The purpose of this method statement is to define the Scope of Work and Sequence of coating, holiday

detection, repair, and lowering-in to be carried out subsequent to inspection by visual, NDT,
joint coating, coating repair and holiday detection in a safe & controlled manner in soft soil bedded trench of
completed sections of trunk line & flow line on AinTsila Development Project.
1. PURPOSE

The purpose of this procedure to describes the minimum requirements for carrying out coating
holiday detection and repair, and lowering-in, in soft soil bedded trench of completed sections of
pipelines and flow-lines.

 Collection information /drawings from all service owners to determine service locations
along the pipeline route
 Working closely with the Engineer/Surveyor and Drawing Office to ensure position and
depth of services are recorded
 All drivers and machine operators (sideboom, crane, loader, tipper, roller, grader, etc….)
shall be assessed by SARPI Safety Department spot witnessed by IA Safety Department,
and undergo the Craft qualification and training. Only qualifies competent equipment
operators shall be used. All operators must have a valid operator’s certificate of
competence issued by SARPI Safety Department

2) Quality Manager :

 Ensuring that all Holiday detection & lowering-in of pipelines activities are executed in
accordance with Quality Plans and this construction procedure.

3) Engineer/Surveyor:

 Gathering data of all located foreign services for marking up on the alignment sheets.
 Ensuring any additional engineering or re-routing required with regard to Foreign
Service crossings is carried out. with the approval of company and contractor.
 Ensuring that services crossing the pipeline route are clearly pegged and signposted
with the type, diameter and approximate depth of cover.

4) Lowering-in Preparation Supervisor:

 Ensuring plant and equipment is maintained in good order.


 Ensuring Lowering -in preparation is carried out safely and under the correct condition

 Before lowering-in, the trench depth and width shall be checked to ensure that the specified

 Whenever the bottom of the trench comprises hard rock or hard material, which might
damage the pipe coating, the bottom of the trench shall be bedded with soft material or sand.
A layer of at least 200 mm thick of soft bedding shall be placed in the bottom of the trench so
as to cover all projections in the trench bottom.
 The padding material shall be fine soft material free from sharp stones, perishable matter or
other materials, which could damage the pipe coating.
Approved padding material only shall use for padding.

2) Holiday Detection

 Holiday Detection shall be carried out on all coated pipe and coated pipe joints. Any
damaged coating, holidays or other defects shall be repaired as detailed below and
retested
 The test voltage shall be set to 15 KV or as advised by the coating manufacturer.
 The equipment which shall be used for holiday detection shall be fitted with a voltage
control and volt meter and provide visual and audible signal to identify faults when
detected.
 The pipeline section to be holiday tested shall be grounded at one end. The electrode
shall not be kept over the holiday longer than is necessary to confirm the fault.
 Holiday detection shall only be carried out in dry weather conditions.
 The detector shall be checked periodically to ensure that it is operating properly.
Purposely making a coating defect (such as a hole made with a knife) and passing the
electrode over the hole or finding a defect visually and passing the electrode over it may
do this. This check shall be made at least once per day or a maximum of 2 times per day.
 The holiday detectors shall be tested and calibrated on a daily basis and operated in
accordance with the manufacturer’s recommended procedure.
 The contact electrode shall be kept clean, and the trailing electrode shall be checked for
damage daily. All electrode word should be change with holiday detector ring.

 All holidays imperfections and damaged areas shall be identified with a


waterproof marker at sufficient distance from the defect to allow surface preparation and
patching to take place without detriment to the adhesion of the coating.

3) Lowering-in Activities:

 This activity shall be read in conjunction of BACKFILLING PROCEDURE


 Lowering-in shall be carried out as soon as practically possible after trench excavation,
once the trench has been checked for depth and inspected. and approved by civil QC
 SARPI shall give IA twenty-four hours (24H) notice of the intention of Lowering-in section
of the welded pipeline.
 Lifting Equipment shall be certified for sufficient capacity and maintained in good
condition.

 The Lowering-in Foreman shall dire and control the movement of equipment during
lowering, Flagman are used to relay start and stop commands, the holiday detection

 No section of a pipeline shall be lowered in to the ditch until approval has been
given by IA representative.
 Side bends and sag bends shall be lowered first wherever possible and backfilled
to serve as anchorage. Side bends shall be placed centrally in the trench, which
may have to be made wide to accommodate this locally. Sag bends shall bear
firmly against the bottom of the trench, and over-bends shall have a minimum bed

of 200 mm and not more than 300 mm between the bottom of the pipe and bottom
of the trench. Loose ends may be left at an over-bend so that the sag bend may
be lowered and anchored before making the cut and tie-in weld. SARPI to ensure
that the vertical and lateral bends of the lowered section shall fit the dith with
proper vertical and lateral clearance.
 Wide non-abrasive slings belts or cradles shall be used in all lowering operations.
Care shall be taken when removing slings from around the coated pipe after it has
been lowered into the trench.
 Pipeline trench shall be maintained in dry condition during the lowering-in and
subsequent back fill operations.
 Experience Supervisor(s) shall conduct the side boom operation to ensure that:
 During Lowering-in operations, number of required pipe layers and spacing
between each pipe layer shall be controlled in order not to exceed the pipes
allowable hoop stress and the lifting capacity of the pipe layers.
 The lowering-in pipe layer operator shall ensure that the pipeline is not dragged
along the side of the trench while lowering-in.
 The pipe shall be supported by undisturbed soil or compacted material and
bedding except at tie-ins where bell-holes are required and unsupported lengths of
pipe up to 3 m are acceptable.
 The distance between the lowering-in operation and the backfill operation shall not
exceed 1.6 km (1 mile.) unless exception is granted by IA.
 Pipe shall properly conform to the ditch profile. External force shall not be used to
make the pipe conform to the ditch. Pipe not conforming to the ditch shall be
removed and either re-bent or the ditch re-dug to provide the correct profile.
 The Cathodic protection test point locations shall be marked and clearly identified
not to be backfilled until test cables have been installed, inspected, and tested.

7. SAFETY AND ENVIRONMENT :

 All personnel shall undergo applicable safety training and wear appropriate PPE
(Safety Helmets, Gloves, Steel Toed Safety Boots, Safety Glasses, Coveralls,
Face Shields, etc.).
 All vehicles and equipment shall be checked prior work commences on a daily
basis.
 All personnel using vehicles on the project shall comply with Project Policy on use
of Vehicles and shall wear seat belts and comply with applied speed limits.
 Collection and safe disposal of pipeline coating repair material canisters and
wasted application tools. Disposal location as per instruction of client.
