Foreword

This document (EN 14409-1:2004) has been prepared by Technical Committee CEN/TC 155 "Plastics piping
systems and ducting systems", the secretariat of which is held by NEN.
This European Standard shall be given the status of a national standard, either by publication of an identical text or
by endorsement, at the latest by March 2005, and conflicting national standards shall be withdrawn at the latest by
March 2005.
This document is a part of a System Standard for plastics piping systems of various materials used for renovation
of existing pipelines in a specified application area. System Standards for renovation dealing with the following
applications are either available or in preparation:
— Plastics piping systems for renovation of underground non-pressure drainage and sewerage networks;
— Plastics piping systems for renovation of underground water supply networks (this application);
— Plastics piping systems for renovation of underground gas supply networks;
— Plastics piping systems for renovation of underground drainage and sewerage networks under pressure;
— Plastics piping systems for renovation of industrial pipelines.
These System Standards are distinguished from those for conventionally installed plastics piping systems by
setting requirements for certain characteristics in the as-installed condition, after site processing. This is in addition
to specifying requirements for system components as manufactured.
Each of the System Standards comprises a:
— Part 1: General
and all applicable renovation technique family related parts from the following list:
— Part 21): Lining with continuous pipes
— Part 3: Lining with close-fit pipes
— Part 41): Lining with cured-in-place pipes
— Part 61): Lining with inserted hoses
A consistent structure of clause headings has been adopted for all parts to facilitate direct comparisons across
renovation technique families.
Figure 1 shows the common part and clause structure and the relationship between EN 14409 and the System
Standards for other application areas.
According to the CEN/CENELEC Internal Regulations, the national standards organizations of the following
countries are bound to implement this European Standard : Austria, Belgium, Cyprus, Czech Republic, Denmark,
Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta,

Introduction
The requirements for any given renovation technique family are covered by Part 1: General, applied in conjunction
with the relevant other part. For example, for the requirements relating to Lining with continuous pipes it is
necessary to refer to both parts 1 and 2. Complementary information is contained in ISO/TR 11295 [5] and a
supporting standard, EN 13689 [1], listed in the bibliography.
Not all technique families are applicable to every area of application, and this is reflected in the part numbers
actually included in each System Standard. For the present document, the parts 1, 21), 3, 4 1), and 6 1) of
EN 14409 apply.
Recommended schemes for assessment of conformity of the plastics piping system with all relevant requirements
are provided by way of informative annexes to each part.
Attention is also drawn to EN 805 which has been taken into account during the preparation of this document.

1 Scope
This document specifies the requirements and test methods for plastics piping systems used for renovation of
underground water supply networks which transport water intended for human consumption, including raw water
intake pipelines. It is applicable to pipes and fittings as manufactured as well as to the installed lining system; it
does not cover sprayed coatings, the existing pipeline or any annular filler.
This part of EN 14409 deals with the general requirements common to all relevant renovation techniques as
defined in 3.2.

For the purposes of this document, the terms, definitions, symbols and abbreviations given in EN ISO 472:2001
and EN ISO 1043-1:2001 and the following apply.

3.2 Terms and definitions related to techniques


The various techniques for renovation of underground water supply networks, within the scope of pipeline
rehabilitation techniques generally, are shown schematically in Figure 2.
NOTE For definitions of renovation techniques shown in Figure 2 but outside the scope of this document see EN 13689 [1].

The technique families within the scope of this document are defined as follows:
3.2.1
lining with continuous pipes
lining with pipe made continuous for the length of the section to be renovated prior to insertion, and which has not
been shaped to give it a cross-sectional diameter smaller than its final diameter after installation
3.2.2
lining with close-fit pipes
lining with a continuous pipe for which the cross-section is reduced to facilitate installation and reverted after
installation to provide a close fit to the existing pipe
NOTE For the reduction in cross-section there are two options as follows:
a) reduction in the pipe manufacturing plant; the pipe is usually supplied coiled on a reel from which it is directly inserted;
b) reduction on site; the pipe is usually fed through the reduction equipment and simultaneously inserted in one continuous
string.

lining with a flexible tube impregnated with a thermosetting resin which produces a pipe after resin cure

3.4.1
virgin material
material in a form such as granules, powder or liquid that has not been subjected to use or processing other than
that required for its manufacture, and to which no reprocessable or recyclable material has been added

own reprocessable material
material prepared from rejected unused pipes and fittings, including trimmings from the production of pipes and
fittings, that will be reprocessed in a manufacturer’s plant after having being previously processed by the same
manufacturer by a process such as moulding or extrusion, and for which the complete formulation is known

external reprocessable material
material from rejected unused products or trimmings that will be reprocessed and that were originally processed by
another manufacturer
NOTE If a manufacturer has a production of products other than pipes and fittings, reprocessable material from that
production is considered as external reprocessable material when used for pipes or fittings production.

4 Pipes at the "M" stage


NOTE For pipes at the “I” stage see Clause 7.

4.1 Materials
Only the use of virgin and own reprocessable materials shall be permitted.

4.2 General characteristics


No general requirements apply.
NOTE 1 The choice of colour should follow national identification requirements.
NOTE 2 Colours used nationally for sewers and/or gas supply pipes should not be used for water supply pipes within that
nation, and vice versa.

4.3 Material characteristics


The pipe material shall conform to the requirements of EN 805 in respect of its effect on water intended for human
consumption.
NOTE Attention is drawn to any national requirements which can apply.

4.4 Geometric characteristics


No general geometric requirements apply.

4.5 Mechanical characteristics


No general mechanical requirements apply.

4.6 Physical characteristics


No general physical requirements apply.

4.7 Jointing
For the requirements for jointing techniques used to attach and/or assemble components, the applicable part of
EN 14409 for each technique family applies.
NOTE Integral joints are considered as part of the pipe.

4.8 Marking
The pipes shall be permanently and legibly marked in such a way that the marking does not initiate cracks or other
types of premature failure and that storage, weathering, handling and installation (see Clause 8) do not affect the
legibility of the marking.
The pipes shall be marked with at least the following information:
a) manufacturer’s name and/or trademark;
b) nominal size or other dimension (e.g. dn);
c) SDR or wall thickness or ring stiffness (as applicable);
d) material;
e) manufacturer’s information in clear figures or in code, providing traceability to production period (specified by at
least year and month), and production site if manufacturer is producing at several sites;
f) approval mark (if applicable).

5 Fittings at the "M" stage


NOTE For fittings at the “I” stage see Clause 7.

5.1 Materials
Only the use of virgin and own reprocessable materials shall be permitted.

5.2 General characteristics


No general requirements apply.
NOTE 1 The choice of colour should follow national identification requirements.
NOTE 2 Colours used nationally for sewers and/or gas supply pipes should not be used for water supply pipes within that
nation, and vice versa.

5.3 Material characteristics


The fitting material shall conform to the requirements of EN 805 in respect of its effect on water intended for human
consumption.
NOTE Attention is drawn to any national requirements which may apply.

5.4 Geometric characteristics


No general geometric requirements apply.

5.5 Mechanical characteristics


No general mechanical requirements apply.

5.6 Physical characteristics


No general physical requirements apply.

5.7 Jointing
For the requirements for jointing techniques used to attach and/or assemble components the applicable part of
EN 14409 for the relevant technique family applies.
NOTE Integral joints are considered as part of the fitting.

5.8 Marking
Where fittings are specified by normative reference to another plastics piping system standard, no marking
additional to that specified in the referenced standard shall be required.
Fittings specified in detail in other parts of this document EN 14409 shall be marked with at least the following
information:
a) manufacturer’s name and/or trademark;
b) nominal size or other dimension (e.g. dn);
c) SDR or wall thickness or ring stiffness (as applicable);
d) material;
e) manufacturer’s information in clear figures or in code, providing traceability to production period (specified by at
least year and month), and production site if manufacturer is producing at several sites;
f) approval mark (if applicable).

6 Valves
The maximum permissible longitudinal, radial and shear stress resistance of the pipe/valve assembly shall be
documented in the component product specification.

7 Fitness for purpose of the system for pipes and fittings at the “I” stage
NOTE 1 Pipes and fittings at the “M” stage are covered in Clause 4 and Clause 5 respectively.
NOTE 2 In the case of interactive linings the effects on the host pipe should be assessed (see EN 13689 [1]).

7.1 Materials
The pipe and any fittings may be made of different materials, provided these conform to 4.1 and 5.1 respectively of
parts 2 to 4 and 6 of EN 14409.

7.2 General characteristics


The installed lining system shall meet the fitness for purpose requirements (e.g. pressure test) given in EN 805 and
in the technique related parts 2 to 4 and 6 of EN 14409 as applicable.
NOTE Attention is drawn to the need for care in respect of the potential for any residues of materials, lubricants or other
chemical agents from the installation process to damage the surrounding environment.

7.3 Material characteristics

7.3.1 Effect on water quality


The installed lining system shall conform to the performance requirements of EN 805 in respect of its effect on
water intended for human consumption.

NOTE Attention is drawn to any national requirements, which can apply.

7.3.2 Sealing rings


Elastomeric sealing rings shall conform to the performance requirements of EN 681-1.

7.4 Geometric characteristics


The installed lining system shall have a minimum free bore in accordance with the design requirements (e.g. flow
capacity, structural stability, routine maintenance).
NOTE 1 Free bore has two aspects. The first (cross-sectional) free bore is to ensure that adequate cross-section is retained
for flow capacity. The second (dimensional) free bore is to ensure that adequate width and height are retained for routine
maintenance equipment to be used, or for access to be maintained in the installed pipeline system
NOTE 2 The maximum free bore of a renovated pipeline system is limited by the internal dimensions of the existing pipeline at
the time of lining, and also by the wall thickness and closeness of fit of the installed lining system which will generally vary
according to the renovation technique used. For guidance on design aspects reference is made to EN 13689 [1].

7.5 Mechanical characteristics


All elements of the installed lining system shall be able to withstand without leakage, and for the full design life, all
stresses arising from operation within the system parameters and any residual stresses caused by the installation
or thermal effects.
For interactive liners, the lining system shall be capable of spanning holes and gaps in the wall of the existing
pipeline at the rated pressure and for the design life of the system.
NOTE 1 The calculations of any residual stresses are design issues outside the scope of this document.
NOTE 2 Hole and gap spanning are design issues outside the scope of this document. For additional information see EN
13689 [1].

The system supplier shall document compliance with the prevailing requirements.

7.6 Physical characteristics


No general requirements for physical characteristics apply to the installed lining system.

7.7 Additional characteristics


No general requirements for additional characteristics apply to the installed lining system.

7.8 Sampling
For the purposes of type testing, samples shall be taken either from actual installations or from simulated
installations.
NOTE It is possible that a single installation operation could include some parts which constitute actual installations and
some which constitute simulated installations.

8 Installation practice

8.1 Preparatory work

8.1.1 Location of existing pipeline system


A survey shall be undertaken and data recorded in order to determine the existing pipeline system, comprising all
components, e.g. location and depth of all access points, branches, connections and other fittings. Where relevant
the survey shall also include the location of other underground apparatus.

8.1.2 Dimensions of existing pipeline system


The relevant dimensions, e.g. length, diameter etc. of the existing pipeline system comprising all components shall
be documented. Where possible this shall be by direct measurement.

8.1.3 Condition of existing pipeline system


The condition of the existing pipeline system comprising all components shall be determined. The documentation
shall include but not be limited to:
— type of design, e.g. material, construction etc.
— structural condition
— branches and connections
— obstructions
— displaced joints, settlement and/or deformations of the pipeline
— leakage
— biological growth, corrosion and/or encrustations
NOTE The structural condition is particularly important for interactive linings. Further information may be obtained from EN
13689 [1].

8.1.4 Provisional water supply


The survey shall identify the need to provide a temporary supply. The quality of the transported water shall conform
to the requirements of EN 805.

8.1.5 Surround of existing pipeline system


Any evidence of deterioration of the surrounding ground, e.g. by leakage, erosion or contamination, shall be
documented.

8.1.6 Preparation of existing pipeline


Prior to lining any local obstructions to installation shall be removed and any necessary repairs, e.g. to locally
collapsed or excessively deformed sections of pipe or holes in the pipe wall, shall be completed. Immediately prior
to lining, the existing pipeline system shall be checked and cleaned, e.g. by pigging or scraping.
If contamination has been identified then appropriate steps to ensure adequate remediation or protection shall be
taken.

8.2 Storage, handling and transport of pipes and fittings


Storage, handling and transport of pipes and fittings shall be conducted in accordance with the requirements of
EN 805. In addition the manufacturer's prescribed procedures for storage, handling and transport of all lining
system components shall be adhered to.

8.3 Equipment

8.3.1 General
Installation, inspection and lifting equipment shall be as specified by the system designer and/or installer. It shall
conform to the relevant construction and safety standards.
NOTE Further details of equipment specific to individual renovation techniques or technique families are given in parts 2 to 4
and 6 of EN 14409, as applicable.

8.3.2 Inspection equipment


Inspection equipment (closed-circuit television) shall provide a full colour picture and recording/replay facilities
complete with slow motion and frame by frame replay and shall provide a clear picture of all parts of the installed
pipe. The recording shall be labelled on screen with full location, lining type and size and data information.
All equipment to be introduced into the installed pipe shall be constructed and maintained so as to prevent any
damage or contamination to the installed pipe.
The equipment shall conform to all relevant safety standards.

8.3.3 Lifting equipment


All lifting equipment shall be covered by current test certification and shall be operated only by trained personnel.

8.3.4 Disinfecting equipment


Disinfecting equipment shall conform to the requirements of EN 805.

8.4 Installation

8.4.1 General
The installer shall follow an installation manual which details all of the procedures required to carry out the
installation. The manual shall specify all key process parameters, declaring relevant values and tolerances.
The installation shall be carried out by staff trained in the relevant technique and fully conversant with the
procedures documented in the installation manual.
NOTE The installation manual is the responsibility of the installer but may be written by the technique owner, designer or
manufacturer.

8.4.2 Safety precautions


It is necessary to take account of all applicable national health and safety regulations. Safety requirements shall be
identified for all stages of the installation procedure from preparing the access through to the completion of the
work.

8.4.3 Simulated installations


Simulated installations shall be conducted under representative environmental and processing conditions for the
installation site and technique. Figure 3 shows the relationship between samples taken from simulated and actual
installations.

8.5 Process-related inspection and testing


The required measurements and other tests relating to the installation process, and the methods by which the
measurements shall be taken or the tests conducted, shall be documented in the installation manual.

8.6 Lining termination


Lining termination shall include operations such as dismantling of the installation equipment, making good any
corrosion protection equipment on the host pipe, and preparing the ends of the installed lining system for
subsequent reconnection.

8.7 Reconnecting to the existing pipeline system


The methods of connecting the installed lining system to existing connections and the recommended method of
making subsequent connections shall be documented in the installation manual.

8.8 Final inspection and testing


The installed lining system shall be subject to a recorded internal visual examination, either by walk-through or
closed-circuit television, throughout its length on completion.
NOTE 1 Where specified, testing to verify leaktightness of the installed lining system in accordance with 7.2 can take place in
stages. In order to verify leaktightness of the installed pipe including any integral joints only, it should be permissible to carry
out testing before the re-opening of any lateral connections.
NOTE 2 When site conditions do not allow the required final inspection, it should be permissible for the client to specify other
an equivalent method to document the installed liner.
NOTE 3 The measures taken to disinfect the installed lining system after final inspection should be documented in the
installation manual. Attention is drawn to any legislation applicable to the disinfection of the installed lining system after final
inspection.

8.9 Documentation
The values of the installation parameters achieved shall be documented, together with all written, photographic
and/or electronic records of the renovation required by the installation manual (see 8.5).

Annex A
(informative)

Recommended scheme for assessment of conformity

A.1 Scope
The following text, read in conjunction with the corresponding annex A of the technique-related parts 2 to 4 and 6 of
EN 14409, provides a recommended scheme for assessment of conformity of pipes, fittings and the installed lining
system.
The scheme includes:
a) recommendations for the manufacturer’s and, where separate, the installer’s quality system;
b) recommended sampling and testing frequencies to demonstrate conformity with all requirements of the relevant
parts of EN 14409 at both "M" and "I" stages;
c) guidance on procedures to be applied if third party certification is involved.

A.2 General
Pipes, fittings and assemblies should preferably be produced by the manufacturer under a quality system which
includes a quality plan. Installation should likewise be executed under a quality system which includes site
procedures documented in an installation manual.
NOTE 1 It is recommended that the quality system(s) should conform to EN ISO 9001 [4].
NOTE 2 If third party certification is involved, it is recommended that the certification body is accredited to EN 45011 [2] or EN
45012 [3], as applicable.

A.3 Testing and inspection

A.3.1 Grouping
Grouping may be used to restrict the amount of testing required. The groups applicable for TT, PTT, ITT and AT of
each technique family are specified in parts 2 to 4 and 6 of EN 14409 respectively.

A.3.2 Type testing (TT)

A.3.2.1 General
Type tests should demonstrate that products conform to all requirements for the characteristics given in Clauses 4,
5, 6, 7 and 8, as applicable. Recommended minimum sampling frequencies for each technique family are specified
in parts 2 to 4 and 6 of EN 14409 respectively.
In addition relevant type tests should preferably be carried out whenever there is a change in design, in material
and/or in the production method or installation process condition other than routine in-process adjustments and
extensions of the product range within the relevant groups.

A.3.2.2 Preliminary type testing (PTT)


The manufacturer should demonstrate that the product conforms to all requirements for the characteristics given in
Clauses 4, 5, 6, 7 and 8 as applicable.

A.3.2.3 Initial type testing (ITT)


If third party certification is involved, the certification body should assess the conformity of a product to all
requirements for the characteristics given in Clauses 4, 5, 6, 7 and 8.
The assessment should preferably be performed by validation or testing using the sampling procedures given in
parts 2 to 4 and 6 of EN 14409, as applicable, and grouping according to A.3.1, in an approved testing laboratory
or by witness testing.
Preliminary type test data, including long-term characteristics, which are supplied by the manufacturer, traceable to
material or compound and process, and validated by the certification body, may be taken into account for initial
type testing.

A.3.3 Batch release tests (BRT)


Batch release testing should be applied to those characteristics of materials, pipes and fittings specified in parts 2
to 4 and 6 of EN 14409, as applicable.
The manufacturer should specify a batch size in his quality plan.
A batch should only be released for supply when all the relevant tests and inspections have been carried out at
least once at the frequencies specified in parts 2 to 4 and 6 of EN 14409, as applicable, and the requirements have
been conformed to.
If any characteristic does not conform to the requirements specified in parts 2 to 4 and 6 of EN 14409, as
applicable, the batch should be rejected or the relevant retest procedure detailed in the manufacturer’s quality plan
should be performed.

A.3.4 Process verification tests (PVT)


Process verification may be achieved by the testing of samples of the installed product and/or indirectly by
monitoring key process parameters relevant to the installation technique.
Process verification tests may be conducted on either an actual installation or a simulated installation.
If a sample or process parameter does not conform to the requirements of the installation process given in parts 2
to 4 and 6 of EN 14409, as applicable, the relevant retest procedure detailed in the manufacturer’s quality plan
should be performed. The retest procedure should preferably specify how successful installation can be
demonstrated. If third party certification is involved, the certification body should be informed.
NOTE Failure to meet the required installation process parameters does not necessarily preclude successful installation.

A.3.5 Audit tests (AT)


If third party certification is involved, those characteristics given in parts 2 to 4 and 6 of EN 14409, as applicable,
should preferably be audit tested with the minimum frequencies specified. Samples for AT may be taken from either
an actual installation or a simulated installation, but the sampling procedure should preferably replicate that used
for the ITT.

A.3.6 Indirect testing (IT)


Where testing of a pipe, fitting or system characteristic by the specified method is either impossible or impractical
(e.g. determination of ring stiffness for pipes of non-circular cross-section, or PVT which involves destructive
sampling of the installed system), indirect testing should be permitted. Where indirect testing is used for PVT the
manufacturer or installer should identify the key process parameters and declare values and applicable tolerances
in the installation manual.
Indirect testing should not be applied to TT or AT.

The indirect test method and the correlation or safe relationship of the indirect testing to the specified testing should
preferably be documented in the manufacturer’s quality plan and, if applicable, the indirect test should be accepted
by the certification body. The continuing validity of the indirect testing should preferably be checked at regular
intervals (e.g. whenever AT is applied to the characteristic in question), as well as for any new group designated
under A.3.1.
Indirect testing may be used either to reduce the frequency of specified batch release and process verification tests
or to replace them.

A.3.7 Inspection and test records


Unless otherwise specified all records should preferably be maintained for a minimum of ten years from the date of
testing.
