In order to meet the provisions of the EU Construction Products Directive,
these requirements need also to be complied with, when and where they apply.

This annex has the same scope as Clause 1 of this standard with regard to the products covered. It
establishes the conditions for the CE marking of manholes and inspection chambers for use as indicated and
shows the relevant clauses applicable (see Table ZA.1).

Construction product: Manholes and inspection chambers components.

Intended use: Access to buried drain or sewer systems intended for conveyance under gravity
or occasionally at low head of pressure and installed in areas subjected to
pedestrian and/or vehicular traffic.

The requirement on a certain characteristic is not applicable in those Member States where there are no
regulatory requirements on that characteristic for the intended end use of the product. In this case,
manufacturers placing their products on the market of these Member States are not obliged to determine nor
declare the performance of their products with regard to this characteristic and the option “No performance
determined” (NPD) in the information accompanying the CE marking (see ZA.3) may be used. The NPD
option may not be used, however, where the characteristic is subject to a threshold level.

ZA.2 Procedure for the attestation of conformity of manholes and inspection

ZA.2.1 System of attestation of conformity
The system of attestation of conformity of manholes and inspection chambers indicated in Table ZA.1 in
accordance with the Decision of the European Commission (1999/472/EC EC and amendment 2001/596/EC)
as given in Annex III of the mandate M/118 Waste Engineering Products, is shown in Table ZA.2 for the
indicated intended use and relevant level or class.

The attestation of conformity of manholes and inspection chambers indicated in Table ZA.1 shall be based on
the evaluation of conformity procedures indicated in Table ZA.3 resulting from application of the clauses of
this standard indicated therein.

prepare and retain a declaration of conformity, which entitles the manufacturer to affix the CE marking. This
declaration shall include:
— name and address of the manufacturer, or his authorised representative established in the EEA, and the
place of production;
— description of the product (type, identification, use, ...), and a copy of the information accompanying the
CE marking;
NOTE Where some of the information required for the Declaration is already given in the CE marking information, it does not need to
be repeated.

— provisions to which the product conforms (i.e. Annex ZA of this EN), and a reference to the ITT report(s)
and factory production control reports (if appropriate);
— particular conditions applicable to the use of the product e.g. maximum recommended depth in ground
and the maximum recommended level of ground water;
— name of, and position held by, the person empowered to sign the declaration on behalf of the
manufacturer or his authorised representative.
The above mentioned declaration shall be presented in the official language or languages accepted in the
Member State in which the product is to be used.

ZA.3 CE marking and labelling


The manufacturer or his authorised representative established within the EEA is responsible for the affixing of
the CE marking. The CE marking symbol to affix shall be in accordance with EU Directive 93/68/EEC and
shall be shown directly on the product, or it may be on the accompanying label or the packaging.
The following information shall accompany the CE marking symbol:
— number of this European Standard;
— name or identifying mark and registered address of the producer;
— the last two digits of the year in which the marking is affixed (this may be the date of manufacture, if this is
the same).
The CE marking symbol shall also appear on the commercial documents e.g. a delivery note together with the
following information:
— number of this European Standard;
— name or identifying mark and registered address of the producer;
— the last two digits of the year in which the marking is affixed (a reference may be made to the date of
manufacturing on the product);
— description of the product and intended end use;
— internal dimensions (opening size);
— manufacturer’s recommended method of jointing (if relevant);
— manufacturer's recommended method of installation and any limitations e.g. the maximum recommended
level of ground water and the maximum load or class for admissible deformation;
— leaktightness;
— mechanical stability of riser;
— durability class.
If an assembly is sold as separate parts, at least each base shall be marked and accompanied by the relevant
assembly documentation.
The “No Performance Determined” (NPD) option may not be used where the characteristic is subject to a
threshold level. Otherwise, the NPD option may be used when and where the characteristic, for a given
intended use, is not subject to regulatory requirements in the Member State of destination.
Figure ZA.1 gives an example of the information to be given on the commercial documents.

be accompanied, when and where required and in the appropriate form, by documentation listing and any
other legislation on dangerous substances for which compliance is claimed, together with any information
required by that legislation.
